Myth of the Mexican Monolith: Experiences of Bracero, Migrant, and U.S. Workers of Mexican Origin at Sechler’s Pickles Inc. Part One

Immigrants have long helped to create a healthier U.S. economy. The work of respected historians and economists has repeatedly dispelled the xenophobic myth that immigrants “steal American jobs.” Instead, immigrants (both those who arrive through documented and undocumented venues) increase the earning potential for all Americans. Pia Orrenius, Vice President and Senior Economist at the Dallas Federal Reserve Bank and Fellow at the John Tower Center for Political Studies at Southern Methodist University, explains:

Immigration fuels the economy. When immigrants enter the labor force, they increase the productive capacity of the economy and raise GDP. Their incomes rise, but so do those of natives . . . In addition to the immigration surplus, immigrants grease the wheels of the labor market by flowing into industries and areas where there is a relative need for workers — where bottlenecks or shortages might otherwise damp growth. [1]

This was especially true of Mexican immigrants who came to the United States in the first half of the twentieth century. Not only did they help stimulate the United States economy, but they were willing to move into areas like rural Indiana where farmers needed extra help at harvest time. And several Indiana businesses can attribute their success during the lean years of the Great Depression and the labor shortages of the Second World War to the contributions of workers of Mexican origin. Sechler’s Pickles, Inc., just outside the town of St. Joe in DeKalb County has become a successful company and nationally recognized brand over their last century of operations. In addition to the hard work, vision, and savvy of its founders, Ralph and Anne Sechler, the company attributes much of its success to the workers who helped them meet increasing demand over the years. Since the 1940s, many of these laborers have come from Mexico or have had Mexican ancestry. But within that group, there is much more diversity than newspapers and other sources have recognized. As immigration continues to diversify today, this nuance is worth understanding better. [3]

Some of these workers were U.S. citizens whose parents were born in Mexico, such as Carmen (Morales) Ortiz, who was born in Kansas. Some were born in Mexico and became U.S. citizens through naturalization, including Carmen’s husband Floyd Ortiz, who was a U.S. citizen for decades before starting at Sechler’s. Others, including Aurelio Rivera, were Mexican citizens who came to Indiana at the behest of the U.S. government via the Bracero Program to help meet increased wartime food production demands. And still others, such as Rosalio and Paula Luna, were migrant workers, travelling with the harvests through the Midwest, sometimes returning to Mexico to help family there.  Despite their varied backgrounds, contemporary sources, especially newspapers, often treated these individuals as a monolith. Thus, it can be difficult to record an accurate history of workers of Mexican origin and their experiences in Indiana. An exploration of this Hoosier pickle company, however, provides a glimpse into workers lives in a way that adds richness to the story of our state.

This post, the first of two, will look at the experiences of two U.S. citizens of Mexican origin at Sechler’s Pickles, Carmen and Floyd Ortiz. Notably, this study suffers from a lack of sources created by the Ortizes themselves. To address this hole in the record, I have juxtaposed newspapers, government records, contextual sources, and family and corporate histories. In doing so, this post also serves as a lesson in the importance of comparing sources created from different perspectives and how that creates more accurate history. This balance is especially important in telling the history of marginalized groups. Personal stories of the Ortizes and vital records, such as census and immigration papers, help to counter biased newspaper accounts given by Indiana newspapers. The rhetoric of these newspapers also provides insight into Hoosier opinions on immigration and how perspectives about Mexican immigrants changed depending on external forces such as the Great Depression and WWII. And finally, this concentrated study reinforces the fact that many immigrants arrived here because Hoosier farmers and the U.S. government asked them to, establishing the migration patterns that continue to shape the state and nation. The stories of the workers and their families at Sechler’s Pickles, Inc., are part of the story of Indiana and a diversifying United States. Additionally, this story of how Sechlers got started, how the Ortizes arrived at Sechler’s Pickeles, and how these families formed a relationship that would last for generations is in interesting look into the lesser-explored agricultural history of the state.

Sechler’s Pickles

Ralph E. Sechler was born in 1894 in St. Joe, DeKalb County. He attended St. Joe and then Butler High School, graduating circa 1912. He taught at a local high school for three years and worked summers at a “pickle receiving and salting station in St. Joe” ran by the D.M. Sears Company of Fort Wayne. In 1915, he entered Indiana State Normal School in Terre Haute where he thrived. He played basketball, managed the track team, and served as secretary of the Daedalian Literary Society through which he participated in debates and delivered speeches. [4]

When the U.S. entered WWI in 1917, Ralph registered with the U.S. Army. When his name came up for service, he was one of only eighteen (out of 781 names) who did not attempt to claim an exemption. Before he left home for the war, he married Anna Florence Martindale, a Greenfield native two years his senior. [3]

Anna was just as sharp as Ralph and worked as a teacher at Seymour High School during her new husband’s absence. In September 1917, Ralph left for Camp Taylor in Louisville. His superiors quickly noticed his intelligence and aptitude for teaching. In October, the Fort Wayne Sentinel reported that “Ralph Sechler, another St. Joe boy, is still at Camp Taylor, engaged four nights in the week teaching night school for the benefit of Uncle Sam’s boys who have not learned to read and write.” [4] He was commissioned Second Lieutenant but did not serve overseas because of the Army’s need for competent teachers at the officer’s training camp.

After his discharge from the Army in 1919, he went back to work for the D.M. Sears Company and was soon put in charge of approximately a dozen “receiving stations,” where farmers brought their produce to be processed. Between 1920 and 1923, he transitioned from managing these stations to leasing them and securing his own contracts with local cucumber growers. Soon Ralph and Anne Sechler had established their own pickle processing business at their home and farm just north of St. Joe. By 1925, local grocery stores carried “St. Joe Valley” pickles and by 1930, they were popular in local restaurants as well. [5]

The Sechlers employed creative strategies to stay afloat during the Great Depression. As one would expect, they worked with local cucumber growers, processing this produce into pickles. But they also worked with Chicago processors, purchasing goods to resell to Hoosier grocery stores and restaurants, and thus besting other businesses with the variety they could offer. They also brought barrels of pickles to homebound locals who would jar the goods. These neighbors worked for low wages, but also received income they would otherwise have not been able to access. [6]

Around 1933, Ralph and Anne turned their barn into a pickle processing factory and a driver began making deliveries to businesses in a new truck marked “St. Joe Valley Pickles.” In 1937, the Sechlers made major improvements to the processing facility, hooking up a steam engine to the threshing machines and pickling tanks and increasing production. Early on a late October morning in 1937, the Sechlers’ pickle processing center, which they had built in their barn, burned down. By the following Monday, workers were already building a new, larger facility. This larger facility helped the company grow; the following year, the company also purchased more delivery trucks. [7]

Over the following decade, Sechler’s added more varieties of products. One Indiana grocery store advertised in 1944: “St. Joe Valley sweet pickles, raisin crispies, sweet relish, sweet chips, sweet mixed dills, sweet orange marmalade, jellies, Apple butter, strained honey.” Thus, by the time the U.S. increased agricultural production for the war effort and the Bracero Program was in full swing, Sechler’s Pickles was a thriving Indiana business employing a number of local growers, packers, and delivery drivers and serving stores and restaurants across the state. The Ortiz Family

Floyd Ortiz was born circa 1903 to John and Isabelle Gutierez-Ortiz in Salamanca in the Mexican state of Guanajuato. [9]  While today, Salamanca is a thriving manufacturing city with a renowned university, at the beginning of the twentieth century, the area was not economically or politically stable. President Porfirio Díaz made some economic improvements, increasing the mining output of the region, but it was mainly already wealthy people who benefited. His tax breaks for the rich and “unwillingness to recognize minority rights” of the indigenous people of the region led to a revolt against the administration in 1910. [10] In 1911, a coalition led by Francisco Villa, Emiliano Zapata, and Venustiano Carranza ousted President Díaz and replaced him with Francisco Madero. However, battles between federal and rebel factions continued for years, destabilizing the region and making it hard for average citizens to make a living. Floyd Ortiz, like many others from Guanajuato, likely came to the United States as “displaced refugees fleeing the political upheaval and violence” of the 1910 revolution.[11]

In 1919, Floyd Ortiz arrived in the United States at Laredo, Texas, where he received documentation for “lawful entry” into the country. He was just 16 years old. [12] Within four years, in 1923, Ortiz became a naturalized U.S. citizen. [13] Just one year later, the U.S. shut the door to refugees with the Immigration Act of 1924 (the Johnson-Reed Act), the result of xenophobic ideas and no small amount of lobbying by the Ku Klux Klan. And while Mexican immigration was exempted from this exclusionary immigration act – for reasons we’ll examine further in part two – Mexican immigrants were not exempt from prejudices of pseudoscientific thinking influenced by eugenics and general racism and bigotry. They often endured low wages, poor living conditions, and hard labor to make a life in the United States. [14]

Carmen Morales was born circa 1908 in Kansas to parents of Mexican origin. Throughout her life, newspapers and even official government sources recorded her as “Mexican,” despite the fact that she was a native born U.S. citizen. We don’t know much about her family’s path to Indiana, but by the mid-1920s Carmen was “employed in beet work” in central Indiana and her mother and step father were living in northwest Indiana. [15] Perhaps she met Floyd Ortiz through work because he was also working the beet harvests in Tipton and Madison Counties. Or perhaps they met through family, friends, or church events, as later records show they were both devout Catholics.

In 1927, Floyd Ortiz and Carmen Morales, got married at the county clerk’s office in Tipton, Indiana. We’re lucky to have local newspaper coverage to supply some details of the day. However, the reporter for the Tipton Daily Tribune treated the event not as a wedding between two U.S. citizens living in Indiana but as an oddity, exaggerating the “foreignness” of the couple. The newspaper’s account of this “out of the ordinary” wedding focused on the Mexican heritage of the couple and their parents. [16]

The Tipton Daily Tribune called Floyd a “native born Mexican” and described Carmen as “full blooded Mexican, but who was born in the state of Kansas.” In other words, while Carmen was a United States citizen, the newspaper reporter still considered her Mexican. Despite Floyd’s almost ten years in the United States and his 1923 naturalization, and despite Carmen’s status as a native-born U.S. citizen, the 1927 newspaper article could only see their race and that construct made them Mexican and not American. The reporter further underscored the couple’s “foreignness” by detailing that their parents were both from Mexico. While both sets of parents were indeed born in Mexico, they were also Hoosiers by this point. The groom’s parents lived in Geneva, Indiana, and the bride’s mother and stepfather lived in Francisville, Indiana. Further research would be needed to determine if the parents were naturalized citizens, but it is likely they had also been in the United States for some time considering Carmen’s stepfather went by “John” as opposed to a “Juan” or another Spanish name. Without considering the citizenship information offered by the census and immigration agencies, one would come away from reading the newspaper article believing that two “Mexicans Married” as opposed to two U.S. citizens with families of Mexican origin. This theme of juxtaposing sources will continue to be important as we dig deeper into the story of workers of Mexican origin at Sechler’s Pickles, Inc. [17]

Why is it important to clarify that Floyd and Carmen are U.S. citizens? Because at the time, and even today, many treat all workers of Mexican origin as a monolith, usually assuming that they are Mexican citizens and migrant workers coming to the U.S. to make money at harvest time and then return to Mexico. This is, in fact, an assumption that allowed Mexico to avoid immigration restrictions that impacted other groups in the 1920s. However, Mexican immigrants and migrants of Mexican origin are not a monolithic group; there are a range of reasons people left Mexico and either returned home or stayed in the United States to brave the road to citizenship. Every Hoosier has their own family immigration story, creating a rich and diverse state history. Families of Mexican origin are not different. The array of migration experiences is as diverse as Hoosiers of Potawatomi, German, African, or Serbian heritage.

The Ortiz Family at Sechler’s Pickles

After Floyd and Carmen worked the beet harvests in Tipton and Madison Counties and got married in Adams County, Indiana, they moved to Paulding County, Ohio. The 1930 census listed Floyd as a “beet worker” here as well, while listing Carmen’s occupation as “none,” likely because she had recently given birth to their first daughter, Mary. Their family grew quickly and by 1940, the census reported that Floyd and Carmen were the parents of eight children. Times must have been very difficult; though the census reported that both Floyd and Carmen were beet workers, Floyd had been out of work for unknown reasons for thirty weeks. [18]

By 1944, however, Floyd was at work at the Paulding Sugar Beet Co. The company contacted Sechler’s Pickles about growing and processing beets for them and offered to send “a real good family,” as well as housing for them, in exchange for Sechler’s help with production. The Ortizes and the Sechlers accepted the arrangement. By this point, Floyd and Carmen had fourteen children and they moved the family to DeKalb County. Floyd and several of the children went to work for Sechler’s. The younger children worked in the field picking produce and then, after they turned sixteen, they worked in the processing factory. [19]

We don’t know too much about their life in DeKalb County except that they were able to take care of their family and save money, as eventually they purchased their own 80-acre farm just east of St. Joe on the Ohio border. Frank Sechler, son of Ralph and manager of the company by this point, speculated that the Ortizes picked the location because of it’s proximity to their church. Frank recalled Floyd’s devout faith:

I seldom walked up to Floyd in the field but what he didn’t reach in his pocket and pull out a stone he had just found, which would have a figure of Christ, a cross, or some other religious item on it. Sometimes I had a little trouble discerning it, but he would convince me!!!  [20]

By the 1960s, Floyd and Carmen Ortiz were living in Hicksville, Ohio where Floyd died in 1973. Several family members, including daughter Dorothy Chew, daughter-in-law Betty Ortiz, and many grandchildren and great grandchildren continued the Ortiz family connection with Sechler’s, working in the fields and factory. [21] In fact, the Ortiz family helped to fund the state historical marker for Sechler’s Pickles that will be installed this fall 2022. The text will read:

Ralph and Anne Sechler  established Sechler’s Pickles (first named St. Joe Valley)  on their homestead here in the 1920s.  Despite the Great Depression, they grew the business, selling many varieties of pickles to local restaurants  and building a larger processing facility in 1937.  By the early 1950s, grocery stores across Indiana and Ohio carried Sechler’s Pickles.

Workers of Mexican origin, including Braceros who arrived in the 1940s to aid the U.S. war effort, were essential to the Sechlers’ success.  Several of these families remained with the company for decades.  A network of salesmen, mail orders, church fundraisers, and partnerships with well-known companies made Sechler’s Pickles a respected and nationally recognized brand. [22]

In addition to the Ortizes, Sechler’s Pickles, Inc. also employed Mexican migrant workers and dozens of Braceros. The experiences of workers who were Mexican citizens in Indiana were much different than that of the Ortiz family’s experiences as U.S. citizens. In Part Two of this post, we’ll examine the work and lives of Mexican migrant and Bracero workers at Sechler’s Pickles, Inc., their reception by their Hoosier neighbors, and how they were portrayed in Indiana newspapers. Old Settlers’ Day & the Victorious Washington Long

Washington Long woke up early at his daughter Anna’s house. He had not even heard the rooster crow yet, and the sky was still a dark blue as night faded away into the dawn. The old man slept in the front bedroom that Anna and Kellis Hoard added when he moved in. In the latter years of his life, Washington seemed aged and often forgetful. He moved in with his daughter and son-in-law in the new house down the hill from his own around 1919. Anna washed and ironed his clothes, as he set great store by how he looked, especially on a big day like today.

He noted his only daughter had set out his good summer suit, with freshly-pressed trousers and his Sunday shoes. A crisp white dress shirt and tie hung next to the suit. Washington dug into the dresser drawer and found his gold watch and chain. Today, he was going to look remarkable, a real gentleman farmer.

Washington no longer worked his land. Instead, his son-in-law, Kellis, and the hired man managed the farming at both the Hoard farm and Washington’s farm on the other side of Sugar Creek, Washington Township, Whitley County.

It was Thursday, August 19, 1926. Today might be a special day for Washington. He didn’t yet know. Since 1909, Whitley County had awarded loving cups to the oldest registered settler and the longest continuous resident at Old Settlers’ Days.

Would he be first in line to register at the Old Settlers’ tent near the Courthouse? Would this be the year he won a silver cup?

After a family breakfast, Kellis pulled his reliable Ford machine in front of the farmhouse door. The early morning sky was cloud-free and blue as the perennial periwinkles that overgrew on the south side of the summer kitchen—a perfect day for a festival. Granddaughter Zoe, Anna, and Washington got in the car, and they were off, east on the Washington Center Road past the school where the Long children had graduated. Then, they headed north on Indiana State Road 11 (later Indiana State Road 9) to the Whitley County Courthouse.

The stately courthouse in the middle of town was the center of Old Settlers’ Day events. The French Renaissance-style building rose to three stories of Indiana limestone, topped with an iron-covered dome. A few people wandered inside to see the relics room, treasures belonging to the first white settlers of Whitley County.

Registration began at 9 a.m. The South Whitley and Columbia City high school bands played lively music for those waiting in line.

The day featured events for the whole family, a greased pole climbing contest, free children’s show at the Columbia Theatre, and a horseshoe pitching contest with cash prizes at the Gun Club.

For Washington, the highlight was the official, early afternoon Old Settlers’ Day ceremony in front of the courthouse. Ralph Gates, a local attorney, and future governor of Indiana, gave a welcoming address, followed by the Baptist Reverend Charles Watkins of Muncie, who gave a lengthy speech entitled, “Faith of our Fathers.”

Reverend Watkins urged the large crowd to remember that the first structure in pioneer life was the home, followed by the church, followed by the school. “It is just a short distance to a church nowadays by machine. The importance of religion cannot be overestimated,” said Reverend Watkins.[1]

“How much faith have the people in the future generation of boys and girls today?,” the speaker asked.[2]

Washington was widely known to enjoy liberal religious views and supported several religious organizations financially. He may have thoroughly enjoyed the zeal of the speaker. Or his attention might have wandered to the Civil War monument on the courthouse lawn, which honored the Whitley County Civil War dead. Washington’s brother, Lewis Reuben Long, died of dysentery after Vicksburg on the western front in 1863.

Reverend Watkins answered his question about the future generation of boys and girls. “I do not feel the flapper, or the drug store sheik would fall when they came to meet their duties and responsibilities of life. One evidence of age frequently manifested was to begin to criticize the younger generation because they do not do like the other person did when he was a boy and to think that they are going pell-mell to the devil.”[3]

The sun was still high above on this early August afternoon. Underneath its’ warm rays, some elders nodded off during the featured address and lunch.

Watkins concluded his remarks by saying that the boys and girls who make love in automobiles are no different than their parents who used to tie their reins around the whip and let Old Dobbin find his way home.[4]

Finally, Reverend L.A. Luckenbill rose to present the two loving cups, one for the oldest resident and one for the most senior continuous resident.

“The winner of the oldest resident is Isaiah Johnson of Thorncreek Town-ship,” said Reverend Luckenbill. “Mr. Johnson was born on December 10, 1835, and is now 90 years, five months, and nine days.”

So much for being the most senior resident. The family held its collective breath. How many others here today had been born in a log cabin in Whitley County? In 1845?

“The longest continuous resident for 1926 is Washington Long of Washington Township. Mr. Long was born in Washington Township on February 23, 1845, and is 81 years, five months, and 27 days.”[5]

Washington walked proudly to the bandstand, his green registration tag attached to his jacket lapel, his gold watch chain glimmering in the afternoon sun. He surveyed the large crowd that had gathered all along Van Buren from Main to Chauncey Street.

Reverend Luckenbill asked him to say a few words about his coveted award.

“Things ain’t like they used to was,” said the 81-year resident of Whitley County. And then he went back to his chair and sat to thunderous applause. Washington’s statement on constant change has become a family saying for generations.

The Hoards enjoyed visiting with friends into the evening as Washington accepted congratulations.

The Fort Wayne Colored Giants played the Columbia City Modern Woodmen at Carter Field in baseball. Others attended the Hog Calling Contest at the Band Stand, which offered cash prizes for the best call. For people who missed her afternoon show, Grace Gage, contortionist, and her two trained dogs gave a special performance on the courthouse lawn. Darkness came, and an illuminated aeroplane flew low over the crowd, followed by a 25-minute display of fireworks over Columbia City.

After a memorable day, the family returned home, still delighted Washington had finally received his due as a pioneer. He would not compete again, believing others should have their chance. His loving cup, however, became a treasured family heirloom.

HoosierKind: A Harvest of Friendship

During these trying times, IHB is going to bring you stories of small kindnesses by Hoosiers throughout our history.

Joan Ogborn and Robert Davis grew up in Pine Village, Warren County, Indiana, where they attended the same high school. Joan worked at her family’s grocery store and Robert carried on his family’s farming tradition. They married in 1952 and made a life for themselves in Pine Village. They attended the local Methodist church, had two sons, and grew their farm. By the 1980s, their expansive, productive land included 180 acres of soybeans and 180 acres of corn. When Robert died unexpectedly in 1985, Joan went to visit her son and spend some time with family. What happened on the Davis farm while she was gone still warms our hearts today.

In September 1985, twenty-two friends and neighbors arrived to harvest the Davis’s acres of soybeans. They brought twelve combines, five trucks, and a dozen or so grain wagons. The Lafayette Journal and Courier reported: “An estimated $1 million in farm equipment passed over the land Davis farmed, harvesting about 7,500 bushels, or $38,000 worth of soybeans.” The farmers worked from 11 a.m. to 6 p.m., and their wives served roast beef, ham and beans, and pie to keep them going.

One of the farmers, Robert Akers, told the local newspaper simply, “This is just the way the community works.” The neighbor who organized the harvest, Ralph Reed, echoed the sentiment, stating: “It’s just a job that has to be done.” Reed explained that this community effort was their “own kind of insurance.” Robert’s brother Clive teared up when he told the local reporter:

If he could only see this today. It just makes you feel great. I’m really not a person for tears, but when I saw those farmers in that field, it brought tears.

When Joan found out about what her neighbors had done, she was extremely grateful. Their kindness had saved her an inestimable amount of time, money, and worry. She was only disappointed that she wasn’t there to see it, but hopeful that she could “pay them back someday.”

These neighbors came out of “the tradition of loyalty that binds farm communities.” The farmers had helped each other before and would always be available to help again. In fact, they made plans to return in two or three weeks to harvest the Davis farm’s 180 acres of corn.

Gardening Wisdom from the Historical Indianapolis News: March Edition

Like a lot of people, the historians at IHB are working from home. We’re feeling very lucky to be healthy and employed, as we know not everyone is so fortunate. As usual, we’re trying to find historical stories that will be of interest, and hopefully useful, to our fellow Hoosiers in these strange times in which we find ourselves.

Since Hoosiers across the state are stuck at home, let’s try some new things in the garden. And who better to look to for advice than the generations of Hoosiers who came before us? So let’s see what we can do with just a few supplies and perhaps an order of heirloom seeds. You can find heirloom seeds from small companies like Baker Creek Heirloom Seeds that are attempting to keep rare seeds with long histories in circulation. They’re  closed until Monday, March 23 to make sure they’re completely disinfected and their employees are healthy. That gives us time to look through historical newspapers for gardening wisdom from experts in the past. A great resource is the early-20th century column titled, “Of Interest to the Farmers and Gardeners”  in the Indianapolis News. It’s so packed full of advice, it’s hard to know where to begin. So here are just a few ideas from March articles about early spring planting.

Hotbeds and Cold Frames

A March 1909 Indianapolis News column warned:

The amateur gardener who wants to keep abreast of his neighbors when warm weather comes had better prepare his hotbed of boxes at once.

Well, okay then. The March 19, 1910 Indianapolis News explained the advantages of both hot beds and cold frames and how they work. Checking the information against a recent article on the subject from the Department of Horticulture and Landscape Architecture of the Purdue University Extension, the historical paper’s advice really holds up.

Hotbeds and cold frames are built the same: a frame set into the ground with a glass panel to cover the plants. While there is a lot of advice about how to tweak each design, the heat source is the only real difference. These instructions from Purdue University give all the necessary details. But they’re both ways to get a jump on the growing season in the spring or extend it in the fall.

As the 1910 Indianapolis News explained, the hotbed is supplied with heat, usually from fermenting manure, but there are other options (see the sweet pea section below). The News suggested placing the bed not in the garden, but by a path or building “where it can receive attention without interfering with other work.” The 1910 columnist stated that it should always face south with the south side of a building or hedge providing protection. The hotbed should be started in March if growing tomatoes and cabbages, so they are ready to plant in the garden in April. If the night gets really cold, cover the glass panel with “board shutters, straw mats, or mats of burlap or carpet,” and if it gets too hot in the day, raise the panels to ventilate the plants. The News advised, “Hotbeds should be watered in the morning only and then only on bright days.” This avoids losing heated air by opening the panel too often, lowering the temperature too much, or making the soil too damp.

The same Indianapolis News article also explained:

Cold frames are devices intended to protect plants from cold, without forcing them to growth. They differ from hotbeds in that no artificial means of heating are employed.

Likewise, the Purdue Extension explains that plants grow slower in cold frames, which is great for lettuce and spinach. The Old Farmer’s Almanac recommends cold frames for greens as well as radishes, scallions, kale, and endive. They also have a step by step guide to building a cold frame.

Starting Seeds Indoors

Of course, not everyone has the resources to build frames. The March 27, 1909 Indianapolis News has advice for simpler starts as well:

The simpler method of raising plants to be set out after danger of frost is over is to sow seed in boxes or pots to be kept indoors. The boxes should have holes for drainage in the bottom, but should not be so open as to let the soil dry.

I use the plastic flats from my previous year garden store purchases. Right now my kitchen table is covered and I have native wildflowers just starting to sprout. They’re doing much better this year than the ones I started last year because I carefully mixed peat, potting soil, and pearlite and have misted them regularly. The News recommended a light mix like this for the top soil when planting in boxes but noted that regular garden soil would be fine beneath that. The 1909 gardener advised small seeds be sown over the surface and gently pressed down while “coarse seeds” needed to be dropped into little holes and covered. Water both immediately after planting and set boxes where they will get indirect sunlight, not harsh rays.  And finally, the Indianapolis News gave some advice on a flower you can start right in the garden this month.

Sowing Sweet Pea Seeds

Annual sweet peas have a wonderful, unforgettable scent. The perennial version has no scent and can be invasive, so choose wisely. Try heirloom varieties like the 1896 “America” or the ca. 1901 “Old Spice.” Sweet peas like cold weather, so they’re a great plant to start in the early spring. In March 1911, the Indianapolis News gave the perfect recipe for rich soil to grow this delicate flower. The newspaper’s advice for a “rich and deep” soil that would create “plenty of blooms of good substance” was to add “plenty of well-rotted manure.” Of course, those of us without access to manure (or without the desire to have access) can use rotted grass clippings , leaves, vegetable kitchen scraps, coffee grounds, or a mix of these items. The Farmer’s Almanac gives a rundown of the benefits of each mix and its own tips for growing sweet peas.

The 1911 Indianapolis News recommended you sow seeds directly outdoors (as opposed to starting indoors) while weather is still cold between mid-March and mid-April. The article continued:

Make a trench or furrow about six inches deep, in the bottom of which sow the seed thickly. Cover the seed with about an inch of soil, pressing it down firmly. As soon as they are above ground, thin out to two or four inches apart; when planted too close they do not attain their full development. As soon as the plants are above the trench the balance of the soil may be filled in.

Before they mature, add stakes with wire netting or even branches, that are at least four feet high. Adding mulch at the start of the summer will help them get through the hot weather.

Race, Power, and the Ballot: Early Black Settlement in Sugar Creek Township

Every election elicits charges of voter fraud. During the 2016 general election, Republicans charged Democrats with importing out-of-state voters to swing New Hampshire. During the 2018 midterms, Democrats charged Republicans with disenfranchising African American senior citizens who needed rides to the polls. The courts can decide the individual cases, but the accusations show us that people have always been concerned about who is a legitimate voter, and therefore, citizen.

In 1880, the democratic newspaper of Lebanon, Boone County, published a ranting article accusing Republicans of voter fraud. The Lebanon Weekly Pioneer claimed that Republicans at the state level imported Black men from North Carolina to Boone County to win a legislative seat for the region. The charge was ludicrous. Black families had established a thriving farming community around Thorntown in the Sugar Creek Township of Boone County as early as the 1840s. But the article showed more than the prejudice of the local editor, who saw this community as “imported,” as “other,” and as not “real” or “true” Boone County voters. The article reflected the fear of the white, democratic newspaper’s audience. These white citizens were afraid of losing their sovereignty. Because whether or not the Pioneer considered Black Hoosiers to be “real” voters, the Black men of Boone County held real political power. [1]

By the 1840s, patriarch Moody Gilliam moved his large family, described as “mulatto” by white census takers, from North Carolina to Boone County, Indiana. Other members of the Gilliam family had been prominent in the establishment of nearby Roberts Settlement in Hamilton County. This proximity to family and another black community certainly played an important part in the decision to settle and farm in Boone. The Gilliams owned at least $1000.00 worth of property by 1850 which they farmed and improved successfully. By 1860, Moody Gilliam’s property was estimated at $4000.00. This would be approximately $120,000 today, a solid foundation for a family facing unimaginable prejudice and legal discrimination. [2]

Though he was a well-to-do land owner by 1860, Moody Gilliam would not have been allowed to vote. Additionally, he may have been forced to register with county authorities and to post a $500 bond with the assumption that the county would someday be supporting him. In fact, Indiana residents made it clear that they did not even want him there at all. In 1851, Hoosiers voted for Article XIII of the Indiana Constitution that stated, “No negro or mulatto shall come into, or settle in the State, after the adoption of this Constitution.” Despite racist legislation and prejudice, Black settlers established a successful farming community in Boone County concentrated in Sugar Creek Township near Thorntown.

By 1860, seventy-two Black Hoosiers lived in Sugar Creek Township with eleven based in Thorntown proper. The census from that year, shows us that they arrived mainly from North Carolina and Kentucky, that they were predominately farmers, and that most could not read and write. Many Black Southerners had been prohibited from obtaining an education as it was seen by white slave owners as a threat to the slavery system. The mainly illiterate founders of the Sugar Creek settlement, however, broke this systematic oppression by making sure their children could read and write.

By the late 1860s, Sugar Creek residents of color purchased land from local Quakers for the purpose of building a school, likely at the corner of Vine and Franklin Streets in Thorntown. Around the same time, they also purchased a lot to build an A.M.E. church at the west end of Bow Street. The church established a Sabbath school around 1869. Thus, the children Sugar Creek’s founders received a primary education as well as a spiritual one. By 1869, residents purchased more Quaker land to establish a “burying ground for the Colored people of Thorntown and vicinity.” It was clear that they planned on staying. [3]

During the Civil War, at least one Sugar Creek son fought for the Union cause in the 55th Massachusetts Infantry Regiment of the United States Colored Troops. It’s not clear when Elijah Derricks came to Sugar Creek, before or after the war, but he is buried in the “colored cemetery.” Derricks volunteered for service in 1863 when he was 38-years-old. His regiment saw a great deal of action in Florida and South Carolina.

All Civil War units struggled with causalities from disease and Derricks suffered several bouts of illness, but returned to his regiment each time. In November 1864, he was injured at the Battle of Honey Hill, a Union initiative designed to help Sherman’s March to the Sea. It’s not clear if Derricks’ injury took him out of action or if he remained with the regiment until it mustered out. If he did remain, he would have been present in 1865 when the 55th marched into a conquered Charleston, arriving “to the shouts and cheers of newly freed women, men, and children.”[4] Either way, Derricks carried his injury for life, as he collected a pension for his injured arm back at Sugar Creek. [5]

By the late 1860s, the Sugar Creek community also boasted a Masonic lodge. By 1874, they had seventy-four members and the Boone County Directory listed the group as: Washington Lodge F&AM (Colored). While not much is known about “the colored Masons of Thorntown,” their establishment of such a society shows us that they sought power through organization. However, the men of Sugar Creek also took more direct political action. [6] 

While the Fifteenth Amendment to the U.S. Constitution gave Black men in the North the right to vote in 1870, one newspaper article implied that some residents of color in Sugar Creek participated in local elections prior to this legislation. The Thorntown Argus reported in 1897 that after the well-liked and respected barber John Mitchell settled in Thorntown around 1864, “he was a delegate to the first Republican county convention held after his arrival and there were 47 colored voters in this township then”[7] The newspaper’s language is ambiguous, but seems to imply that they were voting in the 1860s before the amendment passed. [8]

After officially gaining suffrage rights, however, the men of color in the community immediately joined the political efforts and causes of the time. On Saturday, August 10, 1870, they held a large “XVth Amendment celebration” at Thorntown. [9] One of the speakers that day was the James Sidney Hinton, a powerful orator and civil rights advocate who would become the first African American to serve in the Indiana General Assembly. There is no record of what the Republican leader said to the people of Thorntown the day they celebrated their enfranchisement. However, gleaning from a speech he made some years later on Independence Day, we can imagine he made similar remarks. Hinton stated on that occasion: “The forces of truth and the principles of liberty, born in the days of the revolution, and proclaimed in the Declaration of 1776 have placed the negro for the first time in his history on this continent in a position to realize that he is a man and an American citizen.” [10]

In 1872, several prominent men of the Sugar Creek community founded a political organization. The Lebanon Patriot reported that “the colored men of Thorntown were organized into a Grant club at Thorntown” which hosted political speakers. [11] The Crawfordsville newspaper referred to it as the “Gran Wilson Club,” making clear that they were advocating for the Republican presidential ticket during the election season. [12] Despite the more blatantly racist policies of the Democratic Party at the time, not all Black residents of Sugar Creek were Republicans. In 1896, “Rev. Charley Derrickson of Thorntown, colored, 90 years of age, took part in several Bryan parades during the campaign.” [13] While this three time presidential candidate was never an advocate for Black citizens, perhaps the reverend found something he liked in William Jennings Bryan’s Protestant values.

By the late 1870s, local newspapers provided evidence of the power of the Black vote in the area. The Lebanon Pioneer described (and poked fun at) the candidates for local offices of Sherriff, County Recorder, and County Auditor. The newspaper implied that the candidates were Quakers and noted that only one of the candidates by the last name of Thistlethwait could “hold a solid negro vote.” The support of the Black vote, the newspaper concluded, was needed for Thistlethwait to win the election and was only possible for him if local resident of color, Harvey White, “sticks to him.” [14] The Pioneer was staunchly Democrat and often blatantly racist, so it is quite possible that these statements were meant to discredit the candidate. However, it does show the weight of Black leadership and suffrage in the district.

This increased influence of the Black vote was due in part to an increase in population. By 1870, 172 Black Hoosiers lived in Sugar Creek Township, seventy-seven of whom lived in Thorntown. The A.M.E. church had twenty-five adult congregants by 1874 and forty-five children in Sunday school. In 1879, the local newspaper reported that “Elias Schadd, colored, was impaneled as a petit juryman from Sugar Creek Township last Monday, to serve on the present term of court. He is the first colored man ever placed on the petit jury in Boone County.” [15] Thorntown was growing and changing, and for some white residents, this felt threatening.

In nearby Whitestown, Boone County, white residents carried out “an unprovoked attack on a colored family.” According to the Lebanon Patriot, the family arrived on Thursday January 29, 1880, and “took refuge in an old dwelling house.” A mob surrounded the house the following evening and “showered the building with stones and brick-bats.” When the family was forced out of the structure, one of the children was “seriously injured” by a brick. The mob successfully “forced the family to leave town.” The Patriot reported that the attack was instigated by reports that Republicans were importing voters to Boone County. The paper dismissed the charges against republicans, stating that the patriarch of the unnamed family “had gone there of his own notion” and “the attack was wholly unwarranted.” [16]

The Democratic paper, the Lebanon Pioneer, attacked the Lebanon Patriot’s report of the incident with racist vitriol and slurs. The Pioneer reported that the Black man’s name was “Thusa” and that a white resident named “Mr. Scovill” lent him a stove and asked him several questions. The Pioneer reported on their supposed exchange. Thusa “said he had come from North Carolina, and that he had come to vote with the ‘publican party.’” Scovill asked him if he had any money or clothes to which he reportedly replied “no, sah.” The paper concluded, “He was a pauper, and imported as such, and the only reason he could give, was to vote the ‘publican’ ticket.” The newspaper claimed Whitestown was fed up with supporting such paupers and played down the physical attack, claiming the mob threw stones only at the house, and never mentioned the man’s wife or children.  The Pioneer claimed the attack continued “until the colored occupant became so frightened as he agreed to leave the town . . . no one was hit or hurt.” [17]

In the same issue, the Lebanon Pioneer, printed a more extensive article charging Indiana Republicans with importing Black voters from North Carolina. Their entire argument hinged on the claim that if these Black settlers were coming of their own volition, they would never come to Boone County, Indiana. The paper asked:

If it is not for political purposes why do they come so far? Why don’t they stop in Pennsylvania or Ohio? And if the colored people are so anxious to come to Indiana, why don’t they come from Kentucky or Missouri. At least a few.

The Pioneer‘s argument was baseless. Of course, many people came from North Carolina, because they were joining family who came from North Carolina – a migration pattern that has existed for as long as migration has been recorded. And they did come from other states, especially Kentucky. In fact, about half of the residents of Sugar Creek were originally from the neighboring Blue Grass State. And some did come from Virginia and even New York.

Nonetheless the Pioneer stated:

It is a fact: they have brought them to Boone county. Republican leaders are doing it for the purpose of making sure of the county ticket and send a Republican to the legislature.

The paper concluded that these “stupid paupers” would “override the majority of real and true Indianians.” First of all, any true “Indianian” would have used the word “Hoosiers.” [18] Second, and all joking aside, there were few paupers or criminals among the Sugar Creek community. There were instead farmers, washer women, school teachers, reverends, barbers, ditch diggers, students, and veterans. [19] And despite all of the institutionalized prejudice, and against the odds, for many generations they created a healthy community in Sugar Creek, Boone County.

By the late 1890s, many of the Sugar Creek community had moved to Lebanon or surrounding towns for more employment opportunities. However, the Thorntown church stayed active for several more decades. In 1894, the Thorntown Argus reported that “the colored church” would serve as the polling place for the second precinct of Sugar Creek Township. [20] In 1898, the congregation raised money and built a brick parsonage building to house their reverend in comfort. In 1902, they held a successful New Year’s concert and fundraiser. That year, the Indianapolis Recorder reported on the “good work” of the Literary Society and Sunday school and noted that the women of the AME congregation organized a Missionary Society. [21] Unfortunately, there are few records of the lives of the women of Sugar Creek. Census records show that many had large families and thus were mainly engaged in child care, as well as helping with the farm. Thus, the work of the missionary society is perhaps our best insight into the lives of the women of Sugar Creek. These women organized programs and social gatherings at the church and engaged in community service. They raised money for a new carpet for the church. The ladies held “a successful social” after the organized theological debate held at the church and their programs were known for being “excellent” even forty miles away in Indianapolis. They led the memorial services for one congregate in which they were “assisted” by the revered, as opposed to the other way around. [22]

Today, the only known physical remnant of the Sugar Creek Community is the small cemetery where the Civil War veteran Elijah Derricks is buried under a worn headstone. This is all the more reason to continue looking into this story. There is more here – to add, correct, and uncover. Thorntown librarians, genealogists and Eagle Scouts have been working to learn more, and the descendants of Roberts Settlement have shown that genealogical research can open up a whole new world of stories. [See related local projects] But even with what little we do know about Thorntown and Sugar Creek, the community stands as a powerful reminder to check prejudice against newcomers. Before they could vote, or testify in court, or expect a fair shot, Black settlers built a thriving community in Sugar Creek. They worked, raised families, built a school, celebrated their accomplishments, worshiped together, and perhaps most importantly, they cast their ballots.

*Note on Terminology: The term “Black” is used here as opposed to “African American” because it provides the necessary ambiguity to describe the Sugar Creek settlers. Some family names at Sugar Creek are the same as residents of Roberts Settlement and thus likely relatives. Many Roberts residents either had no African heritage or very distant and thus did not identity as “African American.” Describing the Sugar Creek settlers as “Black” is more inclusive of the possibility that Sugar Creek residents had the same heritage as Roberts residents.

Braceros in the Corn Belt Part Two: “Ambassadors of Goodwill”

This post is the second part of a two-part article. Read Part One for background information on labor shortage claims by larger agricultural companies and the work of Secretary of Agriculture Claude Wickard.

The U. S. government began importing Mexican laborers to work on American farms almost immediately after Secretary of Agriculture (and Carroll County native) Claude Wickard successfully negotiated with the Mexican government to begin what became known as the Bracero Program. The first workers arrived in the fall of 1942 and by February 1943, approximately 4,000 Mexicans were at work on farms in the American Southwest. Thousands more were employed by the railroad industry in the name of war preparedness. East Coast growers and processors soon demanded access to foreign workers and the federal government again complied. By April 1943, the program included Jamaican and Bahamian workers as well. By early 1944 bracero were at work laying railroad tracks and picking and canning produce in the Hoosier state.*

Thus far, histories of the Bracero Program have focused on the West and Southwest, touching on East Coast dairy workers, and neglecting the Midwest altogether. This is not only a gap in historiography, its a bizarre one, considering the Midwest’s role as the corn belt or breadbasket. It’s the region that has long fed much of the United States, and during WWII, the world. As economists, policy advisers, and policymakers look to historians’ studies of the Bracero Program as the root of current immigration and agricultural policies, it’s especially important to include the important agricultural region of the Midwest. Examining the stories available in Indiana newspapers is a good first step toward creating a more complete picture of the issue.

Alternative Labor in the Cornbelt

Even before the arrival of the braceros, Indiana newspapers reported on Wickard’s agreement with Mexico and anticipated the effect of the workers’ arrival. The Tipton Daily Tribune focused on the assertion that braceros would be imported “only when domestic workers are not available to meet the demand” and would “not replace other workers.” The article also detailed the guarantees negotiated by the Mexican government intended to protect the braceros: their wages would match prevailing local rates with a minimum wage of 30 cents an hour; they were guaranteed employment for at least three-fourths of their stay in any area; and the U. S. government was responsible for their transportation back to Mexico at the end of their employment.

The Bremen Enquirer added information on living conditions, noting that employers must guarantee “adequate housing, health and sanitary facilities.” This meant only three workers or a four-person family could live in a twelve by fourteen foot space with “facilities for cooking, sleeping, laundry, bathing, and adequate sanitary toilets and means of waste disposal.” Most newspapers reiterated statements on the shortage of workers caused by the war effort [see Part One] and patriotically supported the importation of workers from Mexico to help feed the troops. When the workers actually arrived in their hometown, however, the Hoosier response was mixed.

Mexican farm workers first arrived to work on Indiana farms managed by large companies with profitable government contracts. In May 1944, the Argos Reflector reported that the H. J. Heinz Co. had leased a three hundred acre farm north of Argos in Marshall County, “as part of their program to insure delivery of war time food commitments.” According to the Reflector, this was the Heinz Co.’s “largest venture in the country.” The article reported that 114 acres of the farm was planted with cucumbers, “one of the largest items of the company’s list of 57 processed foods.” The Argos reported that the company produced “about half” of the cucumbers provided to the U. S. navy where “pickles are an everyday part of the sailor’s menu.”

The Reflector reported that the company was constructing forty “bunk houses” for “an estimated 200 Mexican field laborers.”  The article stated that the workers would harvest the cucumber crop and then would be offered jobs “in the tomato fields.” This Marshall County newspaper described the laborers both as “Mexicans” and “migrant workers” and so it is unclear if they were imported Mexican workers or migratory Mexican-American workers.* However, the fact that the company was building housing, implies that they were fulfilling the contract requirements for government-placed bracero workers.  It’s possible that Heinz was using both migratory labor and braceros. It’s also possible that the Argos Reflector did not or could not distinguish between workers from Mexico and migrant workers of Mexican heritage.

While I have yet to uncover WWII-era interviews from Indiana based workers that might tell us about their experience, we can get a feel for how they were living from newspaper coverage. Newspapers reported that the braceros preferred outdoor farm work as opposed to work inside the canneries. The Reflector attributed this to their supposed preference for working outside, as if that were a trait of all Mexican people. Putting such a stereotype to one side, reading between the lines, and placing this information in context, however, we can draw some conclusions about their labor conditions. Peeling tomatoes, canning, and running label machines would have been monotonous and the large boilers likely made the work extremely hot and uncomfortable. Newspapers reported that the “200 field laborers” employed by Heinz were “selected for industrious and good conduct.” It’s highly likely that part of “good conduct” was not complaining about conditions.

In August 1944, the Indianapolis Star reflected the national claim that there were “critical shortages of farm labor” and stated that emergency workers were needed in several Indiana counties. The paper reported that sixty “Mexican workers” arrived in Starke County the previous week “to assist with the pickle crop.” The State Supervisor of Emergency Labor stated that 100 more Mexican workers would be assigned to farms in that county. The Star reported that twenty-five Mexican laborers would soon be at work in Wells County, also in picking cucumbers to be processed into pickles.

The Star made it clear that these were bracero workers and differentiated “Mexican workers” and “migrant workers.” After reporting the statistics for the “Mexican workers,” the paper noted that “further assistance is expected from an estimated 500 migrant families from Tennessee, Arkansas and Missouri.” We know even less about the experiences of these Mexican workers. The only thing we know for sure from this Star article is that they made $3.10 to $3.50 per day. However, the official bracero agreement did not put restrictions on hours.

Also in August 1944, an article in the Alexandria Times-Tribune reported that “several truck loaders [sic] of Mexican workers” were arriving in Grant County “to assist with the harvest there.” The Times-Tribune reported a local labor shortage in the “tomato growing belt” and the need for emergency workers. Again, we know little about the workers’ experience. However, the Reflector, the Star, and the Times-Tribune all mentioned the seasonal opening of the canneries in concert with the arrival of Mexican workers. While it is not always clear if the workers were migrant or bracero, it is clear that the Indiana canneries were benefiting from their inexpensive, non-unionized  labor.* In fact, in September 1945, the Elwood Call-Leader reported that “some 20 Mexican workers face deportation in Crown Point.” The men, who had been “employed in and around Kokomo,” were charged with “having failed to comply with regulations under which they were imported as workers.” This failure to “comply” could have been legitimate, but it could also refer to worker complaints about working or living conditions, mistreatment, or unfair pay.

An August 29, 1945, an article in the (Seymour) Tribune raises some flags about worker mistreatment. The newspaper reported: “The Vincennes Packing Company here has twelve Mexican farm workers which they secured, and have housed in the building adjoining their plant.” This plant, which also canned tomato products, told the paper that “while these men were secured . . . for the use and convenience of their own growers, these men can be used at other farm work when they are not otherwise busy.” Again, in the same article, the manager of the company stated that while the Mexican workers were employed “to get tomatoes picked, and other canning crops taken care of . . . they can be used at other farm work when not needed for tomato picking.” It was mainly large companies that could afford to transport, house, and pay the guest workers, not small farmers. However, the large company farms and processors of Indiana were surrounded by small family farms. This Tribune article seems like a thinly-veiled advertisement to local farmers announcing that the packing company was willing to hire out their workers. The question begging to be asked is: who made money off this arrangement, the company or the workers? Nothing can be definitively concluded from this article, but the repeated declaration of the workers’ availability does seem suspect.

“Open Your Hearts”: Railroad Braceros and Hoosier Response

Mexican railroad workers were also essential to the war effort as increased transportation was necessary to ship supplies from the heartland to the front lines. The response to the arrival of Mexican railroad workers by Indiana communities ranged from attempts to run them out of the neighborhood and pin local crimes on them to wholehearted welcome and support.

In Irvington, just east of Indianapolis, a small but vocal group of prominent citizens made it clear that they did not want Mexican laborers living in their neighborhood and especially not in the historic home of an important nineteenth century politician. Ironically, the politician whose home the residents suddenly wanted to save after years of neglect belonged to George Washington Julian, an important abolitionist who advocated for the civil rights of all people regardless of race or gender. In an 1855 speech on immigration Julian stated:

“Let them come . . .  let them have a welcome on these shores. Their motive is a very natural and at the same time honorable one, — that of bettering their lot. . . To proscribe him on account of his birthplace is mean and cowardly as to proscribe him for his religious faith or color of his skin. It is the rankest injustice, the most downright inhumanity.”

Irvington residents, however, didn’t internalize the lessons of the man they claimed to revere. The Indianapolis News reported in January 5, 1944 that “Historic Irvington was up in arms” over plans to house Mexican workers of the Pennsylvania Railroad in the  Julian home. W. O. Teufil, local superintendent of the railroad, stated that the company had acquired the property and began renovating it to house twenty workers. He stated, “We certainly will make the property more presentable than it has been. Its historic value will not be destroyed. We simply plan to return it to the livable condition to which it once was.”

An Irvington city councilman, however, claimed that turning it into a boarding house would create a zoning violation, and the president of the Irvington Union of Clubs stated that the organization would “begin an immediate inquiry to learn the details of the plan in the hope that it could be stopped.” Teufil expressed his surprise to the opposition and stated: “These are not to be outlaw workers or anything of that sort.”

On January 8, the Indianapolis News reported that the city “began preparing legal action to oust from twenty to thirty Mexican workers for the Pennsylvania railroad from the historic George W. Julian home.” Despite the fact that the railroad had gotten over a thousand dollars worth of permits, the city building commissioner notified the railroad that they had not obtained proper permits for renovation and that they needed to evacuate the workers.

In strong contrast to his neighbors, an Irvington resident named M. B. McLaughlin wrote a statement for the News condemning the behavior of those working to remove the Mexican workers from the Julian home through the false pretenses of zoning ordinances. He wrote:

Whether or not you realize it, you are selling short your sons, brothers, husbands on far fighting fronts by your proposed action in closing the Julian home . . . These strangers have come to do a vital job which, ultimately, may mean life, not death, for your dear ones . . . How proud your service men would be . . . if you would open your hearts and hearths to strangers among you.

Meanwhile, the city prepared legal action, and on February 23, the Indianapolis Star reported that the Pennsylvania railroad was working to repair a local gymnasium to house the workers. More Irvington residents spoke out in support of the workers aiding the Allied cause. A local resident named C. S. Brook wrote the mayor, condemning the actions of his xenophobic neighbors. He wrote: “We would state that these few do not speak for Irvington.” Fortunately for the war effort, those working to keep the Mexican workers in the Julian home won out in the end. The Indianapolis Star reported on March 23:

 It was learned a ‘Good Neighbor’ policy promulgated between city officials, the Pennsylvania Railroad and Irvington residents would permit the Pennsylvania to continue housing 29 Mexican track workers in the old George W. Julian home…

In a drastically different scene, Mexican workers employed by the Pennsylvania Railroad were heartily welcomed and thanked for their labor by the World War I veterans at an American Legion post in Valparaiso. Charles Pratt Post No. 94 invited thirty-five braceros to a “Pan American Day” celebration on April 14, 1944. The (Valparaiso) Vidette-Messenger of Porter County described the event in detail and extensively quoted its host, Post Commander Franklin Burrus. The celebration began with “the advancement of the colors of both countries while legionnaires and guests stood at attention. The Hoosier attendees broke into the U. S. national anthem and when they were finished, their Mexican guests “responded with their national anthem.” Commander Burrus then welcomed them in a touching speech. He thanked the Mexican workers for their contribution to the war effort and expressed his hope that through their alliance, Mexico and the United States would grow closer in times of peace as well. Burrus continued:

We of the Legion, having served in World War 1, and some in World War 2, probably have a deeper appreciation of the need for inter-American co-operation than many other persons. We realize that you men from Mexico are certainly making an important contribution to the prosecution of this war by your present work in the great industry of railway transportation. We realize that you are away from home, in another country, separated from intimate friends and loved ones and we know what that means. Nevertheless, we hope that your experiences here will all be pleasing to you and that your country and American will both benefit by your having been here.

Luckily, we know a bit more about the workers in this story. They were in the United States for six months as a part of the bracero program’s railroad initiative. From quoted statements by their supervisor, Charles Weiss, we can glean that he greatly respected their work. Weiss told the Vidette-Messenger, “They are really making a great contribution to the war effort.” Weiss also seemed to care about the workers having a positive experience. He stated, “These men like it here and when they return to Mexico they will go as ambassadors of good will.”

Of course, these are the interpretations of an American supervisor, not a Mexican laborer. While we can’t understand the full experience of the workers from the newspapers, we can get a taste of this one festive evening. Four Mexicans “favored” the audience “with songs of their native country.” They must have performed for some time, as the newspaper reported  the  singing of “solos, duets and ensembles.” Fortunately, the newspaper gave the Mexican musicians’ names, several likely misspelled. These are the only names of Mexican workers that I came across in my research. They are:

After the music concluded, the group watched the movie War on the High Seas about the attack on Pearl Harbor. The Vidette-Messenger reported that the evening concluded with “the serving of refreshments, following which Angelo Lopez, formerly a Mexican soldier, put on a demonstration of the manual of arms and playing the drum.”

While this is the lengthiest description of a warm Hoosier welcome for Mexican railroad workers, it is not the only such story. In January 1944, the (Cambridge City) National Road Traveler praised the work of fifty Mexicans residing just east of Cambridge City who were making “the dirt fly,” laying railroad line. The paper also reported enthusiastically on their patronage of local businesses: “The Mexican workmen have been keeping local stores busy caring for their needs while here.” So while they didn’t roll out the red carpet like Valparaiso, Cambridge City was at least accepting and grateful for the economic boost. In June 1944, the (Richmond) Palladium-Item gave an update on the “fifty Mexican young men” living “in a 12-car camp unit near Cambridge City while working on the Pennsylvania railroad line between Indianapolis and Richmond.” The newspaper reported, “Although the boys have only been here two weeks of the six months they contracted to work, most of them already have decided they want to make Indiana their home.” This would not have been true for those Mexican railroad workers stationed in Elkart, however.

In September 1945, a fifteen-year-old white girl named Sally Joan Young was raped and murdered in Elkhart. In the ensuing weeks, the Indianapolis Recorder reported that the Elkhart police and newspapers “fanned” false reports that “the crime had been committed by a Negro.” An African American man picked up on another incident was held in a nearby jail as “practically” guilty. He was “frequently and intensively questioned about the school girl slaying.” According to the Recorder:

Several Mexican railroad workers had also been arrested and grilled, by local police and the FBI, during the six-weeks attempt to pin the crime on a person of a dark-skinned racial group.

Eventually, a white man who was seen  in bloodstained clothes by several witnesses, confessed to the crime. The Elkhart Truth reported:

Incidentally, it will be recalled that, when the crime was committed, there was a quick flareup of suspicion toward members of two dark-skinned races resident in Elkhart. As it turns out, the murderer was neither a Negro nor a Mexican.

In researching this topic, I found only one mention of an interpreter employed for the workers. Thus we can imagine the  fear that the young men experienced as they likely received the same frequent and intensive questioning as the African American suspect by the police and the FBI.

More research is needed to examine complaints of the workers concerning injustices. Again, newspapers give us hints. In 1946, the Indianapolis Recorder reported that the Mexican government would no longer send workers to Indiana. The Mexican Minister of Labor Francisco Trujillo “cited low wages, illegal withholding of wages, poor living conditions and lack of medical care.”

Jamaican and Bahamian Workers 

In April 1943, Congress passed Public Law 45 allowing the importation of workers from the Caribbean. Approximately seventy thousand Jamaicans, Barbadians, and Bahamians arrived to work on U.S. farms between the passage of the law and the end of the Farm Worker Program in 1947.

In July 1943, the Greencastle Daily Banner reported that twenty Jamaican workers were “relieving the farm labor shortage in Gibson County.” They were at work “detasseling and hoeing hybrid corn on the 9,800 acre Princeton Farms, [the] largest agricultural unit in Indiana.” The paper reported that the workers lived in a new bunk house with separate building for the kitchen and mess hall where a Jamaican cook provided their meals. In August, the Banner followed up on the July report, stating that the Jamaicans would work for Gibson County orchard growers and then return to Princeton Farms for the corn harvest.

Again, there are few reports of their experiences in the workers own words, but we can glean some information about their lives from these newspaper reports. For example, the Banner writer interviewed Hoosiers who worked with the Jamaicans. The farm manager described them as “happy-go-lucky” but also seriously “religious.” He said they complained little as the worked. They disliked only the cold Indiana mornings and the lack of Jamaican rum. These statements reek of stereotyping, but again show us that workers were motivated to not complain because they could be repatriated without pay.

Like they did for Mexican workers, Indiana newspapers generally painted a positive picture of the Hoosier reception of Jamaican workers, relaying that they arrived to help with or even save the harvest, and ease the labor shortage. For example, the Indianapolis Star reported August 8, 1944, that thirty-two Jamaicans would soon arrive in LaPorte County to pick peaches and in nearby counties others were “at work in connection with the canning industry.”

The Alexandria Times-Tribune reported a few weeks later that a large number of Jamaicans arrived in Madison County as “emergency pickers” for the tomato fields. The article also noted that the canneries would soon begin operations, reinforcing the connection noted in Part One between the demand for inexpensive foreign labor and the Indiana tomato canneries. The Daily Clintonian, likewise, reported from Vincennes that “eighty Jamaican and Mexican agricultural workers will arrive in Knox county around May 15 to aid in production and harvesting of the 1945 tomato crop.”

In Martinsville, however, Jamaican workers had a close call with a riotous mob. The Martinsville Reporter told of “a display of mob spirit by a group of trouble makers and agitators . . . directed against the twenty or more Jamaican workers that had been sent into the county to relieve the current labor shortage.” There was apparently enough “loud talk” that the local National Guard unit armed themselves with “tear gas equipment” and sent for the state police. In the face of the show of force, “the loud mouth leaders of the agitators began to have business elsewhere.” And while the situation was diffused, the Reporter noted that “a spark at the right time might have caused grave trouble.”

Response of African American Newspapers

While many Indiana newspapers described these guest workers as saviors of harvests and important contributors to the war effort, African American newspapers saw their arrival through a different lens – the lens of available black workers who have been repeatedly denied similar jobs for a fair wage (as discussed in Part One).

The Indianapolis Recorder reported that there were plenty of agricultural commodities being produced and that the supposed labor shortage was not affecting production goals. The problem was distribution, not production or labor. The Evansville Argus took issue specifically with the guest worker program. In an editorial for the Argus, journalist Elmer Carter criticized the recent importation of workers from the Bahamas to Florida. Carter wrote,

There are a hundred thousand unemployed disinherited black and white share croppers in the South anxious to work in Florida or anywhere else.

He stated that the Southern Tenant Farmers Union offered to send 20,000 share croppers to the area in need, but the Florida growers did not want them. The union workers would have been an integrated labor force of black and white workers, so the growers would have to pay black and white laborers the same wage. Carter says the workers were rejected because the growers did not want to pay black workers the same wage as white. Instead, they wanted Bahamians because they could exploit their labor. Carter called on Secretary Wickard to “examine the motives which have prompted the Florida growers to spurn the offer of unemployed and available American workers.”

As it was correct in assessing the labor shortage myth, the Argus was again correct about the exploitation of workers. Importing foreign workers weakened the bargaining position of domestic workers in their struggle to increase their wages. However, this was not because foreign workers cost less. Employers had to pay a minimum wage and transportation as well as provide housing. The incentive was that foreign workers could not bargain or complain. If they did, they were repatriated. According to historian Cindy Hahamovitch:

The importation program was certainly more palatable to growers than the effort to relocate domestic farmworkers from areas of surplus to areas of scarcity, but it undermined farmworkers’ efforts to lift themselves out of poverty. Farmworkers who struggled to bargain up their wages after 20 years of agricultural depression found themselves thrown into competition with farmworkers from abroad who could be deported for making the very same demands.

According to the Bracero History Archive, the worker safeguards negotiated by the Mexican government worked only in theory. In practice, however, U.S. employers ignored the safeguards and many braceros “suffered while growers benefited from plentiful, cheap, labor.” The U.S. extended the bracero program for decades, using it not only as a supply of cheap labor but as a policy for controlling immigration. Its legacy continued to influence policy making today. Regardless of the intentions of such bureaucrats and agricultural corporations in importing labor, there is no question that these Mexican and Caribbean men made an important contribution to the Allied war effort.

* Indiana farms had used migratory workers for some time. Some of these workers may have been Americans with Mexican heritage or Mexican immigrants who came to the United States of their own accord, both legally and illegally. By using newspaper articles only, not in conversation with government records, it is not always clear if the workers described as “Mexican” were migratory workers or were workers imported by the United States government. Braceros in the Corn Belt Part One: Secretary Wickard & the Myth of the Agricultural Labor Shortage in WWII

In 1942, headlines in Indiana newspapers warned:

So which was it? An acute labor shortage endangering the farms of the corn-belt, and in turn, the country’s war production? Or no labor shortage at all? The answer is surprising and continues to impact policy today.

The Agricultural Front

Just before U. S. entry into the Second World War, large farming and agricultural processing companies—which had become dependent on the cheap labor that was abundant during the Great Depression—warned of an impending labor shortage. They claimed that there was not a sufficient number of workers available to fill the positions left behind by the men enlisting in the armed forces, or by the men and women who left the farm for war-related industrial work.

At the same time, with the introduction of President Roosevelt’s Lend-Lease program (which lent food and supplies to Great Britain and its allies), the U.S. needed to produce more agricultural products than ever before. The battle on the agricultural front would need a larger number of agrarian soldiers. Indiana newspapers worried over how Hoosier farmers would meet production goals as their sons left for the “army camps” and “defense industrial plants.” The Muncie Post Democrat continued:

Now that the sons are gone, the farm operators find it impossible to compete with industrial labor wages for help. This may result in many acres uncultivated this season . . . This condition rates as serious when food production is important in the defense program.

In spring 1942, Purdue University reported that “anticipated shortages of farm labor, resulting from enlistments in the armed forces and attractive industrial wages, have not developed.” However, as the year went on, Indiana newspapers became more frantic in tone. They reported that farmers were selling acreage and animals because they could not find farm hands to help with the work. The weekly industry newspaper, the Prairie Farmer, surveyed eighty-one midwestern counties and reported that  three-fourths of them “were found to be suffering from a shortage of farm hands.”

Indiana Canneries and the “Labor Shortage”

By the fall of 1942, large Indiana agricultural businesses joined the national cry of “labor shortage.” Indiana newspapers gave extensive coverage to the professed concerns of the tomato canning industry.  The Muncie Evening Press ran the headline: “Labor Shortage Hits Tomatoes: Cannery Shutdowns and Crop Losses Threaten.”

The article reported that the “acute war-born labor shortage” would close a dozen canneries and that “picked tomatoes awaiting processing [were] lying idle and periled by rotting.” State government officials and the Indiana Farm Bureau spoke on behalf of the canneries and appealed to local men and women to go to work at the plants. Hasil E. Schenck, president of the Indiana Farm Bureau, stated:

Reduced farm production will be no reflection on the patriotism of farmers, for without manpower they can not produce food and fiber any better than industry can produce ships, tanks and guns without steel.

Indiana Governor Henry Schricker issued “an appeal to housewives and all others available to apply for work at the nearest cannery.” The Evening Press reported that the canneries were already employing WPA workers and were calling for women “peelers” and for school children “packers” to volunteer their services.

Yes, volunteer. These industry giants, many of whom had profitable government contracts, were asking for women and children to freely donate their labor. A few days after the call for volunteers went out, the Elwood Call-Leader praised the response of school staff and students in the Madison County area while rebuking the “apathetic and uncooperative” attitudes of local women—women who likely had increased workloads at home because of the war effort. According to the article, employment service and local government officials complained that “despite all appeals that have been made throughout the past week, many . . . women still do not realize the seriousness of the situation and are not willing to work, even [though] they are needed only to get through the brief critical period the industry is now facing.”

The Call-Leader added that army officials were “alarmed at the situation” and were “making a check to see whether the army will be able to get the tomatoes it has ordered.” The canneries’ message was clear. Without cheap or free labor, American boys on the front would go without food. Like corporations across the country, Indiana businesses began to demand that the government supply them with an inexpensive source of labor.

African American Newspapers and the “Labor Shortage”

And yet, African American newspapers saw “no labor shortage.” The Indianapolis Recorder reported that the companies need only to “hire negroes.” The Recorder, continued:

Nobody has yet proved there is a labor shortage in this country. . .  There is no need to work a few workers to death while others walk the streets hungry, seeking work. There are still enough qualified workers in this country to allow employers to continue their discrimination against workers because of the race, religion, and nationality of such workers.

Indiana’s African American newspapers reported that thousands of African Americans were looking for work and were willing to travel great distances to take jobs, but employers didn’t want them. For example, in November 1942, the Indianapolis Recorder and the Evansville Argus reprinted a report from Graphic Magazine that 3,000 African American men left “the Deep South” at the request of California farmers for help saving the harvest. When they arrived “there were no jobs for them!”

The Labor Shortage Myth

The observations of the African American newspapers were correct. There was no labor shortage that the federal government could not meet with domestic workers. However, the myth of the labor shortage had its own power.

Over the previous decade, the Great Depression created a large surplus of workers seeking employment. In 1941, the Department of Agriculture and the Department of Labor reported that farmers had “come to consider this over supply as the normal supply, and to consider any reduction in the surplus supply as a shortage.” These departments concluded, however, that all of the shortages, perceived or real, could be met by moving surplus domestic workers into the areas of need. The catch, however, was that the balanced supply of available workers and demand for their labor required employers to pay a fair wage for agricultural labor.

A remarkably organized effort of the Farm Security Administration (FSA) and the U. S. Employment Service (USES) was prepared to deal with any real “pockets of labor scarcity.” They expanded the New Deal migratory camp program, setting up permanent and mobile camps around the country to bring American workers across the country for harvests. However, because employers had to pay more reasonable wages, they still complained of shortage. In fact, they cited higher wages as evidence of a shortage.

Statistics from the Indiana division of the U.S. Employment Service show that Indiana’s available labor pool reflected the national situation. J. Bradley Haight, the Director of the U.S. Employment Service (USES) in Indiana estimated in 1942 that there were “100,000 individuals in the state seeking employment. He stated, “The job insurance division issued checks to 40,000 persons. This represents a reservoir of labor which is to be tapped.” However, the large growers, dependent on cheap labor, continued to cry shortage even as they were provided with workers by the FSA and USES—workers that they didn’t want to employ because of racial prejudice or unwillingness to pay a fair wage.

So these wealthy, powerful, and organized growers and processors of agricultural commodities demanded that the federal government respond to their manufactured labor shortage by importing foreign workers. The government quickly gave in to their demands. History professor Cindy Hahamovitch, writing for the Center for Immigration Studies, summarized the government’s response to the labor myth:

The officials who created the guestworker program never believed there was a national labor shortage in agriculture. . . They created the importation program, not because it was necessary, but because it was politically expedient to do so, because the nation’s most powerful growers were demanding the preservation of the cheap, plentiful, and complacent labor force to which they had become accustomed over the previous 20 years of agricultural depression.

The federal government complied because the myth was persuasive. A false labor shortage would have the same effect on agricultural production as a real one. No amount of statistics or economic reports could allay the fears of farmers worrying if sufficient help would be available at harvest time. Therefore, farmers anticipating a lack of aid and picturing their produce rotting in the fields, would plant less, and the country wouldn’t meet its production goals—just as if there was a real labor shortage.

Despite their best efforts to meet the real pocket labor shortages with domestic workers and their distribution of reports on the available domestic labor pool, the federal government needed to allay the small farmer’s growing fear of a massive shortage. By 1942, the Roosevelt administration was cornered into responding to the shortage myth by importing foreign workers. As Congress tore apart the Farm Security Administration and its program of migrating workers to areas of need, U. S. Secretary of Agriculture, Claude R. Wickard, left for Mexico to negotiate a deal that would affect agricultural and immigration policy for decades.

Hoosier Dirt Farmer as U. S. Secretary of Agriculture

Claude R. Wickard was a Hoosier dirt farmer through and through. He was born in 1893 and raised in Carroll County on his family’s farm. His father, a staunch democrat named for Andrew Jackson, was a strict disciplinarian who raised his son with every expectation that the farm was his present, future, and legacy. The younger Wickard, however, grew ambitious. He saw that the farm could be more productive and efficient with the application of modern methods. Against his father’s wishes, he enrolled in classes at Purdue, where he learned about scientific farming and got hands-on experience with sanitary hog care and breeding. He soon vastly improved the farm and received recognition from farming organizations as a leader in modern farming methods. His influence in local Farm Bureau organizations grew in the 1920s and he advanced to several leadership positions where he took on the challenges of his fellow farmers.

Beginning at Purdue and continuing throughout his career, Wickard remained focused on rural social justice and “the farm problem.” To Wickard, social justice for rural folks meant that farmers should have equal buying power as urban workers. The inextricably related farm problem was what economists called a parity problem, that is, the prices farmers received for their products was not in balance with their expenses. Wickard, like many leaders of the New Deal, spent his early career trying to figure out how the state and federal government could achieve parity for farmers by solving the problem of overproduction.

By 1930, several factors made Wickard a prime political candidate. First and foremost, while most Indiana farmers were Republicans, Wickard was born into a staunchly Democratic family and remained loyal to the party despite the fact that the national party had not prioritized rural concerns through the 1920s. Thus, Wickard was one of the few farmers with influence in the Farm Bureau and other organizations who was also a Democrat. Second, Wickard’s embrace of scientific farming ideas made him open to production control as a method to achieving parity for farmers. Most farmers, who were already barely making ends meet while operating their farms at full production could not imagine cutting down on output. Wickard, however, could see that farmers needed help from the federal government to make the drastic, nationwide economic shift required to give them the same standard of living as the urban people they fed. This way of thinking aligned with the ideas of the men who would soon take over leadership of the nation. Wickard was poised to join them.

His political career began modestly. A group of county organizers convinced him to run for a state senate seat and he reluctantly agreed. Wickard stated in an interview:

I didn’t like politics . . . [but] like all other things, sometimes you’ve got to make your contributions to your community and to the Democratic Party . . . I had a feeling of responsibility toward my fellow citizen.

Wickard was elected state senator November 8, 1932 as Democrats swept elections across the country and Franklin Delano Roosevelt won the U. S. presidency.

In May 1933, the Agricultural Adjustment Act took effect and farmers saw that the new administration recognized their plight. The Agricultural Adjustment Administration (AAA or Triple-A), a division of the Department of Agriculture, was tasked with creating parity through taxing companies that used agricultural produce and decreasing production. Wickard was quickly elected chairman of the Corn-Hog Section of the Indiana Triple-A. He soon became the Assistant to the Chief of the National Corn-Hog Division, and in July 1933 Wickard went to Washington.

When he arrived in Washington as second in command of the Corn-Hog Section of the AAA, he was overwhelmed by the job. In his own words, Wickard was “just a farmer” and had to work to understand the complex economic issues the administration faced. And he got frustrated with the pace of bureaucracy. However, he was likeable, earnest, easy to work with, and his ideas about parity aligned with those of Henry Wallace, the Secretary of Agriculture. Most important to Wickard’s rise, however, was that he was known as a loyal Democrat and commanded the respect of midwestern farmers.

When the Department of Agriculture reorganized by region, as opposed to commodity in 1936, Wickard became Assistant Director of the North Central Division. By this point, Wickard was on Wallace’s radar and the secretary saw potential in the Hoosier dirt farmer. Wallace later noted that Wickard was rare in a department of apolitical technocrats and subject experts in that he was actually a Democrat. Wallace stated: “He was about the only one of the whole crowd in agriculture that had any claim to being a democratic politico.” In the fall of 1936, Wallace brought Wickard with him as he stumped for FDR throughout the Midwest. When FDR won reelection, Wickard continued to make himself useful to Wallace at the USDA and was quite successful and well-liked in  his division.

In January 1940, Wallace recommended Wickard to FDR for the position of Undersecretaty of Agriculture. After making sure he was not aligned with Roosevelt’s Hoosier adversary Paul McNutt, the president agreed. Wickard was sworn in February 29, 1940. He served less than six months before Wallace resigned as Secretary of Agriculture to run as FDR’s vice president. Wallace recommended Wickard to succeed him and Wickard was sworn in as the U. S. Secretary of Agriculture September 1940.

Wickard, The Labor Issue, and The Bracero Program

With much of Europe dependent on U.S. agricultural production, the Secretary of Agriculture’s job was even more important than in peace time. Meeting war production goals was paramount. Wickard faced many challenges, among them, the increasing claims of a labor shortage.  In December 1941, Wickard testified before the U.S. House of Representatives Agriculture Committee:

The farm labor shortage is not as serious as generally believed. Farm production has suffered, of course, from the loss of farm hands who have been drafted or got higher pay in defense plants. But the situation is not alarming.

While he downplayed the labor shortage claims, he did make it clear that farmers would “have to pay more for their help” than they had before the war stimulated the economy and reduced the labor surplus. As the earlier examination of newspaper articles has shown, this was not an option many corporations were willing to consider.

Less than a year later, Wickard had changed his approach to the issue. The (Richmond) Palladium-Item reported :

Secretary of Agriculture Wickard warned that the United States would face a food shortage unless it quickly solves the problem of manning the farms. He estimated the armed forces and factories may drain off approximately 2,000,000 farm workers by the end of 1942 in addition to those who have already gone.

By this point, it seemed like Wickard was treating the labor shortage claims as a legitimate threat to production goals. However, this same Palladium article still noted that “the most mentioned causes” of the shortage “were high wages.” Even at the peak of industry claims of a labor shortage, the crux of the issue was still that companies would “have to pay more for their help,” as Wickard told the House in 1941.

While Wickard described his understanding of complex economic issues as limited and his progress in grasping what his statistician colleagues reported as slow and labored, he deeply understood and cared about agricultural issues and maintained a strong moral decision-making process throughout his career. Like most government officials with access to labor statistics, Wickard would have known that, while there was no labor shortage, a fictional labor shortage was just as dangerous to the war effort. It is, however, possible that his tenuous grasp of complex economic issues meant that he thought the shortage was real. (His biographer Dean Albertson implies the second). Wickard’s career record shows that he would not have acted to address the labor shortage had he not believed it was the best thing for the American people. There are many instances during his career when a different vote or decision would have furthered his political career, but he did what he believed to be the right thing for American farmers.*

Tasked with addressing the issue, Wickard left for the Second Inter-American Conference on Agriculture in Mexico City early in July 1942, to make a deal that would import Mexican workers and ensure the United States met its production goals. Several agencies were involved in creating a plan to import Mexican agricultural workers, but it was Wickard who was responsible for negotiating an agreement between the interests of the Mexican government, the United States government, American farmers, labor organizations, and large farming and processing conglomerates.

Mexican Secretary of Foreign Affairs Evequiel Padilla Peñaloza was reluctant to agree because of U.S. exploitation of and discrimination against Mexican workers in the past. Padilla insisted that any agreement include a number of guarantees for the rights of braceros. Padilla demanded Mexican workers receive the same guarantees of wages and working and living conditions as American workers. Wickard agreed to a minimum wage and work and living standard. However, there were no such guarantees for American workers. Thus, as labor organizations were quick to point out, these workers were guaranteed, at least in theory, more protection by the U. S. government than domestic farm laborers. After ten days of negotiations Wickard formalized the agreement August 4, 1942. In less than a year’s time, Indiana farms were benefiting from foreign labor. Hoosier response to these guest workers was mixed.

Stuck in the Poorhouse: The Complexity of Poverty

The Steuben County Asylum near I-69 in northeastern Indiana represents two contrasting ideals of poverty care. On the one hand, this imposing building on the rural landscape embodied the modern ideal of an end to poverty through scientific principles. In spite of the U.S. industrial economy of the later 19th century, marked by frequent panics and recessions, a new poor care system held out the hope that all indigent persons could be retrained and readied to work in the modern industrial world.  The new system would provide a safety net supporting those through the hard years and would help impoverished people develop improved habits in a healthy and orderly atmosphere. On the other hand, this building symbolized failure and loss of place in the community. To be a resident of this facility required separation from society and often induced a lifelong stigma of shame.

These institutions represented both a severe solution meant to frighten the “lazy” into working harder and a belief in a safety net to support those living on the margins. [1] This was especially important in an era when layoffs were not supplemented by benefits like workers compensation. Across rural America, there was fear associated with the various names for asylums: almshouses, county farms and infirmaries, poor farms, county homes, workhouses, and “the pogey.”

Traditional poor relief (after private charities and local churches were exhausted) fell to local government. This was called “outdoor relief” because the poor or destitute were helped where they lived. To contain costs, the sheriff might “warn out” (or throw out) potential pauper residents to discourage poor people from staying there. Officials often employed this method to keep immigrants, especially the Irish, from settling in their town.

If the family could not care for an indigent resident, a landowner might take that person in on the lowest bid for room and board.  By the 1820s, this informal arrangement was rapidly supplanted by an increasingly standardized system recognizing one place as a county poorhouse. The professionalization of these institutions focused on isolating each class of patient from what social reformers thought was the cause of their ailments or bad habits.  The system was intended to instill a culture of order on the disorder of their lives.  The enforced order would help cure the issues they faced. However, most residents used the farm only for periodic stays during times of unemployment and sickness.

In line with the rest of the nation, Indiana initiated its statewide system of county poor asylums.[2] In 1821, the state legislature approved Indiana’s first poorhouse in Knox County.  Following the national standards for poorhouse improvements, promoted in prescriptive literature, many counties built what were called “model homes” by the later nineteenth century.  These were modern buildings constructed to meet the current standards of that time. These asylums even provided libraries for residents to use in preparation for a changed life outside the asylum.[3]

Many rural almshouses were working farms, providing food for residents and a profit to the county government.  The Democrat newspaper of Huntington County praised its superintendent in 1871 for keeping the farm as an “almost self-sustaining . . . charitable institution.” Efficiency and thrift were valued far higher than any other management trait.[4]  These practices led to abuses of a very vulnerable group in society. To create a more orderly life for their residents, almshouses increased the level of isolation and separation in the homes.  This policy is reflected in the houses’ physical form as it changed during the 19th century.

The Democrat provided a brief glimpse into the Huntington County almshouse during February of 1871.  The paper listed 18 assorted inmates, but ten or twelve more typically resided there during the year.  Most residents were temporally admitted during sicknesses and job slowdowns.  Most poorhouses apparently hosted a few long-term residents and sometimes children were born there too.  The farm around the almshouse provided work for residents capable of manual labor.  One resident at the Huntington Almshouse was the full-time farm hand.  Others worked on the farm or in the almshouse kitchen.[5]

Between 1830 and 1900, four stages in almshouse design demonstrated a stronger commitment to scientific poor care.  The first stage involved converting a portion of a private house to accommodate paupers placed in the home owner’s care. The owners made no effort to separate the residents, and they were assigned farm work, as able, to help earn their keep.  The famous 1872 poem by Will Carleton “Over the Hill to the Poor House” was inspired by his experience at just such a home in Hillsdale, Michigan. The lack of family support, as well as old age temporarily landed elderly mothers in the poor house.[6]

In the second stage, the county purchased a farm to use for the care of the poor.  Other buildings might be constructed for dorm facilities for the majority of the residents.

The next stage was the first real attempt at building a custom facility for poor care.  The Steuben County Asylum, built in 1885, appears to match this third stage.  The strong center area indicates there was a public entrance with rooms for the County Superintendent of the Poor. There is room enough to separate men from women and to create the ordered environment that could be both helpful and oppressive.

The fourth stage is the full scale, scientifically approved poor house.  As can be seen in the illustration above this facility is a massive element in the landscape.  The very obvious three-part construction is easy to recognize.  Some of you will have seen buildings like this around rural Indiana. They seem out-of-place among local farms.  They may be marked by a road name such as Asylum Road or County Farm Road.  The well-used 1911 textbook, The Almshouse Construction, and Management (written in Indiana) noted that asylums must be near the center of the region they serve, allow for complete segregation of the sexes, provide an abundance of sunlight and fresh air, and be designed for convenient access for administrators to the whole house. [7]

They are designed to house men and women in completely separate wings with public space in a center section.  Usually, the County Superintendent of the Poor lived in the upstairs of the center section.  Larger homes had infirmaries for men and for women.  This feature became more common in the early 20th century as the almshouse became more of an old age home rather than a place of refuge from destitution.

When I first started researching this theme I interviewed staff at the Steuben County Asylum, which had been completely converted to a senior rest home.  The problem was that many elderly residents refused to consider living there out of the memory of what that building had once meant.[8]  Even in the 1980s, seniors related residency in the poorhouse with a loss of freedom and personal dignity.  The company managing the care facility failed to grasp the public memory of the County Asylum on that generation.  Ironically, the current generation of seniors (Baby Boomers) might laugh at residing in a former poorhouse perhaps as a way of poking fun at their elders’ fears.

County poorhouses should remain a visual reminder of the hazards inherent in reform efforts.  Even with good intentions, abuses of vulnerable people occurred.  The poorhouse had little to regulate it except mixed national ideals and local attitudes.  Torn between purposes of punishment and rescue, poorhouses failed to cure poverty.  The complexity of poverty caused reformers and politicians endless pains.  We might gain some comfort that citizens and politicians before us found poverty as difficult to manage as we do now.

Democracy for Some: Defining the Indiana Landscape through the Rectangular Survey System

A small group of men made their way through the thick southern Indiana forest dragging chains in their wake. Once in a while, they stopped to score a tree, plant a post, and record their progress. For those residents of the Indiana Territory who witnessed this bizarre parade in the fall of 1804, this group represented vastly different futures. For Thomas Jefferson and other leaders of the young United States, this group of men sent to survey the Indiana Territory represented the spread of democracy. For the indigenous people who first called this land home, the marks cut and burned into the trees represented the impending and permanent loss of that home. Despite their disparate perspectives, both would soon see the redefinition and reorganization of the landscape by the rectangular survey system.

After the American Revolutionary War and via the 1783 Treaty of Paris, the British surrendered their claim to the thirteen colonies and ceded a vast amount of western and southern territory to the young United States. In order to grow the republic and repay war debt, the new government needed a system of organizing this land for sale. In response to these needs, the Continental Congress created a committee chaired by Thomas Jefferson to create a system for surveying the new territory.

Jefferson passionately believed that the system had to make small plots of land available to the individual farmer (as opposed to large plots available only to the wealthy, to speculators, or to large companies) in order to spread democracy throughout the territory. In 1785, Jefferson wrote:

We have now lands enough to employ an infinite number of people in their cultivation. Cultivators of the earth are the most valuable citizens. They are the most vigorous, the most independent, the most virtuous, and they are tied to their country and wedded to it’s [sic] liberty and interests by the most lasting bands.

The committee’s answer was the Land Ordinance of 1784 which attempted to define and standardize surveying methods to create a grid of small plots of land across the territories. These surveyed squares could then be subdivided, numbered, and recorded for sale. In this manner, the landscape could be divided and sold to settlers unseen — that is, without the surveyor having to physically walk the entire area, mapping the land in the old system of metes and bounds (which used natural markers like trees and rivers to define property). This older system was time consuming, required the surveyor’s physical presence in a sometimes dangerous landscape, and often led to land disputes as natural markers were altered or disappeared. While the 1784 Ordinance did not become law, it did define the rectangular system and laid out the principles that would measure and divide the landscape into what it is today.

On May 20, 1785, Congress passed the Land Ordinance of 1785, a revised version of the 1784 plan which further described the system and codified a detailed survey plan which used mathematics and standardized chains for measuring. The ordinance stated that surveying would begin on the Ohio River, at a point that shall be found to be due north from the termination of a line which has been run as the southern boundary of the state of Pennsylvania.” According to historian Matthew Dennis, this rectangular survey system allowed the leaders of the young government to apply  their “nationalistic, scientific, and engineering mentality in transforming the continental landscape of North America, reconceptualizing its space, subduing and organizing it, and distributing it to white yeoman farmers in the interest of national expansion, and, they believed, democracy.”

The removal of the native tribes living in the territories was the first step of the survey process.  Both the proposed 1784 Land Ordinance and the adopted 1785 Land Ordinance called for American Indian removal. The United States government worked towards this end through both military action, economic pressure, and treaties in order to make space for white male settlers to farm the land. On July 13, 1787, Congress passed the Northwest Ordinance, an act which created the Northwest Territory (an area that would become the states of Ohio, Indiana, Illinois, Michigan, Wisconsin, and part of Minnesota) and provided a system for settling the area to create new states.

The U.S. government viewed conflict with indigenous populations in the area as the greatest obstacle to the expansion and settlement of white Americans in the territory. According to historian Eric Hemenway of the Little Traverse Bay Bands of Odawa Indians:

Between 1774 and 1794, Indian villages in New York, Pennsylvania, Indiana and Ohio were constantly attacked by the American army and militias. The Shawnee, Delaware, Iroquois, Miami, Odawa, Wyandot and Mingo saw unspeakable violence committed against their villages during this time period. Over 100 Indian villages were burned and destroyed, leaving an unknown number of civilian casualties.

The U.S. government applied military, economic, and diplomatic pressure on native peoples to cede land and create a peace, no matter how tenuous. The military pressure was applied by President George Washington’s assignment of General Anthony Wayne to battle a confederacy led by Miami, Shawnee, and Lenape (Delaware) chiefs. After suffering major losses at the 1794 Battle of Fallen Timbers, many tribes living in the Northwest Territory were resigned to settling for peace. This resulted in the 1795 Treaty of Greenville, in which some tribal leaders ceded large sections of land in Ohio and Indiana to the United States and opened much of the area to white settlement. Many Wyandot, Delaware, Shawnee, Ottawa, Miami, Eel River, Wea, Chippewa, Potawatomi, Kickapoo, Piankashaw, and Kaskaskia lost large portions of their homeland. Still other native leaders resisted and contested this and subsequent treaties, and would later fight to regain their land under the leadership of Tecumseh and Tenskwatawa.

While the U.S. government offered payment in goods for signing the treaty, some Native Americans became dependent on these annuities as the land on which they made their living was taken from them. In some cases, they fell into debt and lost even more land as a result. This situation was often exploited by the United States government. For example, in 1803, President Thomas Jefferson wrote William Henry Harrison:

We shall push our trading houses, and be glad to see the good and influential individuals among [Great Lakes Indians] run in debt, because we observe that when these debts get beyond what the individuals can pay, they become willing to lop them off by a cession of lands.

After the Treaty of Greenville provided prospective colonists the security of peaceful settlement, Congress passed the Land Act of 1796. This legislation provided for the sale of land in the Northwest Territory. It reiterated that surveys would be conducted in areas “in which the titles of the Indian tribes have been extinguished.” It also appointed a Surveyor General directed to employ deputy surveyors.

General Rufus Putnam, a Revolutionary War veteran and an organizer of the Ohio Company, became the country’s first Surveyor General in 1796. Jefferson, however, became unhappy with Putnam’s irregular results and soon began to seek a more mathematically minded candidate who could factor in the curvature of the earth among other issues. Jared Mansfield (1759-1830) came to the attention of President Jefferson in 1801 upon the publication of his book Essays, Mathematical and Physical, one of the earliest works of original mathematics by an American. On May 21, 1803, Jefferson wrote to Mansfield, and conveyed his disappointment with Putnam for errors in “laying off the townships, not having been able to run parallel East & West Lines.” Jefferson expressed his confidence in Mansfield: “I am happy in possessing satisfactory proof of your being entirely master of this subject, and therefore in proposing to you to undertake the office.” Mansfield began his work as Surveyor General in the fall of 1803 as Congress and other U.S. government officials worked to open up the territories to settlement.

The land which would become Indiana was difficult to survey because much of it had yet to be acquired through treaty. The Vincennes Tract, an area ceded by local tribal authorities to French settlers in 1742, provided another unique obstacle. This area ran along the Wabash River and thus had been surveyed at an angle, and French settlers acquired titles to the land based upon this survey. Since 1787, the inhabitants of the Vincennes Tract regularly petitioned Congress to validate their titles. In May 1802, Congress determined that the territory should be surveyed by the rectangular method except where it had been previously surveyed. In other words, the Vincennes Tract would sit like an oddly angled puzzle piece within the rest of the rectangular pieces. The lines forming the rectangles would stop at the edge of the Vincennes Tract and then continue after it on all sides. According to survey historian Bill Hubbard, since the purpose of the rectangular survey was to organize the land for sale, there was no need to resurvey the tract.

Meanwhile, in March 1803, Ohio attained statehood, which left the rest of the former Northwest Territory as the Indiana Territory. Congress wanted the Indiana Territory surveyed in full in preparation for American colonization. In June 1803, the Vincennes Tract’s boundaries were confirmed through Indian treaties and the edges surveyed. Surveying the Indiana Territory around the irregular tract became Mansfield’s first challenge as Surveyor General. U.S. government officials assumed it was a matter of time before the rest of the territory would be acquired from the Native Americans, and thus Mansfield needed to develop a technique for surveying this vast landscape that did not include the time-consuming and even dangerous physical trek through the entire landscape measuring with steps and chains. Instead, he determined that he could create a meridian and a baseline ran off the corners of the Vincennes Tract which would be the foundation of a grid made up of six-mile by six mile square plots of land called townships.

Mansfield planned a baseline that would start at the southwestern corner of the Vincennes Tract and run east-west to the edge of the territory and a meridian which ran from the southeastern edge of the tract north through the territory. The north-south line was called the Second Principal Meridian and coincides with 86° 28’ west longitude. The base line coincides with 38° 28’ 20” north latitude and became known locally as Buckingham’s Base Line. From the intersection of these lines, survey lines could be calculated every six miles in all four directions to create the grid of townships. Each township could then be further divided into one mile squares creating thirty-six sections of land. Each section contained 640 acres of land which could then be divided further in half, quarter, half-quarter, and quarter-quarter sections as needed. These plots would then be numbered and sold to settlers without the surveyor hiking the entire territory, the running of the two lines being the only physical surveying needed.

While Mansfield mathematically planned the baseline which would serve as a foundational line for the survey of the Indiana Territory, someone still had to mark the line into the landscape and take measurements. That task fell to a small crew led by deputy surveyor Ebenezer Buckingham, Jr., and he would long be remembered for his efforts. Originally from Connecticut, Buckingham migrated to Ohio in 1796 and began work as a farmhand for General Putnam. He assisted Putnum on survey trips in several Ohio counties, and in 1799, Putnam swore in Buckingham as a deputy surveyor.

In 1804, Mansfield appointed Ebenezer Buckingham to lead a crew to run the base line. They began at a point on the south-side of the Vincennes Tract and ran a line east for 67.5 miles, marking off miles and half-miles on trees. Buckingham and crew then went to the southeast corner of the Vincennes Tract and ran a line due north until they reached the baseline. When they intersected the baseline, they marked the initial point. Then, they marked section corners and half-section corners until they reached the east end of the Vincennes Tract again. They packed up for the winter and returned the next season to finish extending the baseline east twelve miles and the meridian north in September 1805. The placement of the baseline and meridian in these locations allowed Buckingham and his crew to lay the foundations for the survey system and include the Vincennes Tract in it, all without encroaching on lands that still belonged to Native Americans. After this, the townships could be numbered and the land further divided. The township numbers would be increased east and west away from the Principal Meridian and be numbered away from the Baseline north and south, starting at the Initial Point where the two lines crossed.

Because the rectangular survey clearly mapped the land, organized, and numbered it, settlers knew that any land they purchased had a secure title. This was not true in states not mapped in such a standardized way.  For example, in Kentucky, the same land was sometimes surveyed multiple times in different ways giving rise to title disputes. For example, in 1808, a carpenter and cabinet maker named Thomas Lincoln purchased a farm near Nolin Creek, Kentucky. The following year, in the cabin that Thomas built on his land, his son Abraham Lincoln was born. The family soon moved to another farm, along Knob Creek for which Thomas paid cash years later in 1815. However, the titles of both his farms were challenged by competing claimants. According to Abraham Lincoln biographer William E. Gienapp, because Thomas did not have the resources to fight a possibly extensive court battle, “he simply sold out at a loss and in December 1816 moved to Indiana, where the federal government had surveyed the land.” Thus, the survey system played no small role in bringing the studious young man who would become the sixteenth President of the United States to Indiana.

The legacy of the survey system still defines how Hoosiers interact with the landscape today and is seen in our counties, townships, and the quilted pattern of Indiana farmland. In fact, much of the country is organized by this system. According to historian Michael P. Conzen, “Except for the original 13 colonies, Texas, and some western mountainous areas, most of the country is parceled out on the township and range system.” The methods perfected by Mansfield and executed by men like Buckingham were applied throughout the vast landscape of the United States to the benefit of some and the anguish of others. In 2018, IHB will place a state historical marker for Buckingham’s Base Line in Dubois County at one point of the line, literally inserting the story of this complex landscape back into the landscape itself – a reminder that as Hoosiers we share both the legacy of those industrious settlers who arrived following a dream of a better life in a bright new democracy and the legacy of those native peoples who were harmed to make that dream a reality.

Indiana is, and always has been, an agricultural state. Nearly 50% of men were listed as farmers on the 1850 census and nearly thirteen million acres of farmland stretched across the Hoosier state. In order to foster the advancement of agricultural techniques, Governor Joseph Wright urged the Indiana General Assembly to establish the State Board of Agriculture, which it did in 1852. “An Act for the Encouragement of Agriculture” was approved on February 17, 1852 and read, in part:

“Be It Enacted by the General Assembly of the State of Indiana…that it shall be the duty [of the societies formed under the provisions of this act] to offer and award premiums for the improvement of soils, tillage, crops, manures, improvements, stock, articles of domestic industry, and such other articles, productions and improvements, as they may deem proper…”

In order to “offer and award premiums,” the board needed to establish somewhere for farmers across the state to gather and display both their skills and the products of their skills. To this end, the first Indiana State Fair was held from October 20 to October 22, 1852. While the fair was established for the advancement of agriculture, many other attractions have graced state fair bulletins in the 165 years since that first state fair. Here, we explore just a few.

Velocipedestrianism

In 1869, one of the attractions found on the fairgrounds was “Velocipedestrianism.” A velocipede is any human-powered vehicle with wheels. Today, we might call them bicycles, though there were velocipedes with anywhere from one to five wheels. Early forms required the rider to propel the vehicle with their feet, but in the 1860s pedals were added, making them faster. There were nine entries in the “Mile Trial” at the 1869 state fair. The winner, W.V. Hoddy of Terre Haute, finished in 8 minutes, 45 seconds and took home a $50 premium for his efforts. There was also a competition for the “Most Artistic Management of [a] Velocipede” which only had three entries. Unfortunately, there is no mention of what made Willie Domm’s management of his velocipede so exceedingly artistic.

Mr. McGowan’s High Diving Horses

“Mr. E. J. McGowan was present and presented a bill for extra expense in connection with the diving horses contract.” This is the only hint found in the State Board of Agriculture Report of one spectacle which occurred at the 1904 Indiana State Fair: high diving horses. Newspapers give the story a bit more color; local business man Hugh McGowan bought two horses, named King and Queen, who had been trained to dive from a forty-five foot platform into a pool of water.

According to one article, “the method of training the animals was unique. When sucking colts, each was placed on a bluff overlooking a pond, on the other side of which were placed their mothers. At dining times, they were glad enough to make the leap and they have had to keep up the practice ever since.” The horses were a regular attraction at Fairview Park in Indianapolis as early as 1901 and were still doing regular dives as late at 1907.

Ruth Law: “Lady Aviator”


Newspapers announced the arrival of Ruth Law, an early American aviator, for the 1915 state fair with headlines like “Ruth Law, Lawless Skimmer of the Sky.” Most articles concentrated on her gender, noting that “she is just an ambitious, darling, feminine little slip . . . ” Unarguably ambitious, Law was one of only two female pilots in 1915 and had earned her flying certificate less than ten years after the Wright brother’s famed first flight. In fact, she bought her first biplane from Orville Wright himself. At the 1915 fair, she put on a grand show, performing “loop-to-loops,” daring dives, and buzzing the audience. She brought with her George Mayland, the “miraculous human fly,” who would accompany her on her flights to jump from the plane at a height of 2,000 feet and float to the ground on a parachute, to the amazement of the crowd. Law went on to break several flying records in her career, challenging gender stereotypes and encouraging a new generation of women to take to the skies.

“Better” Babies for Indiana

The state fair of the 1920s facilitated the Better Babies Contest, overseen by the Board of Health and managed by Dr. Ada Schweitzer. These were not the baby contests of today, where babies are judged on their personalities and appearance. Rather, they were meticulously scored based on health and hygiene criteria. In her 2007 article “’We Cannot Make a Silk Purse Out of a Sow’s Ear’ Eugenics in the Heartland,” Alexandra Minna Stern described the contests:

“Before the event, infants were separated into groups based on age (12-24 months or 24-36 months), sex, and place of residence. Those categorized as city babies lived in places with 10,000 inhabitants or more, and those remaining were rural entrants. Once their children were registered, parents-usually mothers-came to the contest building at a designated time. As the mothers entered the building they handed their enrollment form to an attendant, who recorded their names. Then the baby was whisked to the next booth, where its overall health history was taken by a nurse. Mental tests designed for each age group followed, as psychologists observed if infants could stand, walk, speak, how they manipulated blocks and balls, and responded to questions such as “How does the doggie do?” and “Who is the baby in the mirror?” Mental tests completed, the babies were then undressed and their clothes placed in a paper bag and tagged. Identically robed in shaker flannel togas, each toddler was now weighed and measured. From here the baby was examined by an optometrist, a pediatrician, and an otolaryngologist, then weighed and measured a second time, and lastly, presented with a bronze medal on a blue ribbon, courtesy of the Indianapolis News.”

The scoring was scrupulous; each baby began the process with 1000 points and along the way, points were deducted for “physical defects” such as scaly skin, delayed teething, and abnormal ear size. Awards were given to those babies who scored the highest. Most “best babies” scored over 990. The highest score ever given was to Alma Louise Strohmeyer in 1923; she scored a whopping 999.92813.

On the surface, Dr. Schweitzer and the Indiana State Board of Health had admirable goals: to “lower infant and maternal death rates and to convince Indianans of the importance of scientific motherhood and child rearing.” However, underlying implications are less admirable. Through these contests, Dr. Schweitzer hoped to “breed” a new, better generation of Hoosiers. Many of her ideas came directly from the eugenics movement, which was popular across America in the early 20th century. The exclusion of African American and immigrant babies from the contests endorsed the widespread nativist and xenophobic ideas of the time. The assumption that socioeconomic standing was determined by genetics, and not environment, was central to sterilization laws implemented in the state. While Better Baby Contests ended in 1933, the eugenics movement persisted in the state for decades; Indiana’s last compulsory sterilization law was not repealed until 1974.
