Marches, Gas Masks, and Trash Sculptures: The First Hoosier Earth Day

Indianapolis Mayor Richard Lugar proclaimed April 22, 1970 as “a day for contemplation, conversation, and action to halt and reverse the impending crisis of the decay of man’s environment.” Throughout Indiana, Hoosiers acted to raise awareness about the imminent pollution crisis.  In addition to general clean up campaigns, panel discussions, and seminars, students built monuments made of trash and participated in marches. Some even donned gas masks or abandoned their cars, all to dramatize the need for citizens to “Give Earth a Chance.”

This was the first Earth Day. Historian Adam Rome describes the day as “the most famous little-known event in modern U.S. history.” He notes it was “bigger by far than any civil rights march or antiwar demonstration or woman’s liberation protest in the 1960s.” A whopping 22 million Americans took part in the first Earth Day. About 1,500 colleges and 10,000 schools, in addition to numerous churches, temples, city parks, and lawns in front of various government and corporate buildings hosted Earth Day activities. The event was so popular that Congress even shut down on Earth Day. About two-thirds of congressmen, both Democrats and Republicans, returned home to speak to their constituents at Earth Day rallies. President Richard Nixon, one of the only major politicians not to make a public speech on Earth Day, even admitted in a press release that he felt “the activities show the concern of people of all walks of life over the dangers to our environment.”

Senator Gaylord Nelson, a Democrat from Wisconsin, conceived Earth Day in 1969. After the Santa Barbara oil spill in January and February of that year, Nelson decided to ignite a mass protest in support of increased environmental action. He had crafted environmental legislation throughout the 1960s, including efforts to ban harmful chemical products, like the pesticide DDT and non-biodegradable detergents. He found few supporters for his initiatives in Congress. However, he surmised many citizens, worried about radioactive fallout, suburban sprawl, and smog, would care. Inspired by anti-war teach-ins in the 1960s, Nelson envisioned a nationwide teach-in event to educate people about pollution and encourage them to take action. If constituents supported environmental regulation, it was reasoned, politicians would follow.

Though Nelson came up with the general premise of Earth Day, he knew the movement would not flourish if he dictated the event. Instead, he announced plans for the teach-in in September 1969 and enlisted the help of Pete McCloskey, a Republican, as co-chair. Soon, individuals all over the country called Nelson’s office, asking for more information. To handle all the activity, Nelson set up a separate organization, Environmental Teach-In Inc., in December 1969. A small staff of twenty-somethings ran the organization. Though Nelson originally created the organization to help local organizers implement ideas and make contacts, Environmental Teach-In mainly became a publicity hub. Community organizers, which often included housewives, students, and scientists started planning Earth Day events before the organization opened.

Thus, the national office spent most of their time fielding calls from journalists to inform them about Earth Day plans in locales across the nation. Organizers planned programs to explore a variety of topics including population growth, pesticide use, nuclear fallout, waste disposal, suburban sprawl, in addition to mainstays like air, water, and land pollution.

Back in the Hoosier state, Governor Whitcomb issued an executive order endorsing Earth Day activities in Indiana. He wrote “I urge all of our citizens to act responsibly to alleviate the pollution menace to the environment.” In particular, Whitcomb noted:

Our educational institutions have the expertise and capability both to inform us of present dangers resulting from the ways we use our natural resources and to define and develop new technologies and systems needed to abate the pollution problem.

Whitcomb’s emphasis on educational institutions highlighted the primary role students played in Indiana Earth Day. Most of these activities took place at universities, colleges, and schools, which were all open to broader community members. However, it was mostly students, rather than faculty that organized the day’s events. Elizabeth Young, a sophomore at St.-Mary-of-the-Woods College near Terre Haute summarized why young Hoosiers rallied around Earth Day. She told the Indianapolis Star “if the kids our age don’t do something, we won’t live to be the age of our professors.”

Though most activities took place on April 22, students and community members often could attend ecological events at their local university or college throughout the week. Almost all the major secondary education institutions in Indiana sponsored panels, lectures and discussions featuring a variety of speakers, including politicians, scientists, and industry representatives. Senator Nelson even spoke at rallies at IU Bloomington and Notre Dame. Most of the Indiana congressional delegation returned from Washington, D.C. to speak to their constituents. At Purdue, industry representatives from Inland Steel, Eli Lilly, and General Motors participated in a panel discussion. Each talked about the measures their company was taking to abate pollution and answered questions from audience members. Many universities organized tree planting ceremonies or litter clean-up operations along Indiana waterways.

A few students staged more dramatic events to draw attention to environmentalism. At Ball State University, students constructed a pile of cans and bottles they collected from Muncie residents and created a “non-disposable, non-returnable monument” on the terrace of the Art Building. The monument symbolized junk, which students perceived as one of America’s primary pollution problems. At Purdue, students picked up litter along the Wabash River and displayed it all in front of the Lafayette courthouse for the public and local government representatives to see. DePauw students sponsored bus tours for community members to take throughout Greencastle, which would showcase Putnam County’s dirtiest and cleanest spots, including a junkyard, a pig feed next to a stream, homes designed specially to preserve the terrain, and an industrial plant featuring the latest pollution control measures. Others specifically tackled air pollution issues. Tri-State College in Angola (now Trine University), initiated a campaign urging students and faculty to leave their cars at home and walk to campus. One DePauw student rode a horse to campus bearing the sign “Ban the automobile.” DePauw also put an electric car on display.

Numerous younger students participated as well. Schools received packets detailing available speakers, films, materials, and suggested programs and activities to coordinate for Earth Day activities. Elementary school students picked up litter and participated in art and essay contests about environmental issues. In Portland, elementary students started a “Be a Pollution Policeman” campaign and created posters advising community members to report polluters that they later put up all over town.

North Central High School students in Indianapolis hosted an Earth Day program filled with speakers, seminars, and films. Students created a pollution themed skit and a collage made with all the litter they collected in the area. Several student musicians played music alongside a slide show of photographs of local pollution. At Southport High School, a group of students all wore gasmasks to class to highlight air pollution. Logansport physics students marched through town sporting posters and signs. At Edinburgh, high school students even produced a television program “Project Earth Day,” aired on a Columbus news station that examined water, air, and land pollution in the area.

Despite the major successes of Earth Day, a lot of issues remained unsolved. Whitney M. Young Jr. addressed the major deficit of the Earth Day celebration and of the ensuing environmental movement, in the Indianapolis Recorder in 1970: Earth Day programs often failed to incorporate race or class into the problem of pollution. Though pollution was finally spreading to the suburbs, people of color had often been forced to live and work in places containing dangerous pollutants for years through zoning ordinances and prejudiced real estate practices. He noted, “I get the uneasy feeling that some people who have suddenly discovered the pollution issue embrace it because its basic concern is improving middle class life.” He concluded:

The choice isn’t between the physical environment and the human. Both go hand in hand, and the widespread concern with pollution must be joined by a similar concern for wiping out the pollutants of racism and poverty.

Earth Day did, however, inspire landmark legislation and institutions to address pollution. In later years, some environmental justice organizations tackled the issues Young brought up. Adam Rome notes Earth Day “inspired the formation of lobbying groups, recycling centers, and environmental studies programs. Earth Day also turned thousands of participants into committed environmentalists.” Before Earth Day, Americans addressed environmental issues in disjointed ways. Old conservation groups from the Progressive era focused mainly on wilderness preservation. Other groups focused on single issue campaigns, like air pollution. Earth Day pushed numerous related environmental concerns into one platform and provided a space for concerned citizens to come together and decide how America should fight the environmental crisis of the 1970s. The constituent support Earth Day garnered encouraged Congress to enact a swell of landmark environmental legislation after Earth Day, including the creation of the Environmental Protection Agency in December 1970, the Clean Air Act amendments of 1970, the Clean Water Act in 1972, and the Endangered Species Act in 1973.

Indiana politicians also dedicated more of their time to environmental issues after Earth Day. Governor Whitcomb started “Operation Cleansweep” in May 1970, a massive campaign to clean up polluted and littered landscapes across the state. On the first anniversary of Earth Day in 1971, Mayor Lugar launched Indianapolis’s first recycling program to collect cardboard and metal.  Indiana also became the first state in the nation to ban phosphate detergents, which scientists discovered as a major polluter of waterways, in 1971. Additionally, more Hoosiers joined or formed environmental organizations to make sure the state government stayed on top of environmental regulation. For example, the Indiana Eco-Coalition formed in 1971 to serve as an umbrella organization to represent the majority of Indiana’s environmental activist groups and provide information on impending environmental legislation.

Clearly, when people shouted “Give Earth a Chance,” it worked.

Hoosier Women’s Fight for Clean Air

On February 5, 1970, the Franklin Daily Journal in Franklin, Indiana proclaimed air pollution the “Disease of the Seventies.” It predicted that “gas masks, domed cities, special contact lenses to prevent burned eyes” would become “standard equipment if life is to exist” by 2000, unless action against widespread air pollution was taken soon.

The Daily Journal’s predictions were not off mark. Dense smog filled with toxic pollutants had already killed and sickened thousands of people in Donora, Pennsylvania in 1948, in London in 1952, and New York City in 1966. By the late 1960s, this type of deadly smog had begun to appear in nearly every metropolitan area in the US.

However, it’s now 2017, no gas masks, domed cities, or protective eye wear needed. Why? You can thank Hoosier women, who fought for air pollution control measures since the 1910s.

Women first entered the fight against coal to combat air pollution. When burned, coal releases a significant amount of smoke and soot. Londoners began burning coal for fuel as early as the 1200s. Virtually every Londoner relied on coal for fuel and heat by the 1600s as England’s forests became depleted. As industries and factories powered by coal emerged across England during the Industrial Revolution in the 17th and 18th centuries, many British cities developed air pollution problems. By 1800, a chronic cloud of smoke enveloped London. Soot and smoke dusted the streets, ruined clothing, and corroded buildings.

Major American cities did not escape the smoky air that plagued the Brits. European settlers cleared much of America’s forests for firewood, construction materials, and to make room for crops and cities. As the Industrial Revolution began on the East Coast at the end of the 18th century, industries, homes, and businesses began to rely on coal for heat and power. Dirty air followed throughout the 19th and early 20th centuries. Dark smoke palls drifted through many urban areas at noon that reduced visibility to less than a block. The dirty, dark atmosphere caused traffic accidents, injuries, and even death. Doctors increasingly linked the drab, polluted air to depression and tuberculosis.

Indianapolis was no exception. The Indianapolis News reported on February 11, 1904 that “for a year or more, the smoke cloud has constantly been increasing until during the last two or three months, the city has taken a place among the smoke cities of the country and by some visitors is credited with being as dirty as Cincinnati, Pittsburgh, or St. Louis.”  That summer, the News described “dense volumes of black soot and smoke” blowing through business and residential districts across the city. A journalist wrote “Eyes and lungs are filled and as for wearing clean linen any length of time, that is one of the impossibilities.” The journalist noted that the smoke damaged goods in downtown shops and observed “every article in them to be thickly dotted with soot.”

Despite these issues, fighting smoke pollution in Indiana would be hard. Coal is one of Indiana’s natural resources and became a mainstay of the Hoosier economy during the early 20th century. It was discovered along the Wabash River in 1736. Organized coal production began in the 1830s and after World War I, production exceeded 30 million tons. Furthermore, coal and the smoke it produced became a symbol for economic prosperity nationwide. Often, postcards and promotional imagery for cities featured pictures of smokestacks emitting billowing, black clouds of smoke across the urban landscape. A writer for the Indianapolis News in defense of coal wrote in 1906, “But if the coal smokes, let it smoke . . . Wherever there is smoke there is fire, and the flames that make coal smoke brighten the world of industry and bring comfort to the untold hundreds of thousands of toilers. Let it smoke. The clouds of smoke that ascend to heaven are the pennants of prosperity.”

Indiana produces bituminous coal, a soft coal that often creates a lot of smoke when burned. Many cities had begun to abate smoke pollution simply by requiring residents and industry to burn anthracite coal, a harder coal that burned cleaner. Since bituminous coal was a major source of wealth for Indiana, many Indianapolis residents and businessmen did not want to take this course of action, even though they did support cleaner air for the city.

One method to abate smoke, but still burn Indiana bituminous coal was to install automatic stoking devices in factories and homes. These devices distributed the coal in furnaces more evenly so it produced less smoke. In 1904, the American Brewing Company on Ohio Street downtown installed one of these devices. According to the Indianapolis News, this device allowed the company to burn just as much bituminous Indiana coal as it had last year, but produce far less smoke: the journalist described the company’s smokestacks as “practically smokeless.”

However, few businesses followed in the American Brewing Company’s footsteps. In 1910, Indianapolis women formed the Smoke Abatement Association operating under the slogan “Better and Cleaner Indianapolis” to try to get housewives and manufacturers to stop burning bituminous coal. These women became part of a nationwide movement of middle and upper class housewives practicing “Civic Motherhood” or “Municipal Housekeeping” that drew on women’s traditional roles as protectors of the home. These women reformers argued they could use their skills as household managers to improve the health of the communities their families lived in and thus began to participate in political discussions surrounding health, pollution, and sanitation, like air pollution.

The group first asked women to reduce smoke produced in their homes by installing smoke control devices. The group offered demonstrations for proper coal firing and issued reports on local residences and factories that issued a lot of smoke. In 1913, the group succeeded in getting a city ordinance passed which banned burning bituminous coal in a downtown district bordered by Maryland Street, East Street, New York Street, and Capitol Avenue. To honor Indiana’s coal production industry, bituminous coal could be burned if a smoke prevention device was installed. It was hoped this ordinance would create a clean, smoke free section of the city to improve health and help merchants preserve goods otherwise ruined by the sooty air.

Though the Smoke Abatement Association remained active throughout the 1910s, US entry into World War I reverted smoke pollution’s image. Black and gray smoke churning out of smokestacks once again became symbolic of progress, this time in support of the war effort. Throughout the 1920s until the 1950s, air pollution remained regulated at the local level; state and federal governments largely remained aloof of the issue.

 

However, a more complex air pollution emerged in the 1940s that became a struggle for locals to solve on their own. In the summer of 1940, a thick eye-stinging, tear-producing, throat-irritating haze never before experienced enveloped Los Angeles. Though it eventually cleared, episodes continued as America entered World War II: the effects on health were so irritating, some Los Angelinos speculated it was a chemical attack from the Japanese. The problem persisted into 1943: various industries were suspected of causing the issue, but when they were shut down, the harmful air remained. By the late 1950s and early 1960s, this phenomenon, known increasingly as “smog,” afflicted almost every major urban area in the United States.

This was a complex type of pollution: growth in industry during World War II and the postwar era increased the amounts of emissions released into the air from factories as they burned oil and coal to create goods for the war effort, and later refrigerators, household appliances, and other consumer goods. During this time, the development of new chemicals, drugs, pesticides, food additives, and plastics also proliferated the consumer market. When manufactured, these products released a number of synthetic chemicals into the atmosphere that decomposed much more slowly than those emitted by older industries and remained hazardous longer. Lastly, the rise in population and expansion of the suburbs increased the use of automobiles. Cars blew out gasoline vapor that became a major ingredient in smog formation. All these combined emissions created a much more complex air pollution that was much harder to get rid of that would require cooperation from consumers, industry, and government regulation at all levels.

This type of pollution first appeared in Indianapolis in the mid-1940s, but did not become much of a chronic problem until the late 1960s. The pollution became so bad that it stained and eroded the limestone on the Soldiers and Sailors Monument downtown, as well as the façade of the Statehouse. It also became tied to increased rates of emphysema, lung cancer, and other serious diseases. Again, Hoosier women stepped up to try to improve the air in their neighborhoods, communities, and the state at large. They became part of a larger movement of women concerned with air pollution across the country and helped make it a national issue during the 1970s.

Many women fought air pollution through the League of Women Voters. League members traditionally conducted extensive research on political issues, conducted educational campaigns, and lobbied local, state and federal governments to make sure appropriate regulation was enacted. League of Women Voters members in Indianapolis, Richmond, and Seymour branches attended and testified at local air quality hearings, wrote to representatives urging more stringent air quality regulations, and sponsored programs and produced literature to teach the public about air pollution, current regulations, and what they could do to improve the solution. For example, these methods encouraged people to stop open burning of waste and carpool, bike, or walk to reduce automobile emissions.

Other women’s groups in the state took similar action. Housewives Effort for Local Progress, or HELP, a women’s group in Terre Haute dedicated to improving the city, took on air pollution as one of its major agendas. They lobbied local commissioners and educated the public on air pollution. The Richmond Women’s Club organized funds to purchase educational materials on air pollution to distribute to local students. Other women joined ecology groups, such as the Environmental Coalition of Metropolitan Indianapolis and fought for the passage of many regulations to control harmful gasses emitted by industry, such as Sulphur oxides. Chairwoman Elaine Fisher summarized the important role of the public in abating pollution: “Industry is pressuring . . . on one side. The only hope is for the public to give equal pressure on the other side.”

These women’s groups, and others across the nation, raised awareness of air pollution and made it a national issue. Most groups encouraged the federal government to get involved with air pollution. Since air pollution spreads across local and state boundaries, it made sense for increased federal oversight to control the issue. It is not a surprise that women’s fight against air pollution coincided with the passage of key federal environmental legislation, such as the Clean Air Act amendments of 1970, which gave federal officials authority over reducing air pollution throughout the nation and the power to set federal emissions states have to comply with. The Clean Air Act has produced purer air for all Americans: since 1970 its regulations reduced the levels of common pollutants, and thus prevented deaths from disease and cancer and decreased damage to plants, crops, and forests previously caused by air pollution. Dr. Sarah Stockton: In Love with Her Profession

Dr. Sarah Stockton earned a reputation as a gritty, compassionate physician at the Indiana Hospital for the Insane (later renamed Central State Hospital). According to a Moment of Indiana History, her appointment as assistant physician in the Women’s Department in 1883 was regarded as “significant enough to the cause of women’s rights as to merit mention by no less prominent an advocate than Elizabeth Cady Stanton, in History of Woman Suffrage.” Patients, like Anna Agnew, also praised her appointment. Agnew recalled in her 1886 reminiscences, “I felt the first time she came into my darkened room, where I lay in such agony as only miserable women suffer, and seating herself at my bedside, looking pityingly at me, the expression in her lovely blue eyes in itself a mute promise of assistance, before a word was spoken, that an angel had been with me.” Dr. Stockton was remarkable not only for her prolific medical career, but her tireless work for women’s suffrage.

According to the Lafayette Journal and Courier, Stockton was born on a local farm in 1842, the daughter of “pioneer settlers of Tippecanoe county.” She and her sister operated the Stockton boarding house in Lafayette, before she studied at the Woman’s Medical College in Philadelphia. Stockton graduated in 1882, penning a doctoral thesis about the history of insanity and the treatment of mental illness. An article in the Indianapolis News noted that she also graduated from a “Female medical college of Chicago” and practiced at a Woman’s hospital in Boston. In 1883, Indiana Hospital for the Insane Superintendent Dr. William Fletcher appointed Dr. Stockton to the woman’s department. He stated in 1884:

It may not be that a larger number of women would recover under special treatment, but it would be a comfort to every parent, brother, and sister, to know that their afflicted loved ones who are insane from the fact of being a woman, were to fall into the hands of a cultured and refined female physician when shut behind the hospital bars.

The progressive superintendent-who abolished the use of restraints and advocated moral treatment of patients-lauded Dr. Stockton’s accomplishments and those of female doctors in general. He noted at a medical conference that her appointment to the “woman’s department has proven a great benefit to a large class of patients hitherto utterly uncared for, so far as their special maladies were concerned.” He added “I do not understand how a hospital for insane women can reach its best results without the kindly aid of educated, skillful medical women.”

In the era during which Dr. Stockton practiced, many in the medical establishment believed that reproductive organs and menstrual function correlated with mental disorders. According to Nicole R. Kobrowski’s Fractured Intentions: A History of Central State Hospital for the Insane, “It was believed that because of the nervous energy and cerebral movement, the body used the menstrual blood as a power source for the body,” therefore irregular periods and menopause could induce insanity. In her 1885 “Report of Special Work in the Department for Women,” Dr. Stockton generally ascribed to this theory, but noted that she did not “believe that in every instance it takes part in causing insanity.” She wrote:

Agitation of the mind from external influences, or increased cerebral excitement that calls for a greater amount of blood and nervous energy, will for a time arrest the menstrual flow. In those cases removal of the exciting cause, with remedies that will aid in restoring the nervous and mental equilibrium, will usually result in a return of menstruation, and prove to be the first evidence of recovery.

Generally this treatment consisted of applying tonics to the “pelvic organs” and occasionally required surgery. Dr. Stockton’s “bedside manner,” and the fact that she was a female physician serving in a woman’s department, proved as important to patient health as medicinal treatment.

In her Personal Reminiscences of Insanity; Or, Personal Reminiscences of Insanity, Anna Agnew expressed how vital Dr. Stockton’s presence was to her recovery, noting “If I could only express the hopefulness her words inspired, not that I cared then to live, for I did not, but I was so thankful to be relieved from my terrible physical sufferings, and she was so handsomely dressed, too!” Agnew was deeply moved by Dr. Stockton’s compassionate treatment, writing:

And I still retain my admiration for my friend, and have added to my admiration of her personal appearance and intellectual endowments-love-for her never failing kindness and sympathy toward me in my sorrowful life. Thus this advantage one possesses in having a woman for your physician.

In fact, Agnew so valued Dr. Stockton she admitted that although she was not a women’s rights activist, “I do with all my soul sanction, her education as a physician! And for the sake, and in behalf of suffering woman-insane women in particular-since they can not tell their misery, I make an appeal to the board of trustees of every female hospital for the insane in the land, for the appointment of a woman upon their medical staff.” Dr. Mary Spink, an Indianapolis doctor who practiced during the same period, noted similarly that female patients preferred women doctors because “‘the man’s policy is to always laugh and make fun of hysterical and nervous women. . . . it makes the poor women mad, just the same, and they naturally seek more sympathizing ears.'”

While at the Indiana Hospital for the Insane, Dr. Stockton was pressured by administrators to overlook dismal hospital conditions, resulting partly from lack of funding and staffing. However, she bravely testified in February 1887 that the butter was filled with worms, which was “not an uncommon thing.” In March 1889, the Indianapolis Journal reported on an investigation into the hospital’s conditions. Dr. Stockton again testified against the institution, despite dreading “the ruling powers at the hospital.” CC Roth, former assistant storekeeper, alleged that the trustees “‘had it in for anyone’ who disclosed the entire truth about the hospital, and that of the witnesses at the investigation two years ago those who told the truth about Sullivan’s maggoty butter and the conduct of the trustees had one after another been discharged.”

Indeed, Dr. Stockton was fired as a result of her testimony. However, she “did not heed its insolent imperiousness, but took time to withdraw from the place she has served so long and so faithfully with the deliberation that any person under like circumstances would employ.” One hospital trustee lamented her dismissal and the politics surrounding it, noting that Dr. Galbraith “was the most inefficient man who ever held the position of superintendent at the hospital, and that Dr. Stockton was the only really capable physician out there.”

Dr. Stockton continued to practice medicine after leaving the hospital, working at former superintendent Dr. Fletcher’s private sanatorium in Indianapolis (later known as Neuronhurst).

In 1891 she served as physician at the Indiana State Reformatory for Girls and Prison for Women. Around 1900, Dr. Stockton returned to her former hospital, renamed Central Indiana Hospital for the Insane. Ten years later, the Indianapolis Star hailed her as a pioneer in her field, noting “Not longer than thirty years ago there was only one woman physician in Indianapolis-Dr. Sarah Stockton. Now there are fifty.” Similarly, the Arkansas Democrat described her in 1916 as “one of the leading women physicians in the United States.”

Early-20th century newspapers reported on the noted physician’s suffrage work. Illustrating why the fight for women’s equality was necessary, Dr. Spink stated that women doctors rarely married and that “the average man won’t enter the connubial harness with a woman who can’t attended to household duties.” Dr. Maria Gates was the only Indianapolis doctor at the time who married and it is “a significant fact that she dropped the ‘Dr.’ the moment the knot was clinched.”

The Indianapolis News stated in December 1915 that Dr. Stockton was slated to present a paper titled “The Woman Physician” at the Indianapolis branch of the Women’s Franchise League as part of a panel about women in “professional and business life.” In January 1917, nineteen stenographers signed a petition to protest the anti-suffrage movement in Indiana, citing suffrage as “a weapon that business women needed in dealing with the business world.” Nineteen graduates of Vassar College signed a similar petition. Dr. Stockton joined nineteen women doctors who also signed a pro-suffrage petition “‘just because it is right.'” In 1920, she gave a talk at a reminiscence meeting of the Indianapolis League of Women voters, along with other notable Hoosier women like Mrs. Meredith Nicholson and Miss Charity Dye.

After dedicating twenty-five years of service to Central State Hospital and fighting for women’s right to vote, Dr. Stockton passed away at midnight of March 14, 1924. The Indianapolis Star reported that the “widely-known woman physician” had a “wide circle of acquaintances, both socially and professionally.” Most notably, she provided solace for countless female patients in an otherwise desolate hospital environment.

Mary Ann Martin: A Northern Indiana Boat Master

Mary Ann Hassett was born in Ireland’s Tipperary County on May 1, 1842, and at the age of four emigrated to Cincinnati, Ohio. Her husband to be, Patrick Henry Martin, was born in 1840 in Cincinnati and in 1858 the two were joined in marriage at Franklin, Ohio.

After the Civil War broke out Patrick Martin enlisted in the Union army as a private on May 2, 1864, serving with Ohio Company E, 146th Infantry Regiment. He returned to Ohio, where he went canalling between Dayton, Ohio, running on the Miami & Erie Canal to its connection with the Wabash & Erie at Junction, Ohio on the Wabash & Erie. Eventually, he operated two boats, landing at ports between Toledo, Ohio, Lafayette, Indiana, and below.

Canal boat crews were usually described as a five-man team: captain, two steersmen, a driver for the horses or mules and a man or occasionally a woman to do the cooking. Captains were typically men who had to deal with rough and tumble boat hands. Nothing was motorized, including the boat towed by animals, and work on board was done by hand. It meant navigating past oncoming boats and moving through locks, where movement rules were mostly ignored in favor of a boat crew who fought with fists and clubs to determine who got first passage.

After Patrick died in 1871, his wife Mary Ann operated the boats during the last years of the old waterway. In 1874, the courts ordered the canal closed, and by 1876 a group of investors, with rail interests in mind, purchased the route from Lafayette to the Ohio state line. However, before the canal-era ended, Mary Ann was issued a license to operate the canal boat John Jay with its sixty-two plus tonnage rating, its plain head and square stern, measuring seventy-eight feet long and thirteen feet wide on the Wabash & Erie Canal. A rather typical canal vessel, since these long narrow crafts had to be maneuvered into and out of lifting locks, which were constructed on a standard inside measurement of ninety feet long by fifteen feet wide chamber.

Other than having to deal with tough crewmen, Mrs. Martin was responsible for all manner of boat master duties, including the accounting of cargoes and passengers at toll stations in northern Indiana, located at Fort Wayne, Lagro, Logansport and Lafayette.

During those final years, neighbors along the canal had tired of the ditch, blaming the canal for all sorts of issues-real or imagined. Among those accusations were fever emanating from canal water, occasional inadequate water supply, decaying structures, overwhelming debt, crop-field flooding, the inconvenience of roadways interrupted by canal waters, as well as a growing public favor for ever-improving railroad technology.

Unsurprisingly, one night a disgruntled citizen cut a ditch through the canal towpath. That meant the water in the canal channel between the lift locks drained away, putting a stop to navigation. Such vandalism caused Martin to lose her two boats– one at the Carrollton lock near Delphi and another at Logansport. After a career as a canal boat master, Mary Ann Hassett Martin died in September 1914 at the age of seventy-two and was laid to rest beside her husband Patrick in the Catholic Cemetery at Logansport, Indiana.

Irene Ray: Alleged “Witch” of Rochester

In the spring of 1692, a small village in Massachusetts was swept with a hysteria that started after a group of young girls accused several local women of participating in witchcraft and forging pacts with the devil. That hysteria, of course, would lead to the infamous Salem witch trials and in the following months, approximately 150 people would face witchcraft accusations; over 20 of those would be found guilty and put to the gallows.

Two hundred and forty-six years later, newspapers across the country would once again run headlines including words like “witch”, “hex”, and “spells” and yet another woman’s life would be ruined due to false accusations of witchcraft.

On May 11, 1938, Irene Ray and her husband Charles were driven from the town of Rochester, Indiana due to allegations that Irene was a practitioner of witchcraft and had hexed several town folk. It was alleged that her hexes had caused personal property damage, serious illness, and even death. Irene and Charles had moved to the town six years prior to this unfortunate episode along with their daughter, Iloe, and their cat (a strange fact that many of the newspaper stories were sure to include). What could have happened in the intervening years that would cause the townspeople to call for her removal?

When the Ray family moved to Rochester, they settled in a shack on the outskirts of town. One article in the Logansport Tribune even claims that the couple were forced from the nearby town of Plymouth, Indiana before finding themselves in rather dire circumstances in Rochester. Soon, they applied for and were given “relief” or welfare support. They were placed in a house on Audubon Street, where their neighbors soon came to resent them. They were seen as outsiders who were living off of the tax money of the citizens of Rochester who, although themselves poor, did not apply for relief.

It may be that Irene herself started the rumors of witchcraft as a way to scare people away from her, relieving the family from taunts and other attacks. No matter how the rumors started, though, soon they spread like wildfire. At first, the townsfolk merely murmured about the witch but after the sudden illness of Georgia Knight Conrad, those murmurs became shouts. Irene had been trying to purchase some antiques from Georgia and had made several visits to her house to pressure the 24-year-old into selling them. On one of these visits, it is said that Irene slipped into Georgia’s bedroom and plucked some hairs from her brush. When leaving, Irene pronounced, “You’ll be sorry soon!” That evening, Georgia fell into a faint and was soon diagnosed as having a “leaking heart valve.” It wasn’t long before the family connected the dots.

Another alleged victim of Mrs. Ray was Chief of Police Clay Sheets. After the chief oversaw the removal of Irene’s granddaughter from her home due to charges against the “morals of the household,” newspapers reported that “dancing with rage, Irene screamed: ‘You are just a tool of that Knight Woman and you will be sorry, too!’” A few days later, Chief Sheets died of what appeared to be a heart attack.

In addition to human hearts, she was accused of hexing one man’s crops. Mrs. Ray made a habit of taking a shortcut through a field owned by Mr. “Friday” Castle, who didn’t appreciate the alleged witch trespassing on his property. When he confronted her she “ran her eyes back and forth over the patch until they had covered every inch of it. Then she . . . said ‘It won’t make a bit of difference now whether anybody walks on it or not.’” According to Castle, no potatoes sprouted that spring.

Other accusations included Mrs. Ray inducing insomnia, nervous indigestion, fires, floods, and more. The alleged methods of hexing ranged from using voodoo dolls to taking hairs of the victim, intertwining them with hairs from her cat, placing them in vinegar and burying them. It was also said that she consulted a more powerful witch from Plymouth when the hex she wanted to perform was above her ability. This consultant would “chew a dime into somewhat the shape of a nail to drive it into a dead tree, by blows of the horny heel of his palm . . . the victim would surely drop dead as soon as the magician had time to say three times: ‘Black Jack of baccarat, hominy domini, corpse.’”

The allegations against Irene Ray mounted and police were increasingly pressured to charge her with witchcraft. Fortunately, unlike Salem Massachusetts in 1692, Indiana had no laws against witchcraft. The state did have vagrancy laws, in essence making it illegal to be homeless. Irene was charged with vagrancy and arrested, only to be released when she promised the new Chief of Police that she and her family would leave town.

Although Irene denied the accusations against her, saying “The whole thing is wrong. I can’t do anything like that,” she and her husband Charles moved from the town and settled near Manitou Lake. The story of a “witch” being driven from town spread across the country and appeared in newspaper headlines from California to New York. Most were skeptical of the allegations and cast the whole affair in a grim light. In many of the articles, it is mentioned that Irene was of American Indian descent, although Irene admitted that even she wasn’t sure if this was accurate. The inclusion of this fact, along with that of her alleged consultant was African American, suggests that the incident was as much about race as it was about the financial situation of the family.

Just six months later, Irene was hit by a car and died from the injuries. The accusations of witchcraft would outlive the alleged witch. In every article about the accident, her death takes a backseat to the story of her being forced out of Rochester as a witch. Later, when her daughter petitioned to have her stepfather declared of unsound mind (he had sustained a head injury in the accident which killed Irene) the headline focused on the fact that he was the widower of “Rochester’s Noted ‘Witch-Woman.’” It is safe to say now that Irene Ray was no witch, but rather a woman whose neighbors’ dislike and resentment ran so deep that they convinced themselves that she was at the root of their problems.

Historians, Get to Work!

Women have been consistently left out of the story of the Hoosier state. On paper, historians agree that including the histories of women and other marginalized groups provides a more complete understanding of the events that shaped our communities, state, and world.  However, in practice, few historians are researching, publishing, or posting on women’s history.  Having identified a dearth of resources on Indiana women’s history, organizers from various institutions, both public and private, came together to develop an annual conference. This conference strives to energize the discussion of Indiana women’s history and make the papers, presentations, and other resources resulting from the conference available to all Hoosiers. This year, the Indiana Historical Bureau and the Indiana State Library will host the second annual Hoosier Women at Work Conference.

This conference also aims to address and work towards correcting the pervasive lack of resources on Indiana women’s history. Even historians sensitive to the issue often follow established practices of treating the history of government and business and military as the “real” and “significant” history. However, these are areas where women have been categorically denied entrance or discriminated against directly or through lack of education or opportunities.  These areas exclude women of color, poor women, and native women even more disproportionately than white women of means.  To point out our own complicity, of the over 600 state historical markers created by our agency, only thirty-nine are dedicated to women’s history.  Several are simply wives or mothers of influential male notable Hoosiers, some only tangentially include women, and only ten include native women or women of color. We have work to do too.

It is essential that we, as historians who want a complete picture of the history of our state, do the work – the digging through newspapers, letters, photographs, and interviews; the comparing, analyzing, interpreting, writing, posting, and publishing; and the pushing back, organizing, and speaking up – to tell these stories at the local level.  These are the stories that in turn inform the national narrative of who we are as Americans and world citizens.  Half the story is missing!

The Hoosier Women at Work 2017 Conference: Science, Technology, and Medicine

On April 1, 2017, the Indiana Historical Bureau and the Indiana State Library will host a symposium on the history of Indiana women at work in the fields of science, technology, and medicine.  The one-day conference aims to expand the scholarship and ignite discussion on topics as diverse as inventors/inventions; medical breakthroughs; agriculture and technology; public health; sanitation; exposure to hazardous materials in the work place; access to medical care; hospitals; women’s access to training and employment in any of these fields; and the impact of science, technology, and medicine on complicating or improving women’s lives.

The keynote speaker is Sharra Vostral, Associate Professor of History, Purdue University and author of Under Wraps: A History of Menstrual Hygiene Technology. The conference will take place at the Indiana State Library and Historical Building in downtown Indianapolis and registration is open now. Beulah Bondi: Jimmy Stewart’s “Mom”

Beulah Bondi’s is not a recognizable name today, but her face certainly is. You’ve likely seen it in classics such as It’s a Wonderful Life and Mr. Smith Goes to Washington. The Valparaiso, Indiana native portrayed Jimmy Stewart’s mother four times on film, including Vivacious Lady and Of Human Hearts, in addition to Wonderful Life and Mr. Smith. According to the Chicago Daily Tribune, Stewart affectionately called Bondi “Mom.” By the ripe old age of 39, Bondi was cast to play characters well beyond her age and she became the equivalent of “Hollywood’s mother,” despite herself never marrying or having children.

“America’s greatest character actress,” according to United Artists, MGM, and Paramount, was born Beulah Bondy in 1888. She got her start at the age of seven as “Little Lord Fauntleroy” at Valparaiso’s Memorial Opera House. After the lead actress fell ill, she had one week to memorize 47 pages worth of lines and became hooked on acting after delivering them on the stage. The young actress was drawn to “dramatics” and the stage throughout her public education, including her time at the Convent of the Holy Name and Valparaiso University.

After graduation from university, she traveled the Midwest with a theatrical touring company. The Valparaiso Vidette Messenger reported that she changed her last name to “Bondi” at the suggestion of an Indianapolis journalist. Bondi noted, laughing, that “‘He said all of the letters in my name should be above the [credit] line.”

Following her work with an Indianapolis stock theater company, Bondi began her professional acting career in 1919. She was promptly informed by her first director that she “‘had no more talent than on the head of a pin.'” This criticism equipped her to endure even the most difficult directors of stage and film. In 1925, Bondi made her Broadway debut, beginning a prolific Broadway career that would eventually deliver her to Hollywood acclaim. According to the Valparaiso Vidette Messenger, film producer Samuel Goldwyn viewed her Broadway performance as a bigoted neighbor in the three-year run of Elmer Rice’s “Street Scene” and brought her to Hollywood.

From “dowagers to harridans,” Bondi deliberately chose character work, embodying each of the characters she played. In 1929, the Valparaiso Vidette Messenger printed excerpts of colorful New York reviews of Bondi’s portrayals:

“As a catty and scandal mongering neighbor Miss Beulah Bondi never overplays a role that would tease a lesser actress to do so.”

“Beulah Bondi who was so good in ‘Saturday’s Children’ and so amusing in ‘Cock Robin,’ turns out a gossipy busy body with remarkable detail and rare effect.”

In “Street Scene:” “the comedy relief is intrusted [sic] to the greatest character actress in America, Beulah Bondi. Hers was a magnificent performance.”

Bondi reflected in 1976 that “With each part, I ‘meet the woman’ for the first time when I read the script . . . And then I imagine her past life-what made her into the character she is.” She appeared in over 50 major films, appearing with Hollywood greats such as Clark Gable, Greta Garbo, Joan Crawford, Fred MacMurray, Barbara Stanwyk, and of course her “son” Jimmy.

The Vidette Messenger noted that Bondi came to be greatly respected by directors because she:

“was never given ‘The Grand Build-up’ by inspired press agents. She is just one of the ‘old timers’ on the various lots, highly capable and highly dependable. Neither temperamental nor demanding, she is an actress to delight both producers and directors. She choses [sic] her parts with great discrimination, asking always the best, and always giving her best.”

Bondi received recognition and accolades for her supporting roles, receiving commendation by the New York Times for her role in the 1939 film On Borrowed Time, in which she played opposite Lionel Barrymore. She was nominated for an Academy Award for Best Supporting Actress in 1936 for The Gorgeous Hussy and 1938 for Of Human Hearts. At the sunset of her career, Bondi received an Emmy award in 1977 for Outstanding Lead Actress for a Single Appearance in a Drama or Comedy Series for her portrayal as Aunt Martha on an episode of The Waltons.

The Vidette Messenger aptly concluded in 1976 that Bondi “deserves a place in the series of local celebrities-and unlike some who have gone off to conspicuous success in the entertainment world-she never belittled the town that was the scene of her childhood. She is a product of Valparaiso-and proud of it.” In her 80s, Bondi quipped to the newspaper that same year “‘I never played an actress my own age . . . I now play girls of 16.'” The acclaimed Hoosier passed away on January 12, 1981 in Hollywood, leaving behind a legacy of compelling silver screen characters.

Roberta West Nicholson: “Without a Scintilla of Prejudice”

At the conclusion of Nicholson’s term in the Indiana House of Representatives, the country was still in the grip of the Great Depression. Nicholson recalled witnessing a woman standing atop the Governor Oliver P. Morton Statue at the Statehouse to rally Hoosiers from across the state to press Governor Paul McNutt for jobs. She was struck by the fact that the woman was wearing a flour sack as a dress, on which the Acme Evans label was still visible.

To see for herself if conditions were as dire as she’d heard-despite some local newspapers denying the extent of the poverty-Nicholson took a job at a canning factory. There she learned that the “economic condition was as bad or worse than I had feared.” She hoped to ease this struggle as the Marion County Director of Women’s and Professional Work for the Works Progress Administration (WPA).

As Director, she got further confirmation about the impoverished conditions of Hoosiers during a visit to a transient shelter on Capitol Avenue. She reported:

I couldn’t tell you the dimensions of it, but there were fifteen hundred men on the move that were in this one room and there wasn’t room for them to sit down, much less lie down. They stood all night. They just were in out of the weather. You see, these men were on the move because one of the things about that Depression was that there was lack of real communication, and rumors would go around for blue collar work and they’d say, “They’re hiring in St. Louis,” which proved to be incorrect.

In her role at the Indiana WPA, Nicholson managed all jobs undertaken by women and professionals, which included bookbinding and sewing. She also helped supervise the WPA’s Writer’s Project, consisting of a group of ex-teachers and writers who compiled an Indiana history and traveler’s guide. This project was led by Ross Lockridge Sr., historian and father of famous Raintree County author, Ross Lockridge Jr. Nicholson noted that Lockridge Jr.’s book “had more to do with making me fall in love with my adopted state than anything I can tell you.”

One of Nicholson’s largest tasks involved instructing WPA seamstresses to turn out thousands of garments for victims of the Ohio River Flood in 1937. The workers were headquartered at the State Fair Grounds, where the flood victims were also transported by the Red Cross during the disaster. Nicholson noted that many of the women of the sewing project worked because their husbands had left the family as “hobos,” traveling across the country to look for work; in order to support their families the women made clothes for the “next lower strata of society.”

First Lady Eleanor Roosevelt visited their WPA Project, headquartered at the RCA building. The 1500 women continued their work as though nothing were different. Mrs. Roosevelt’s approval seemed to validate the project, especially since the women “were constantly being made fun of for boondoggling and not really doing any work and just drawing down fifty dollars a month.” Nicholson spoke with the First Lady throughout day, concluding “I’ll never forget what a natural, lovely and simple person she was, as I guess all real people are. I was pretty young and it seemed marvelous to me that the president’s wife could be just so easy and talk like anybody else.”

In the early 1940s, Governor Henry F. Schricker appointed Nicholson to a commission on Indianapolis housing conditions. The reformer, who grew up “without a scintilla of prejudice,” concluded that the real estate lobby was at the center of the disenfranchisement of African Americans. As she saw it in 1977, the lobby prevented:

[W]hat we now call ‘upward mobility’ of blacks. I don’t think we would have this school problem in Indianapolis we have now if the emerging class of blacks with education and with decent jobs had not been thwarted in their attempts to live other than in the ghetto. They were thwarted by the real estate laws.

She added that black residents were essentially prohibited to live “anyplace but in the circumscribed areas which the real estate lobby approved . . . And now we have school problems and I think it’s a crying shame that we put the burden for directing past injustices on the backs of little children.”

While World War II lifted the country out of the Depression, it magnified discrimination against African Americans. After passage of the Selective Service Act, the City of Indianapolis hoped to provide recreation for servicemen, creating the Indianapolis Servicemen’s Center, on which Nicholson served. She noted that they were able to readily procure facilities for white regiments, such as at the Traction Terminal Building, but locating them for black troops proved a struggle.

Although a black regiment was stationed at Camp Atterbury near Edinburg, Indiana, Nicholson reported that:

The only place to go for any entertainment from Edinburg, Indiana is Indianapolis. Well, what were these black soldiers going to do? They couldn’t go to the hotels, they couldn’t go to any eating place. There was no question of integration at that point. It’s difficult to believe, but this is true; because the Army itself was segregated.

She recalled that her task was so difficult because “There was nowhere near the openness and generosity toward the black soldier that there was toward the white, although they were wearing the same uniform and facing the same kind of dangers.” Lynn W. Turner‘s 1956 “Indiana in World War II-A Progress Report,” reiterated this, describing:

[T]he shameful reluctance of either the USO or the nearby local communities to provide adequate recreational opportunities for Negro troops stationed at Camps Atterbury and Breckenridge and at George and Freeman Air Fields.

Upon this observation, Nicholson fought for black servicemen to be able to utilize the exact same amenities as their white counterparts. One of her tasks included providing troops with a dormitory in the city because “there was no place where these young black men could sleep.” After being turned away by various building owners, Nicholson was allowed to rent a building with “money from bigoted people,” but then came the “job of furnishing it.” With wartime shortages, this proved exceptionally difficult. Nicholson approached the department store L. S. Ayres, demanding bed sheets for the black servicemen. According to Nicholson, some of the Ayres personnel did not understand why the black troops needed sheets if they had blankets. She contended “the white ones had sheets and I didn’t see why the black ones should be denied any of the amenities that the white ones were getting.” Nicholson succeeded in procuring the sheets and a recreation facility at Camp Atterbury for African American soldiers.

Never one to bend to societal, political, or ideological pressure, Nicholson encountered vicious resistance in her support of the Parent Teacher Association (PTA), a national network advocating for the education, safety, and health of children through programming and legislation. She noted that support of the organization was frowned upon in the state because:

[T]hese were the witch-hunting years, you know, and anything that came out of the federal government was bad, and in Indiana that feeling was rife. It was a matter of federal aid education and in Indiana there was a great deal of militant resentment of that federal aid education.

According to Nicholson, a coalition of institutions like the Chamber of Commerce and the Indianapolis Star, along with “some very rich, very ambitious women who wanted to get into the public eye” aligned to destroy the PTA in Indiana. Nicholson recalled that her support of the PTA on one occasion caused a woman to approach her and spit in her face. Ultimately, Nicholson’s opposition won, and defeated the PTA. Nicholson noted that as a result Indiana’s organizations were called “PTOs and they have no connection with the national.” At the time of her ISL interview, she lamented that “without that program for schools where disadvantaged children go, a lot of the schools just simply couldn’t function.”

Nicholson also described a brush with the Red Scare of the 1950s. In a series of articles, an Indianapolis Star journalist accused the State Welfare Department of “being riddled with communism and so forth.” Knowing she was affiliated with one of the women in the department, Governor Schricker summoned Nicholson to his office about the allegations. She noted that while the accused woman was “kinda kooky,” Nicholson was able to assure from “my own knowledge that these two women were possibly off in left field, but that I thought the whole operation was just as clean as anything in the world could be.”

In 1952, desiring respite from the city, the tireless reformer and her husband bought a broken down house in Brown County to fix up for weekend visits. After suffering from ulcers, likely from over-exertion, Nicholson officially retired as the first director of the Indianapolis Social Hygiene Association on December 31, 1960 (serving since 1943). Nicholson passed away in 1987, leaving a positive and enduring imprint on the city’s marginalized population.

Regarding her career, Nicholson combated allegations that she only did what she did because she wanted to be around men. Perhaps an apt summation of her life, Nicholson noted “My way was sort of greased-had a good name and had done some things. I had a reputation for being able to get things done.”

Roberta West Nicholson: Eviscerator of Gold-Diggers & Champion of Social Reform

If Roberta West Nicholson has received any recognition at all, it’s been from Men’s Rights Groups, who have praised her revolutionary Anti-Heart Balm Bill. However, the bill, like much of her work, was progressively liberal and centered around equality. As the only woman legislator in 1935-1936, in her work to educate the public about sexual health, efforts against discrimination in Indianapolis, and champion children’s causes, West was a public servant in the purest sense. Despite her tireless work, she struggled to escape the shadow of her father-in-law, famous Hoosier author Meredith Nicholson, and to be associated with social reform rather than her “cuteness.” In an interview with the Indiana State Library (ISL) conducted in the 1970s, she did just that, but unfortunately, it has been largely overlooked.

Even as a young college student, the Cincinnati, Ohio native deviated from the norm. Nicholson attended one semester at the University of Cincinnati, leaving after an exasperating experience with the sorority system, which she found “excessively boring.” Unbending to sorority policies which required dating male pledges and attending numerous parties, it became evident that Nicholson interests were incompatible with those of her sisters. After one of several instances of bullying, she proudly returned the sorority pin, withdrew from the college, and went to finishing school.

Roberta met her husband, Meredith Nicholson Jr., at a summer resort in Northport Point, MI. In 1925, the two were married and she moved to Indiana, where she was “absolutely bowled over by the fact that it was virtually the headquarters of the Ku Klux Klan and their vile machinations.” From a politically conservative family, Mrs. Nicholson soon found that in Indiana “the Republican party, as far as I could ascertain, was almost synonymous with the Ku Klux Klan. Well, how could you be anything but a Democrat, you know? That was to be on the side of angels so to speak.”

The day of her wedding, Roberta’s father received two letters, “terrible penmanship-pencil on cheap lined paper-warning him to stop the marriage of his daughter to that ‘nigger loving Jew.'”* Her father spent a large amount of money trying to identify the author of the “vitriolic hatred,” an attempt that proved unsuccessful. The couple’s wedded bliss was also impeded by the Great Depression, in which Meredith Jr. lost everything in the stock market and “this beautiful dream world we’d been living in is all of a sudden gone.” Following the bankruptcy of her husband’s company, Roberta took a job at Stewarts book store, supporting the family on $15 a week.

After the adoption of liberal principles, Nicholson engaged in her first real reform work in 1931. Birth control activist Margaret Sanger reportedly solicited Nicholson to help establish Indianapolis’s first Planned Parenthood center. A New York representative visited Nicholson in the city, describing the “very, very disappointing lack of progress they seemed to be making because there was apparently very little known about family planning and very little support in general terms for such a concept.” Nicholson was convinced that this should change and established a chapter in Indianapolis. Thus began Nicholson’s 18 years-long work as a family planning and social hygiene advocate.

Outside of her role in Planned Parenthood, she worked as a public educator, going into cities, sometimes “very poor, miserable ghetto neighborhood[s],” to increase awareness of the “menace of venereal disease.” It became clear to Nicholson that ignorance about sexual health was widespread, including her own lack of knowledge about diseases, which she had referred to syphilis as the “awful awfuls” and gonorrhea the “never nevers.” During these often uncomfortable meetings with the public, Nicholson sought to inspire an open dialogue and a back and forth about taboo subjects. Nicholson also showed reproduction films to middle schoolers a job that provoked titters by students and sometimes outrage on the part of parents.

Her dedication to improve the welfare of children intensified during the Great Depression, when she witnessed impoverished children modeling clothes made by WPA employees. This was an effort to prove to those Indianapolis newspapers highly critical of Roosevelt’s New Deal that social programs were effective. Seeing these children being used to “get some bigoted publisher to change his views on some very necessary emergency measures” made her think of her own children and brought her to tears. In her ISL interview, she stated that “I decided that I was going to spend the rest of my life helping children that were disadvantaged, and I have.”

In 1932, Nicholson founded the Juvenile Court Bi-Partisan Committee, to convince politicians to reform juvenile justice and “keep the court out of politics and to employ qualified persons to handle the children.” These efforts proved successful, when in 1938 Judge Wilfred Bradshaw reformed the court. Nicholson served as a longtime committee member and in 1946, when other members became frustrated with progress and resigned, Nicholson stayed, saying “I feel that because you are going to sometimes lose your point of conviction doesn’t mean you throw the baby out with the bathwater.” Nicholson also worked to improve the lives of Indianapolis children as the president of the Children’s Bureau, an adoption agency and group home, and in her work on the board of Directors of the Child Welfare League.

At the encouragement of her mother-in-law, she worked with the Women’s Organization for National Prohibition Repeal. In her interview with ISL, she explained her motive for joining the effort to repeal the 18th Amendment:

“These women felt very deeply about the fact that prohibition had inaugurated the era of of the gangsters: the illicit traffic in liquor, with no taxes and everything. They were building this empire of crime…And I said, ‘I am interested in it because these are the craziest days.’ Everybody had a bootlegger. I suppose real poor people didn’t but you never went to a party where there weren’t cocktails. I remember feeling very deeply ashamed to think that my children would be growing up with parents who were breaking the law. How was I going to teach them to fly right? I certainly wasn’t up to bucking the trend. So I thought, ‘All right, Ill work on this, that’s fine.’”

In 1933, Governor Paul V. McNutt appointed her to the Liquor Control Advisory Board and she was elected secretary to the state constitutional convention that ratified the 21st Amendment, repealing prohibition.

Her experience and qualifications made her a natural choice for public office. In 1934, she was convinced by the county chairman to run for Legislature during the FDR administration because “the Democrats smelled victory, because of the dramatic actions of the president. They wanted to get some names they thought would be meaningful to the voters so they invited me.” Although Nicholson had studied the issues in depth, it turned out that in order to be elected “all that was expected of one was to step up to the podium and say, ‘I stand four square behind FDR.’ That did it.”

Win she did, becoming the only woman to serve in the 1935-1936 legislature, where she faced sexism. According to the Indianapolis Star, during her time as secretary of the public morals committee, she informed her committeemen, “‘If you think you’re going to stop me from talking just because I’ll be taking minutes, you’re wrong-I’ve got some things to say, and I’m going to say them.'” Nicholson elaborated that many of her colleagues thought:

“Wasn’t it cute of her. She’s got a bill. She’s going to introduce it just like a man. Isn’t that darling?’ I restrained myself, because after all I was in the distinct minority. I could not offend them. So I would just bat my eyelashes and beam at them and act as if I thought it was the way I wanted to be treated. Wasn’t that the only thing to do?”

Not only did she “have” a bill, but her breach of promise bill, dubbed the “Anti-Heart Balm Bill,” made waves in Indiana and across the country. Nicholson’s proposal would outlaw the ability of a woman to sue a man who had promised to marry them, but changed their minds. She felt that deriving monetary gain from emotional pain went against feminist principles and that if a man did the same to a woman he would be absolutely condemned. Nicholson described her reasoning for the bill,  which generally had the support of women across the nation:

“…it just seemed perfectly silly to me, that from time immemorial, a female being engaged to be married could change her mind and say, ‘Sorry Joe, it’s all off.’ But if the man did, and if he had any money, he could be sued. I thought that was absolutely absurd. . . . The thing that was so amazing and truly surprising to me is that it was widely interpreted as giving free reign to predatory males to take advantage of chaste maidens which, of course, was diametrically opposed to what my conception was. I thought-and I still think-that it was an early blow for women’s liberation. I thought it was undignified and disgusting that women sued men for the same changing their mind about getting married.”

Nicholson’s bill passed the House fairly easily, but was held up in the Senate because, in her opinion, “Something new was being tried and several of the senators felt, ‘Why should we be first?” The bill also encountered resistance by lawyers who profited from breach of promise suits. Eventually the bill passed, inspiring similar legislation in other states. The Indianapolis Star credited Nicholson’s bill with bringing the “Spotlight, Pathe News, Time and Look magazines hurrying to Indiana by sponsoring and successfully promoting the famous heart-balm bill which has saved many a wealthy Indianian embarrassment, both social and financial by preventing breach of promise suits.”

After passage of the “Gold-Diggers bill,” Nicholson was invited to speak around the country. At an address to the Chicago Association of Commerce and the Alliance of Business and Professional Women, she said “It seemed to me that we should say to these gold diggers and shyster lawyers, as did the Queen in ‘Alice in Wonderland,’ ‘Off with their heads!” She added, “I am not a professional moralist, but I have attempted to set up a deterrent to irregular relations by removing the prospect of pecuniary profit from them.”

Nicholson also received criticism during her legislative career for supporting the Social Security Act, for which a special session was called in 1936. The Head of the Indiana Taxpayers Association stopped her near the statehouse and asked if she would be voting for “‘that terrible communist social security.'” When she confirmed she was, Nicholson noted that his face creased with rage and he sped off in his chauffeured car. A state senator shared his conviction, contending that the act’s supporters were “‘Trying to turn this country into a GD Ethiopia!'”

Perhaps the most intense scrutiny Nicholson faced as a lawmaker was in her role as a working mother. The Indianapolis Star noted that nothing made Nicholson madder than “to have interfering friends charge that she is neglecting her family to pursue the career of a budding stateswoman.” The paper relayed Nicholson’s response:

“‘Some of my friends have told me that they think it is ‘perfectly terrible’ of me to get myself elected to the Legislature and spend the greater part of sixty days away from the children. . . . I told them, ‘I don’t spend any more time away from my children than other mothers do who play bridge and go to luncheons all the time.’ I try to be a good mother and so far as my being in the Legislature preventing me from going to parties is concerned, I don’t care much for parties anyway!'”

Despite criticism, Nicholson proved steadfast in her political convictions and was perceived of as a “force” by many observers; the Indianapolis Star proclaimed “Mrs. Nicholson yesterday wore a modish dark red velvet dress and smoked cigarettes frequently during the proceedings, and if any of her fellow legislators didn’t like it, it was just too bad. It was a pleasure to watch her.” When her term ended, the tenacious legislator ran for reelection, but lost because the political climate swung in favor of the Republican Party. However, this was far from the end of her public service.

Melba Phillips: Leader in Science and Conscience Part Two

The Second World War, particularly the use of the atomic bomb, gave way to the Cold War. Living in the shadow of the threat of a nuclear war with the Soviet Union induced anxiety among many Americans. While Senator Joseph McCarthy became the public face of fear of homegrown communists, many other paranoid and xenophobic senators participated in the witch hunts. In 1950, Nevada Senator Pat McCarran sponsored the McCarran Internal Security Act, which allowed for investigation of “subversive activities;” made an “emergency” allowance for detaining people suspected of such activity; and even made picketing a courthouse a felony if it “intended” to obstruct proceedings. The act also provided for a five-member committee with the Orwellian title of the Subversive Activities Control Board (SACB), which was headed by McCarran and tasked with rooting out communists, communist-sympathizers, and other “subversives.” The SACB, or the McCarran Committee as it was more commonly called, went to work immediately.

In 1952, Melba Phillips was called to testify before the U.S. congressional committee on her political activity. According to an October 14, 1952 New York Times article, a witness claiming to be “a former Communist official” testified that “he helped set up secret units of Communist teachers” and that “300 of the 500 dues-paying Communist teachers in this city went into a secret set-up whose top unit consisted of leaders of the Teachers Union.” Several prominent New York teachers refused to confirm or deny communist leanings, while outside of the courthouse students and teachers gathered in protest, chanting “Pat McCarran, hit the sack. We want our professors back!”

According Dr. George Salzman, a University of Massachusetts at Boston professor who was a student of Phillips’s at that time ,

“She let the Committee counsel know that her lineage went back to the Mayflower, and she wasn’t about to take part in the witch hunt.”

Phillips was subsequently fired from her university positions due to a law which required the termination of any New York City employee who invoked the Fifth Amendment. Bonner explained, “McCarran was a specialist at putting people in the position in which they had to invoke the Fifth Amendment. It was a deliberate expression of the McCarthyism of the time.” In a 1977 interview, Phillips briefly discussed the incident (although she was reluctant because she was trying to keep the interviewer focused on her scientific accomplishments). She stated: “I was fired from Brooklyn College for failure to cooperate with the McCarran Committee, and I think that ought to go into the record . . . city colleges were particularly vulnerable, and the administration was particularly McCarthyite.” Phillips stated that she wasn’t particularly political. Her objection to cooperating had been a matter of principle.

Phillips did not let her dismissal extinguish her passion for science education. While unemployed, she wrote two textbooks, which became university classroom standards: Classical Electricity and Magnetism (1955) and Principles of Physical Science (1957).

In 1957, Phillips became the associate director of the Academic Year Institute of Washington University in St. Louis, a teacher-training school.  Her appointment came at the behest of Edward Condon who had also been named as a security risk by the House Un-American Activities Committee in the early 1950s. On Condon’s decision to hire her, Phillips stated, “there was much discrimination against people who had had any trouble of a ‘political’ kind, and it took a lot of courage, It took courage to hire any of the people in trouble during that time.”

At the institute she developed programs instructing high school teachers about how to teach elementary science and physics. She remained at Washington until 1962 when she joined the faculty of the University of Chicago. Among her accomplishments there, she worked to make science accessible to non-science majors. She also made laboratory work an important part of the student experience. She explained that “we worked very hard in our laboratory in Chicago . . . unless the students get ‘hands on,’ it seems they don’t fully understand the material.”

In 1966, she became president of the American Association of Physics Teachers, of which she had been a member since 1943. This respected organization was founded in 1930 as “a professional membership association of scientists dedicated to enhancing the understanding and appreciation of physics through teaching.” Phillips became not only AAPT’s first female president, but one of its most memorable and effective leaders. Phillips was proud of the work of the organization and wrote the official History of the AAPT. She worked to make physics more important to teachers at the high school level in addition to college. She stated,

“The people in the universities whose future depends on their writing more and more research papers have very little patience with the problems of education at a lower level. This has to do in part with why the Association of Physics Teachers ever got started.”

Phillips remained at the University of Chicago until she retired as Professor Emerita in 1972. Even after her retirement from the University of Chicago, she continued to teach at other schools as a visiting professor. She taught at the State University of New York, Stony Brook from 1972 to 1975, and at the Chinese Academy of Science in Beijing in 1980. Phillips was awarded more honors than can be mentioned without compiling an extensive list. Notably, however, in 1981, the AAPT awarded her the first Melba Phillips Award, created in her honor, “for exceptional contributions to physics education.”

In 1987, Brooklyn College publicly apologized for firing Phillips, and in 1997 created a scholarship in her name. Melba Phillips died on November 8, 2004 in Petersburg, Indiana at the age of 97. The New York Times referred to Phillips in her obituary as “a pioneer in science education” and noted that “at a time when there were few women working as scientists, Dr. Phillips was leader among her peers.” Her accomplishments helped pave the way for other women in the sciences. In a 1977 interview, Phillips addressed the problems women face in aspiring to science careers an a 1977 interview, stating:

We’re not going to solve them, but, as I’ve been saying all the time; if we make enough effort, we’ll make progress; and I think progress has been made. We sometimes slip back, but we never quite slip all the way back; or we never slip back to the same place. There’s a great deal of truth in saying that progress is not steady no matter how inevitable.
