Like a lot of people, the historians at IHB are working from home. We’re feeling very lucky to be healthy and employed, as we know not everyone is so fortunate. As usual, we’re trying to find historical stories that will be of interest, and hopefully useful, to our fellow Hoosiers in these strange times in which we find ourselves.
Since Hoosiers across the state are stuck at home, let’s try some new things in the garden. And who better to look to for advice than the generations of Hoosiers who came before us? So let’s see what we can do with just a few supplies and perhaps an order of heirloom seeds. You can find heirloom seeds from small companies like Baker Creek Heirloom Seeds that are attempting to keep rare seeds with long histories in circulation. They’re closed until Monday, March 23 to make sure they’re completely disinfected and their employees are healthy. That gives us time to look through historical newspapers for gardening wisdom from experts in the past. A great resource is the early-20th century column titled, “Of Interest to the Farmers and Gardeners” in the Indianapolis News. It’s so packed full of advice, it’s hard to know where to begin. So here are just a few ideas from March articles about early spring planting.
Hotbeds and Cold Frames
A March 1909 Indianapolis News column warned:
The amateur gardener who wants to keep abreast of his neighbors when warm weather comes had better prepare his hotbed of boxes at once.
Well, okay then. The March 19, 1910 Indianapolis News explained the advantages of both hot beds and cold frames and how they work. Checking the information against a recent article on the subject from the Department of Horticulture and Landscape Architecture of the Purdue University Extension, the historical paper’s advice really holds up.
Hotbeds and cold frames are built the same: a frame set into the ground with a glass panel to cover the plants. While there is a lot of advice about how to tweak each design, the heat source is the only real difference. These instructions from Purdue University give all the necessary details. But they’re both ways to get a jump on the growing season in the spring or extend it in the fall.
As the 1910 Indianapolis News explained, the hotbed is supplied with heat, usually from fermenting manure, but there are other options (see the sweet pea section below). The News suggested placing the bed not in the garden, but by a path or building “where it can receive attention without interfering with other work.” The 1910 columnist stated that it should always face south with the south side of a building or hedge providing protection. The hotbed should be started in March if growing tomatoes and cabbages, so they are ready to plant in the garden in April. If the night gets really cold, cover the glass panel with “board shutters, straw mats, or mats of burlap or carpet,” and if it gets too hot in the day, raise the panels to ventilate the plants. The News advised, “Hotbeds should be watered in the morning only and then only on bright days.” This avoids losing heated air by opening the panel too often, lowering the temperature too much, or making the soil too damp.
The same Indianapolis News article also explained:
Cold frames are devices intended to protect plants from cold, without forcing them to growth. They differ from hotbeds in that no artificial means of heating are employed.
Likewise, the Purdue Extension explains that plants grow slower in cold frames, which is great for lettuce and spinach. The Old Farmer’s Almanac recommends cold frames for greens as well as radishes, scallions, kale, and endive. They also have a step by step guide to building a cold frame.
Starting Seeds Indoors
Of course, not everyone has the resources to build frames. The March 27, 1909 Indianapolis News has advice for simpler starts as well:
The simpler method of raising plants to be set out after danger of frost is over is to sow seed in boxes or pots to be kept indoors. The boxes should have holes for drainage in the bottom, but should not be so open as to let the soil dry.
I use the plastic flats from my previous year garden store purchases. Right now my kitchen table is covered and I have native wildflowers just starting to sprout. They’re doing much better this year than the ones I started last year because I carefully mixed peat, potting soil, and pearlite and have misted them regularly. The News recommended a light mix like this for the top soil when planting in boxes but noted that regular garden soil would be fine beneath that. The 1909 gardener advised small seeds be sown over the surface and gently pressed down while “coarse seeds” needed to be dropped into little holes and covered. Water both immediately after planting and set boxes where they will get indirect sunlight, not harsh rays. And finally, the Indianapolis News gave some advice on a flower you can start right in the garden this month.
Sowing Sweet Pea Seeds
Annual sweet peas have a wonderful, unforgettable scent. The perennial version has no scent and can be invasive, so choose wisely. Try heirloom varieties like the 1896 “America” or the ca. 1901 “Old Spice.” Sweet peas like cold weather, so they’re a great plant to start in the early spring. In March 1911, the Indianapolis News gave the perfect recipe for rich soil to grow this delicate flower. The newspaper’s advice for a “rich and deep” soil that would create “plenty of blooms of good substance” was to add “plenty of well-rotted manure.” Of course, those of us without access to manure (or without the desire to have access) can use rotted grass clippings , leaves, vegetable kitchen scraps, coffee grounds, or a mix of these items. The Farmer’s Almanac gives a rundown of the benefits of each mix and its own tips for growing sweet peas.
The 1911 Indianapolis News recommended you sow seeds directly outdoors (as opposed to starting indoors) while weather is still cold between mid-March and mid-April. The article continued:
Make a trench or furrow about six inches deep, in the bottom of which sow the seed thickly. Cover the seed with about an inch of soil, pressing it down firmly. As soon as they are above ground, thin out to two or four inches apart; when planted too close they do not attain their full development. As soon as the plants are above the trench the balance of the soil may be filled in.
Before they mature, add stakes with wire netting or even branches, that are at least four feet high. Adding mulch at the start of the summer will help them get through the hot weather.

The history of the traditionally Irish-Catholic University of Notre Dame located in South Bend, Indiana, has paralleled the larger story of Catholic immigrants making their way in the United States. Starting as a persecuted minority, Irish Catholics integrated into the fabric of the American tapestry over the twentieth century.  The challenges and threats posed to Notre Dame in the 1920s, mirrored those periling Indiana, the United States, and in many ways, democracy. As Americans reacted to shifts in U.S. demographics brought by immigration and urbanization, those threats to equality and justice included rising nationalism, animosity toward Jews and Catholics, discrimination against immigrants and refugees, and even violence against those not considered “100% American.” No group represented these prejudices as completely as the Ku Klux Klan. While the Klan had gained political power and legitimacy in Indiana by the early 1920s, it had yet to find a foothold in South Bend or larger St. Joseph County. The Klan was determined to change that. 
University of Notre Dame leaders and officials understood that the only way to combat the xenophobia and anti-Catholicism of the Ku Klux Klan, while maintaining the school’s integrity, was to not play the Klan’s game. So the school chose another – football. During the 1920s, renowned coach Knute Rockne led Notre Dame’s football team to greatness. But these athletes fought for more than trophies. They played for the respect of a country poisoned by the bigoted, anti-Catholic rhetoric of the Klan. They played to give pride to thousands of Catholics enduring mistreatment and discrimination as the Klan rose to political power.
By 1923, the young scholars writing for the Notre Dame Daily, the student newspaper, expressed concern over the rise of the Klan. Several students had also given speeches on “the Klan” and “Americanism.” The Klan’s use of patriotic imagery particularly bothered the young scholars. In one Notre Dame Dailyop-ed, for example, the writer condemned the Klan’s appropriation of the American flag in its propaganda while simultaneously “placing limitations upon the equality, the liberty, and the opportunity for which it has always stood.” 
This was not only a philosophical stand. For the students of predominately Catholic and of Irish immigrant origin, the Ku Klux Klan posed a real threat to their futures. The Indiana Klan was openly encouraging discrimination against immigrants, especially Catholics. The hate-filled rhetoric they spewed through their newspaper, the Fiery Cross, as well as speeches and parades, created an atmosphere of fear and danger for Hoosiers of the Catholic faith or immigrant origin. The Klan encouraged their membership not to do business with immigrants, worked to close Catholic schools, and most destructively, elected officials sympathetic to their racist position and lobbied them to impose immigration quotas. [Learn more about the Klan’s influence on immigration policy here.] While the 1920s Klan was a hate group, it was not an extremist group. That is, its xenophobia, racism, anti-Catholicism, and antisemitism were the prevailing views of many white, Protestant, American-born Midwesterners. In other words, the students of Notre Dame had to worry about facing such prejudice whenever they left campus – even for a football game. 
By 1923, Notre Dame football had made great strides towards becoming one of the most prestigious athletic programs in the country. University President Father Matthew Walsh had recently added Princeton to the team’s schedule and moved the Army game to New York [from West Point] where many more Notre Dame alumni could attend. Father Walsh also hoped that the large number of Irish Catholic New Yorkers would make the team their own. These were also significant strides towards creating enough revenue to build a legitimate football stadium at Notre Dame, thus attracting more opponents from more prestigious teams. More importantly, the team was almost unstoppable. 
By the time they met Army in October 1923, the Notre Dame players were in peak physical condition and coming off of several Midwestern wins. They quickly wore out Army’s defense, winning 13-0 in front of 30,000 people.  Notre Dame’s gridiron battle with Princeton on the Ivy League team’s home turf was even more important. According to Notre Dame football historian Murray Sperber:
The game allowed the Fighting Irish* to symbolically battle their most entrenched antagonists, the Protestant Yankees, embodied by snooty Princeton . . . A large part of Notre Dame’s subsequent football fame, and the fervent support of huge numbers of middle class and poor Catholics for the Fighting Irish, resulted from these clashes with – and triumphs over – opponents claiming superiority in class and wealth. 
On October 20, the Irish beat the Princeton Tigers handily, 17-0, as Notre Dame students back home watched on the Gridgraph and celebrated in town. [More on “Football Game Watches” here.] The returning players were greeted by their fellow students with a celebration around a blazing bonfire. The students cheered, a band played and speakers, including President Walsh and an Indiana senator Robert Proctor extolled the team. 
Notre Dame continued their winning streak, beating Georgia Tech 35-7 and Purdue 34-7 over the following two weeks.  On November 10, the Irish faced the University of Nebraska Cornhuskers. Unfortunately, the Nebraska team attracted a group of “rabidly anti-Catholic Lincoln fans.”  In fact, the Daily Nebraskan, in trying to stir up Cornhusker fans before the big game, wrote that there was a rising “loyalty to Nebraska which bodes ill for the conquering ‘Micks’ from the Hoosier State.” Mick was a derogatory term for an Irishman. The Nebraska newspaper concluded: “LET’S SETTLE THE IRISH QUESTION!”
Nebraska crushed Notre Dame 14-7. After this game, the Irish would go on to beat Butler University, Carnegie Melon, and University of St. Louis. The Nebraska game proved not only to be Notre Dame’s only loss of the season, but a mortifying experience for the players who were subjected to bigoted vitriol from some Nebraska fans. In an editorial in the Notre Dame Daily, a student newspaperman wrote about the game and especially the fan reaction. He wrote that when the “whistle blew in far-off Nebraka,” the eleven players on the field couldn’t believe what had happened: The undefeated Irish had lost to the Cornhuskers. In the Notre Dame gym there was silence. He wrote, “Little lights stopped flickering on the Gridgraph” and “two thousand hearts near burst.” The worst part for the players was not the loss, but the jibes from the stands. The editorial concluded:
But, beaten and bruised, stung even by the insults of your hosts, you came off that field with more glory in defeat than many another team has found in victory. 
To their credit, Nebraska students, coaches, and administrators condemned the anti-Catholic behavior and issued public and sincere apologies. Nebraska football coach and athletic director Fred T. Dawson wrote the Notre Dame Daily editor: “We are all mortified indeed to learn that the members of the Notre Dame team felt that Nebraska was lacking in the courtesies usually extended to the visiting teams.” Dawson assured the South Bend students that the “many people” heard making “remarks to the Notre Dame team as it withdrew from the field” were in no way connected to the university. He concluded, “our student body and alumni had nothing in their hearts but friendship for Notre Dame.”  The Notre Dame Daily graciously accepted Nebraska’s explanation and apology.  They had bigger problems at home.
By the spring of 1924, the Klan was thoroughly integrated into Indiana communities and politics. South Bend was an exception. In addition to the Irish Catholic students at the university, St. Joseph County had become home to a large number of Catholic immigrants born in Hungary and Poland. Notre Dame historian Robert E. Burns explained that to the Klan, South Bend was their “biggest unsolved problem.”  Klan leader D.C. Stephenson worked to change that, sending in Klan speakers and increasing anti-Catholic propaganda in the widely-circulated Fiery Cross newspaper. He created a plan that was a sort of two-sided coin. On one side, he attempted to legitimize and normalize the hate organization through philanthropic actions and grow its power through politics and law enforcement groups. On the other side, he worked to demonize minority groups such as immigrants and Catholics. 
He did not have to work very hard. Burns explained:
The Klan did not invent anti-Catholicism . . . Throughout the nineteenth century anti-Catholicism had been both endemic and respectable in American society. Protestant ministers inspired their congregations with it, and politicians captured votes by employing it. 
The Klan successfully used anti-Catholicism as a driving principle because Hoosiers already accepted it. Stephenson hoped that a large Klan rally in South Bend would be the match that lit the powder keg of prejudice. If he could bait a reaction from Notre Dame’s Catholic students and St. Joseph County’s Catholic residents, he could paint them as violent, lawless, un-American immigrants in contrast to his peaceably assembled 100% American Klansmen. This might convince Hoosiers to vote for Klan members or Klan-friendly candidates. On May 17, 1924, just three days before the Indiana Republican Convention, the Ku Klux Klan would hold a mass meeting for its Indiana, Michigan, and Illinois members in South Bend. 
Fearful for the safety of their students and local residents, Notre Dame and South Bend officials worked to stop a potentially violent incident. South Bend Mayor Eli Seebirt refused to grant the Klan a parade permit, although he could not stop their peaceful assembly on public grounds. President Walsh issued a bulletin imploring students to stay on campus and ignore the Klan activities in town. He wrote:
Similar attempts of the Klan to flaunt its strength have resulted in riotous situations, sometimes in the loss of life. However aggravating the appearance of the Klan may be, remember that lawlessness begets lawlessness. Young blood and thoughtlessness may consider it a duty to show what a real American thinks of the Klan. There is only one duty that presents itself to Notre Dame men, under the circumstances, and that is to ignore whatever demonstration may take place today. 
Father Walsh was right. “Young blood” could not abide the humiliation of this anti-Catholic hate group taking over the town. The Fiery Cross had hurled insults and false accusations at the students. The propaganda newspaper called them “hoodlums,” claimed that Notre Dame produced “nothing of value,” and blamed students for crime in the area. As Klan members began arriving in the city on May 17, 1924, South Bend was ready to oppose them.
The South Bend Tribune reported:
Trouble started early in the day when klansmen in full regalia of hoods, masks and robes appeared on street corners in the business section, ostensibly to direct their brethren to the meeting ground, Island park, and giving South Bend its first glimpse of klansmen in uniform. 
Not long after Klan members began arriving, “automobiles crowded with young men, many of whom are said to have been Notre Dame students” surrounded the masked intruders. The anti-Klan South Bend residents and students tore off several masks and robes, exposing the identities of “kluxers” who wished to spread their hate anonymously. The Tribune reported that some Klan members were “roughly handled.” The newspaper also reported that the anti-Klan force showed evidence of organization. They formed a “flying column” that moved in unison “from corner to corner, wherever a white robe appeared.” By 11:30 a.m. students and residents of South Bend had purged the business district of any sign of the Klan. 
Meanwhile, Klan leaders continued to lobby city officials for permission to parade, hold meetings in their downtown headquarters, and assemble en masse at Island Park. Just after noon, the group determined to protect South Bend turned their attention to Klan headquarters. This home base was the third floor of a building identifiable by the “fiery cross” made of red light bulbs. The students and South Bend residents surrounded the building and stopped cars of arriving Klansmen. Again, the Tribune reported that some were “roughly handled.” The anti-Klan crowd focused on removing the glowing red symbol of hate. Several young men “hurled potatoes” at the building, breaking several windows and smashing the light bulbs on the electric cross. The young men then stormed up the stairs to the Klan den and were stopped by minister and Klan leader Reverend J.H. Horton with a revolver. 
The students attempted to convince Klan members to agree not to parade in masks or with weapons. While convincing all parties to ditch the costumes wasn’t easy, they did eventually negotiate a truce. By 3:30 p.m., “five hundred students and others unsympathetic with the klan” had left the headquarters and rallied at a local pool hall. Here, a student leader spoke to the crowd and urged them to remain peaceful but on vigilant standby in case they were needed by the local police to break up the parade. After all, despite Klan threats, the city never issued a parade license. The plan was to reconvene at 6:30 p.m. at a bridge, preventing the Klan members from entering the parade grounds. In the end, no parade was held. Stephenson blamed the heavy rain for the cancellation in order to save face with his followers, but the actual reason was more sinister. 
Stephenson knew that he had been handed the ideal fuel for his propaganda machine. Using a combination of half truths and blatant lies, he could present an image of Notre Dame students as a “reckless, fight-loving gang of hoodlums.”  The story that Stephenson crafted for the press was one where law-abiding Protestant citizens were denied their constitutional right to peacefully assemble and were then violently attacked by gangs of Catholic students and immigrant hooligans working together. They claimed that the students ripped up American flags and attacked women and children.  The story picked up traction and was widely reported in various forms. In the eyes of many outsiders, Notre Dame’s reputation was tarnished. Unfortunately, they would have to survive one more run-in with the Klan before they could begin to repair it. 
The press they garnered from the clash in South Bend had been just what Stephenson ordered. He figured one more incident, just before the opening of the Indiana Republican Convention, would convince stakeholders of the importance of electing Klan candidates in the face of this Catholic “threat.” Local Klan leaders just wanted revenge for the embarrassing episode.  Only two days later, on Monday, May 19, the Klan set a trap for Notre Dame students. Around 7:00 p.m. the lighted cross at Klan headquarters was turned back on and students began hearing rumors of an amassing of Klan members in downtown South Bend. The South Bend Tribune reported, “Approximately 500 persons, said to have been mostly Notre Dame students, opposed to the klan . . . started a march south toward the klan headquarters.”  Meanwhile, Klan members armed with clubs and stones spread out and waited. When the students arrived just after 9:00 p.m., the Klan ambushed them. The police tried to break up the scene, but added to the violence. By the time university leadership arrived around 10:00 p.m., they met several protesters with minor injuries. The students were regrouping and planning their next move; more violence seemed imminent. Climbing on top of a Civil War monument, and speaking over the din, Father Walsh somehow convinced the Notre Dame men to return to campus. The only major injury sustained was to the university’s reputation. 
Some secondary sources have claimed that it was the Notre Dame football team that led the flying columns and threw the potatoes that broke the lit-up cross. These sources claim that that the football team were leaders in these violent incidences.  While it is possible that the players were present at the events, no primary sources confirm this tale or even mention the players. It’s a good story, but likely just that.
But there is a better story here. It’s the story of how the 1924 Notre Dame football team stood tall before a country tainted by prejudice as model Catholics and American citizens of immigrant heritage. It’s the story of how they polished and restored the prestige and honor of their university. It’s the story of how one team established the legacy of Notre Dame football and fought their way to the Rose Bowl.

Based on first-hand descriptions in the article, its clear that the South Bend Tribune reporter was on the scene during the May 17 event. Thus, this article proves the most reliable of the many that ran in newspapers throughout the country. The Tribune‘s report, unlike many later reports in other papers, was untainted by subsequent Klan propaganda. Thus the descriptions of the event in this post are drawn from this article only, though others were consulted.

 In his 2004 book Notre Dame vs. the Klan, Todd Tucker tells a fictionalized version of the May 17 incident using a composite student character. [Tucker named this fictional character named Bill Foohey after an actual Notre Dame student who appeared in a photograph wearing one of the confiscated Klan robes, but left no further record of his involvement]. In Tucker’s version of the incident, Notre Dame quarterback Harry Stuhldreher threw a potato in a “perfect arc” to hit the “lone red bulb” remaining in the cross at Klan headquarters. Stuhldreher hit it and the crowd cheered like it was a football game. Tucker wrote in his author’s note at the beginning of the book that he had “taken a great liberty” in the creation of Foohey and that he had “extrapolated historical events to bring out the drama of the situation.” However, several other sources have now repeated Tucker’s version as factual as opposed to fictionalized. The only effort I ever made was to state on divers[e] occasions that I was not a member of the Klan.

Late in Ralston’s career as a Democratic politician in the 1920s, his party had to take a stand on the issue of the Ku Klux Klan‘s political influence. Would Democrats in Indiana and the country cater to the secret organization for their vote or disavow them as counter to the very principles of democracy? With individual exceptions, the party chose the later, albeit feebly, inserting an anti-Klan plank in their platform at the state and national level, without calling out the organization by name.
When questioned, Ralston consistently and repeatedly denied any affiliation with the Klan. Nonetheless, modern secondary sources continue to link his name with Klan influence, especially in relation to his 1922 U.S. Senate race. However, these sources charge Ralston with the wrong transgression. If Ralston was guilty of anything, it was not for being a Klan member or seeking Klan political support. Rather, he attempted to remain neutral when the Klan threat to immigrant, Catholic, Jewish, and African American Hoosiers demanded clear and bold moral action. This issue from his later career is worth examining in a more nuanced manner as we prepare to dedicate a new state historical marker to his earlier legacy as governor of Indiana.
Ralston the Governor
Samuel M. Ralston could be classified among the more progressive of the candidates who swept the 1912 state elections. Such a political leaning helped him defeat Progressive Party nominee Albert J. Beveridge, his closest gubernatorial challenger. The Progressive Party, or Bull Moose, were a third party of Republicans led by ex-President Theodore Roosevelt who challenged the political status quo. GOP gubernatorial nominee and former Governor Winfield T. Durbin came in third in the 1912 election.
Once in office, Ralston worked for many of the reforms advocated by the Progressive Party, albeit at a moderate pace that did not rock the Democratic Party boat. According to historian Suellen M. Hoy, Ralston’s publicly-declared progressive measures included: women’s suffrage, workmen’s compensation, better roads, improved vocational education, more humane prison conditions, and a child labor law, among other issues.
His concern for the average Hoosier’s welfare was evidenced in his advocacy for the creation of a public utilities act, which redefined utilities as being both publicly and privately owned and thus rightly regulated by citizens through their government agencies. His concern was also apparent in his swift and unrelenting action in organizing emergency relief in response to the Great Flood of 1913. Later that same year, he personally helped negotiate a resolution to a strike organized by streetcar workers that had turned violent.
Klan Allegations in Historical Sources
However, Ralston’s progressive legacy has been overshadowed by his alleged association with the Ku Klux Klan during his 1922 United States Senate campaign. This taint on his legacy seems to stem in part from an oft-quoted sentence from David M. Chalmers’ 1965 work Hooded Americanism. Chalmers wrote about the 1922 election:
The Klan’s most notable effort was its role in sending Samuel M. Ralston, to the Senate.
Chalmers’ source for this claim is a talk Ralston gave at St. Mary of the Woods, a Catholic women’s college in Terre Haute. In his address, the candidate spoke in part about “the importance of religious liberty and the separation of Church and State.” It is important to remember that in 1920, Indiana’s African American population was less than 3% of the total. Much of the Indiana Klan’s rhetoric and actions were directed to the more sizable Catholic populations. In reaction to this speech, Chalmers wrote that “the Klan was delighted.” Chalmers continued: “Here was a man who was not afraid to tell the papists off to their very face.” Chalmers argued for his interpretation, “Backed by the Klan . . . Ralston won.”
Chalmers is correct that the Klan endorsed Ralston’s candidacy. However, their support came not from Ralston’s actions, but his inaction, or neutrality, on the Klan issue. Retrospectively, this was not an admirable position. However, Chalmers overemphasizes any direct connection between the senator and the Klan.
The Klan in Context
The Klan was politically active in Indiana by the 1920s. Infamous Klan leader D. C. Stephenson claimed to have some measure of control of the votes of 380,000 Klansmen. He explained that his followers would receive sample ballots with a Klan-approved choice marked for both political parties – a Democrat and a Republican candidate favorable to, or at least not opposed to, the Klan. Eventually, Stephenson released the names of several prominent Indiana politicians who were Klansmen, including the Governor Ed Jackson and Mayor John L. Duvall of Indianapolis.
However, as historian Joseph M. White argues, the Klan’s “actual political power should not be overdrawn.” According to White, while the Klan had “a high level of influence” on Indiana politics, it never achieved the “outright control” that it did in other states. For example, in Georgia, Tom Watson gained his U.S. Senate seat in 1920 “using the supposed threat of Catholicism as the principle issue.” Ralston, on the other hand, mainly ignored the Klan in his 1922 bid for the Senate. While he did not cater to the secret organization, he also did not denounce it as other state leaders did. For example, Kansas Governor Henry J. Allen spoke at Richmond, Indiana, in October 1922 where he “flayed the Ku Klux Klan,” according to the Indianapolis News.
According to historian Thomas Pegram in his book One Hundred Percent American, the Klan was better at “targeting enemies” than it was at gaining politicians’ support for their desired policies. This was certainly true in Indiana. The Klan did not win the open support of any major Democratic candidates. Instead, it acted against the election of Republican U.S. Senate candidate Albert Beveridge for “various aspersions uttered by him about ‘groups’ and ‘racial prejudice’ [that] were taken by the Klan as occasion for passing the word to vote against Beveridge,” according to the Richmond Palladium. Stephenson himself stated that it was the aforementioned anti-Klan speeches that Governor Allen made in support of Beveridge that turned Klan support toward Ralston – not any specific action or position of Ralston.
On November 8, 1922, Indiana newspapers announced Democratic Party gains nationwide, including the election of Ralston to the United States Senate. The extent to which his neutrality on the Klan issue helped his win is difficult to determine. What is clear, is that Ralston, once in office, did nothing to further any Klan-favorite legislation during his term. His position would become clearer as the 1924 elections drew near.
Indiana Democrats under the influence of political boss Thomas Taggart attempted to stay neutral on the Klan, neither courting their support nor directly denouncing the organization throughout the early 1920s. According to historian Leonard J. Moore in his book Citizen Klansmen, the party strategized that this neutrality would “deemphazise the Klan as an issue” allowing them to “attack the Republicans at their weakest point — corruption in both Indianapolis and Washington.”
However, the party and Ralston, soon had to take a clearer position.
In November 1923, Indiana newspapers reported on Ralston’s response to questions on his relationship to the Klan from the Marion County branch of the American Unity League, a mainly Catholic organization working to unmask Klan members and thus obstruct their secret agenda. Most Indiana newspapers reprinted his letter in full on their front pages.
The League asked six questions in their letter. The first three addressed a petition filed against U. S. Senator from Texas, Earle B. Mayfield, by his opponent in the 1922 election, George E. B. Peddy. According to the U. S. Senate’s summary of the case, Peddy alleged that Mayfield benefited from the “use of fraudulent ballot counting procedures, excessive expenditure of money, and the flagrant participation of the Ku Klux Klan.”
The League asked Ralston if he thought Mayfield’s Klan association was “consistent with loyalty to the laws and constitution of the United States;” if Mayfield was worthy of his Senate seat while charged with receiving “vast sums of money” from the Klan; and if Ralston would vote for Mayfield to keep his seat “when the question comes up before the Senate.” Ralston responded that he would not “pre-judge” anyone before a hearing and that doing so would “be a gross violation of official duty, and would render me unfit to hold a seat in the Senate.” He continued:
Certainly your love for justice is such that it would shock you to know that I had deliberately taken on a frame of mind that would render it impossible for me to give Senator Mayfield a fair and impartial hearing.
Ralston moved on to the League’s fourth question: “Are you a member of the Invisible Empire of the Knights of the Ku Klux Klan, or of the organization known as the Royal Order of Lions, which is affiliated with the Knights of the Ku Klux Klan?” Ralston replied, “I am not now, and never have been, a member of either organization.” He added that he was a Mason, an Elk, a Presbyterian, and a Democrat.
The League’s fifth question read: “Do you believe in the officially announced program of the Knights of the Ku Klux Klan which openly declares that Jews, Catholics, negroes and foreign-born citizens of the United States are not 100 per cent American, and should be discriminated against on account of race, creed, color or birthplace?” Ralston responded:
My answer is that I hold no such view of these people, as a class, and if you had followed me in my campaign for the Senate you would know that I do not.
The League ended with a sixth question: “Finally, are you for the constitution of the United States and the ideals of the American republic, or for the announced principles of the Ku Klux Klan and the invisible empire?”
Ralston called the question “an insult” and gave an extensive response:
I do not believe that the Ku Klux Klan, or any civic organization has announced principles and ideas the equal of those set forth in the constitution of the United States . . . I have never failed, when it was seemly for me to mention the subject, to declare my unabated devotion of our Federal constitution, which provides for the separation of Church and States, and guarantees to every man the right to worship God according to the dictates of his own conscience . . . I shall in the future, as I have in the past, stand ready to oppose the promulgation of any principle of the Ku Klux Klan, or of the Presbyterian church to which I belong, or of any Jewish organization to which you may belong, or of any other character, that is at war with [the constitution].
Neutrality as Complicity
Finally, Ralston had made a strong statement disavowing any association with the Klan. However, the Fiery Cross, a Klan newspaper published in Indianapolis, also reprinted Ralston’s letter in full. It might seem strange that the Fiery Cross published a denunciation of their organization by a politician they had supported. However, they may have felt they benefited from Ralston including the Klan in a list with major groups and religions, including his own, thus normalizing their movement to some extent.
On June 26, 1924, at the Democratic National Convention in New York, Senator Ralston, despite his objections, was one of nineteen candidates nominated for the presidency of the United States. The convention was one of the most contentious political conventions in U.S. history (and no it really was not called the “Klanbake.”)
After eighty-eight ballots it started to look like the convention was swinging towards Ralston, the supporters of New York Governor Al Smith’s nomination, including the New York World, attempted to link Ralston with the Klan issue. The story quickly gained traction during a quick-paced convention that didn’t have a clear front-runner or consensus candidate. The Indianapolis Star printed daily reports from their correspondent in New York. On June 28, the Star reported that “in a last-hour effort to kill off the Ralston candidacy which has been in its ascendancy for the past two days, the New York World, the Al Smith organ,” printed a story claiming that the Klan supported Ralston even more than William Gibbs McAdoo, who had catered their support.
The following day, the Star reported that Ralston was “nettled” by the New York World‘s charges, “emphatically denied allegiance with the Klan, and denounced persons who attempted to link his name with it.” The Star quoted Ralston:
You can say for me that any one who says or intimated that I am a klansman is a ‘liar,’ and you can put that on the wires too.
The Star reported that “Ralston declared that he could not understand the attitude of the World, saying that he had already emphatically stated his position on the Klan question, and that there should be no further question as to where he stood.” He reiterated that “he had never sought the vote of any klansman, that he was not a klansman or in any way affiliated with the organization.” Instead, the Star reported, he would “appreciate the votes of all citizens regardless of race, creed or belief, provided that the support was given him with the full understanding that he would stand squarely on the platform of the Democratic part and the constitution of the United States.”
As he did (wittingly or not) in his response to the American Unity League, his grouping the Klan in with a “creed or belief” assimilated the extremist organization into the standard pool of voters. In fact, in his response to the World, he drove this message home. The Star quoted Ralston:
I never asked a klansman to vote for me. I never asked a Jew or a Catholic to vote for me. I never asked any one to vote for me for President . . . But if I am nominated and elected I will try to give a good, honest Democratic administration. Jew, Catholic and klansman will be treated alike in full recognition of the constitutional rights guaranteed every citizen.
What Ralston did not or did not choose to see, of course, was that there was no democracy for Catholics and Jews as long as the Klan was tolerated by men in power. His statement to the convention attendees was more succinct. Ralston wrote again that he was “not a member of the Klan or any of its branches” and continued:
If nominated, I shall stand on the platform of the New York convention and insist upon every citizen having his constitutional rights safeguarded.
The New York World took one final shot at Ralston on July 2, printing the claims of attorney Claude V. Dodson of Boone County, Indiana, where Ralston also lived and practiced law for much of this career. Dodson told the New York World that he “to my shame” was at one time a member of the Boone County Indiana Klan, which had been organized in that region in 1923 by P. B. Ramsey. Dodson described one of Ramsey’s recruiting tactics:
These organizers told members of the Klan after their initiation that Samuel M. Ralston was a member of their organization. He also told prospective members in some instances that Senator Ralston was a member in an effort to gain the prospect as a member.
Dodson agreed that any claims that Ralston was a member of the Klan were indeed false. However, he and the New York World thought that Ralston should have forthwith and publicly denied the unauthorized use of his name, and denounced the Klan as an “unAmerican organization” in his hometown. Dodson continued:
I will say frankly that the Klan claim as to Senator Ralston’s membership should have little weight or credence, because most of the Klan claims are false, but in this instance, Senator Ralston’s attention was called to this matter more than a year ago. He was informed that his name was being used by the Klan organizers, and no doubt it influenced many people to join the Klan . . . At that time Senator Ralston did not avail himself of the opportunity to inform the people of the state as to the truth of falsity of the Klan claim; neither did he show any anger publicly toward Klan organizers for using his name. It was only when those opposed to the Klan some six months later insisted on a public statement from Senator Ralston as to his attitude toward the Klan and his membership therein that Senator Ralston was insulted . . . Senator Ralston’s statement that he stands on the constitution . . . is well and good, but we who are opposed to the Klan ask Senator Ralston to come out and state flatly, calling the Klan by name, what his attitude is toward that organization and its principles.
Ralston responded tepidly to these charges, continuing to disavow membership without actually condemning the Klan:
To what extent the Klan or any other organization runs counter to the constitution of my country I am against it.
The World reported that when “asked what efforts he had made to prevent the Klan from using his name to obtain new members,” Ralston reiterated:
The only effort I ever made was to state on divers[e] occasions that I was not a member of the Klan.
Several days later, Ralston withdrew from the race. Although to be clear his withdrawal was due to poor health, and not being interested in running for national office (his supporters had promoted his candidacy against his will). The Klan rumors had next to nothing to do with his decision.
In short, Indiana Democrats knew that open support of the Klan would lose moderate votes. However, they also knew it was politically expedient not to have the Klan actively working against a particular nominee. Thus, Ralston chose a course of “emphatic” denial of membership in the secret organization, without denouncing the Klan itself. In fact, he stated that he would treat Klan members no differently than anyone that attended his own church. This implication that they would be left alone was good enough for some Klan members. However, it’s also clear from his record as governor and his reverence for the Constitution that he did care about upholding the rights of women, workers, children, and the incarcerated.
Of course, from our perspective today, we judge those in power who do not act in times of moral crisis as complicit in the related atrocities. Ralston, however, did not have this clear picture of the Klan’s legacy. In the Progressive Era political climate, Ralston walked a middle path that he knew would help him stay in office and effect change on the issues that were important to him. The work of fighting the Klan and working for civil rights would be left to other Hoosiers who had a clearer vision of the threat the secret organization posed to the democracy Ralston loved.

In 1954, tiny Milan High School beat the odds, and became Indiana’s high school basketball champion. Writers have told, re-told and immortalized the tale in the 1986 film Hoosiers. Drowned out among the Milan hullabaloo are histories of other and earlier small schools that slew goliaths to win basketball crowns. In 1914, Milan played in its first state basketball tournament and lost in the first round. Their opponent that year was not a big-city juggernaut. Rather, it was the original Indiana basketball version of David: Wingate High School. If Milan is the “greatest basketball story ever told,” then Wingate is the “greatest basketball story seldom/never told.” To help bring their overlooked story to light, here is a survey of Wingate’s championship seasons in 1913 and 1914.
Tucked away in the northwest corner of Montgomery County, Wingate’s 1910 population was 446. The recently consolidated Montgomery County schools discarded the inefficient one-room school models, and Wingate High School now boasted a student body of 67, of whom 22 were boys. From this small pool, Coach Jesse Wood selected a basketball team comprised of forwards Leland Olin, and Forest Crane, guards John Blacker and Jesse Graves, and Homer Stonebraker at center, with substitutes Lee Sinclair and McKinley Murdock.
Wingate had a notable disadvantage in fielding a basketball team. They had no gymnasium. Coach Wood conducted practices in “a small room in the southwest corner of the basement,” or “outdoors when the weather permitted.” Twice a week the coach and his squad would travel six miles to New Richmond, which was the nearest gym in the county. (Ironically, seventy years later would act as the backdrop for the town of Hickory in Hoosiers). Wingate would also play its “home” games at New Richmond, although they played most of their scheduled games on the road. They logged 576 miles during the 1912-13 season and 1,675 miles of travel during the 1913-14 season. They did most of their travel via trains and interurbans.
While Wingate had the disadvantage of being “gym-less,” they had a couple advantages. Wood was a very good coach. A former basketball player at Indiana State Normal (now Indiana State), he took a program that was only playing against other small, nearby schools, and started scheduling truly competitive games against recent state champions Crawfordsville and Lebanon. Wood also unlocked the potential in a lanky, sophomore without previously playing experience. He molded the boys’ innate ability and skill into a dominant and transcendent athletic talent with a name to match: Homer Stonebraker. Newspaper accounts frequently reported, “Stonebraker was practically the whole team at Wingate.”
Wingate finished the 1912-13 season with an impressive 16-4 record. Among their many victories were games against Romney, Hillsboro, Odell, Linden, Breaks, Waveland, Crawfordsville’s B team, Covington, Roachdale, Greencastle, Colfax, and Cayuga. In the Hillsboro game, Stonebraker contributed 74 points in a one hundred-point blowout. Wingate’s four losses on the season came in the form of two losses to Crawfordsville, a loss to defending state champion Lebanon, and a one-point loss to Thorntown.
In previous years, the team, high school, and community would have taken pride in their record, but moved on to thinking about baseball and crop planting. However, Indiana high school basketball in 1913 was different. For the first time, the state tournament was open to all challengers. Wingate was among thirty-seven teams that entered the two-day tournament held at Indiana University’s campus on March 14 and 15.
Wingate arrived in Bloomington “unnoticed and practically unheard of.” A reporter from the Indianapolis Evening Sun optimistically assessed, “Over two- thirds of the people attending the tourney did not know where [Wingate] is situated.” The reporter then proceeded to misplace it forty miles away near Frankfort. Indiana University’s Daily Student was even worse at geography and placed Wingate in Grant County.
Between 1,500 and 2,000 fans attended the opening rounds of the 1913 tournament, but fewer than fifty showed up to watch Wingate’s opening contest against Whiting, which many pundits believed would be a “walk-away” for Whiting. However, “in a slow game void of spectacular features” Wingate defeated Whiting 24 to 12. That evening, Wingate defeated Rochester, a perennial tournament favorite, in a sudden death overtime in which Stonebraker caged the winning goal.
On Saturday morning, March 14, the Wingate team arose to meet Indianapolis’ Manual Training High School. It appeared in the first half that the city boys would end the country boys’ run, as Wingate fell woefully behind 11-2 at intermission. Nevertheless, “the plucky bunch from Montgomery County” rebounded in the second half, and outscored Manual 14-0 for a 16-11 upset.
By defeating Manual, Wingate advanced to the semi-finals along with Crawfordsville, Lafayette Jefferson, and South Bend. Wingate again played underdog to the heavily favored Jeff squad, but Wingate never trailed in the contest and defeated the Tippecanoe team, 23-14. On the opposite side of the bracket, South Bend easily dispatched Crawfordsville, 19-11, which set up the first David v. Goliath contest in Indiana high school basketball tournament history.
As the two finalists ran out onto the floor for the game before 3,000 spectators, the crowd welcomed the South Bend boys “with tremendous applause” while the reception Wingate received was “cool and indifferent.” The game started slowly as both teams stressed defense more than offense. Late in the game, Wingate held a 13-12 lead before South Bend tied the game with a free throw to send it into overtime. Just like the Rochester game, the first team to score two points in overtime would be the winner. South Bend scored first with a free throw. Then for eight minutes, neither team succeeded in scoring until “the unexpected happened.” Wingate forward Forest Crane eluded his defender and caged the winning field goal. With the shot, the originally tepid crowd erupted “in the wildest enthusiasm” for Wingate. The Indiana University Booster Club awarded the tournament trophy to Wingate, and praised their endurance, “superb physical condition,” and “sheer pluck and aggressiveness.”
Wingate’s victory gave the team a statewide celebrity that carried on into the next season. Even though the team lost Forest Crane to graduation and Coach Wood left for a job at Rockville High School, they returned four of their starters including Stonebraker. New coach Leonard Lehman immediately began fielding requests for games from all over the state. Challengers were eager to test their mettle against the defending state champions.
Wingate opened the 1913-14 season without facing any quality competition. Over the first third of the season, against Williamsport, Cutler, Advance, Rockville, and Waveland, they averaged 40 points, and held their opponents to 16.5. At mid-season, Wingate stumbled in a schedule designed to test them against strong teams. They lost four straight against Lebanon, Thorntown, Bloomington, and Anderson, which dropped their overall record to 7-4.
It may have been hard to see the silver lining in the midst of a four game losing streak, but the Indianapolis News offered an encouraging and reasoned assessment of Wingate’s recent record: “It should be remembered . . . that the champs have played all these games on strange floors and have lost none of them by more than four points.” The News still counted Wingate among six front-runners for the championship.
After the mid-season slump, Wingate closed the regular season strong, and went 6-1 over their final games. Wingate compiled a 13-5 record on the season, in which they averaged 38.3 points per game while outscoring their opponents by an average of twenty-one points a game. According to extant newspaper box scores and game accounts, Stonebraker averaged a very impressive 25 points a game. While their record was not as stellar as the 1912-13 season, they played a much more difficult schedule. That fact and playing over 80% of their games on the road made them one of the better-prepared teams entering the state tournament.
Tournament participation in 1914 ballooned to seventy-five entries in 1914, up from thirty-eight schools in 1913. Wingate’s team was the first to arrive at Indiana University for the March 13-14 tournament, and expected to be the last one to leave. Wingate’s title defense started at 10 a.m. on Friday against Milan High School. However, there was no Milan Miracle in ’14, and Wingate easily dispatched their fellow small-town foe, 42-14. Wingate played their second round game at 8 that evening against another small-town team from Westport, which they also easily rolled past, 42-13.
Wingate’s team likely expected their next opponent to be more challenging than their first two, when they squared off against Montgomery County rival Crawfordsville at 8 o’clock the next morning. Crawfordsville, however, failed to exhibit any winning qualities as Wingate defensively smothered them in a sometimes-testy 24-1 rout.
Up next for Wingate was another familiar foe in Clinton. In the regular season, they defeated Clinton, 23-12, but the rematch would prove a much greater challenge. The standing room only crowd witnessed a “neck and neck tussle,” and one of the most competitive games of the tournament. Clinton, as the underdog, played with the crowd behind them. Clinton managed to control the lead from the opening tip. They led 8-6 at half time, and 13-12 with two minutes left in the contest. The crowd was ready to “bust with delight” over the upset. In a bit of controversy, and with 120 seconds left on the clock, “A Wingate guard either was hurt or pretended to be.” Officials granted Wingate an extended time out as the player tried to recuperate. Some Clinton fans said it was a charade, and charged that some of the uninjured Wingate players received rubdowns from a special trainer during the five-minute time out. When the game resumed, Wingate’s defense clamped down and Stonebraker scored five unanswered points to secure a 17-13 victory. In the victory, Stonebraker accounted for all of Wingate’s points.
At this point in the tournament, only three teams remained (the product of having an irregular number of teams in the tournament): Anderson, Lebanon, and Wingate. “Battered and bruised and well nigh exhausted,” Lebanon took the floor to face the defending champions. By all accounts, Lebanon’s quintet gave all they could in the game. They fell behind Wingate 8-4 at half time. Wingate extended their lead after intermission to secure a 14-8 win.
Anderson versus Wingate in the championship game was a study in contrasts. Anderson had the seventh largest population in the state with 22,476, or, in other words, 22,000 more people than lived in Wingate. Despite this demographic discrepancy, Wingate’s players were taller and heavier than their opponents were. The sum of all these elements, in addition to the closely played, regular-season game between these teams, promised a compelling championship contest. Yet the end result failed to meet expectations.
4,000 fans packed the Men’s Gymnasium an hour before the game’s 8 p.m. tipoff. With only two hours rest, Wingate “started as fresh as if it were their first game and never slowed down.” Wingate forward Lee Sinclair scored the first field goal within the first thirty seconds. Wingate surged out to an early 12-1 lead. The “stellar work” of Wingate’s guards monopolized the game’s possessions, and “handled the ball with ease over the heads of the smaller Andersonians.” Wingate went into half time with a twenty-point lead, 23-3. Anderson came out of the break and scored two quick goals. After that spurt, Wingate closed the game on a 13-1 run to win the lop-sided championship 36-8. Stonebraker, who accounted for half of his team’s points, collapsed from exhaustion near the end of the game. He recovered enough to finish the contest, but remembered later, “I couldn’t dress after the game. I had two broken fingers and three broken ribs. It was rough under the basket.”
The Bloomington Evening World praised Wingate’s victory as “a tribute to the country and the small town. A corn-fed youngster who goes to bed with the chickens and gets up before day has an advantage over the ‘city-feller’ and his cigarette.” After the win, Governor Samuel M. Ralston invited the team to Indianapolis. They “got a bird’s-eye view of the city from the Soldiers’ and Sailors’ monument, they explored the federal building, they saw the sights of the state museum, they flocked through the big department stores, they wandered through the lobbies of the fashionable hotels and they ate lunch at the Columbia Club as honored guests.” They also met the governor and the first lady in the executive office at the capitol. The governor praised the team members, saying, “You boys have become champions and are able to display great endurance because you laid the foundation by leading the right sort of life.” He also extolled the rural life that the team members knew, “The farm forms the basis for a healthful and moral life, and the occupation of the farmer is indeed an ideal one.”
While Milan and Hoosiers have become the prevailing archetype for Hoosier Hysteria, it is important to remember that they were part of a long tradition dating back to the earliest years of the state tournament. If part of the transcendent appeal of Indiana high school basketball is the potential of the upset, then the origin of that story really begins forty-one years before Milan when a tiny school from a tiny town “Put the Win in Wingate.”
On February 5, 1970, the Franklin Daily Journal in Franklin, Indiana proclaimed air pollution the “Disease of the Seventies.” It predicted that “gas masks, domed cities, special contact lenses to prevent burned eyes” would become “standard equipment if life is to exist” by 2000, unless action against widespread air pollution was taken soon.
However, it’s now 2017, no gas masks, domed cities, or protective eye wear needed. Why? You can thank Hoosier women, who fought for air pollution control measures since the 1910s.
Women first entered the fight against coal to combat air pollution. When burned, coal releases a significant amount of smoke and soot. Londoners began burning coal for fuel as early as the 1200s. Virtually every Londoner relied on coal for fuel and heat by the 1600s as England’s forests became depleted. As industries and factories powered by coal emerged across England during the Industrial Revolution in the 17th and 18th centuries, many British cities developed air pollution problems. By 1800, a chronic cloud of smoke enveloped London. Soot and smoke dusted the streets, ruined clothing, and corroded buildings.
Major American cities did not escape the smoky air that plagued the Brits. European settlers cleared much of America’s forests for firewood, construction materials, and to make room for crops and cities. As the Industrial Revolution began on the East Coast at the end of the 18th century, industries, homes, and businesses began to rely on coal for heat and power. Dirty air followed throughout the 19th and early 20th centuries. Dark smoke palls drifted through many urban areas at noon that reduced visibility to less than a block. The dirty, dark atmosphere caused traffic accidents, injuries, and even death. Doctors increasingly linked the drab, polluted air to depression and tuberculosis.
Indianapolis was no exception. The Indianapolis News reported on February 11, 1904 that “for a year or more, the smoke cloud has constantly been increasing until during the last two or three months, the city has taken a place among the smoke cities of the country and by some visitors is credited with being as dirty as Cincinnati, Pittsburgh, or St. Louis.” That summer, the News described “dense volumes of black soot and smoke” blowing through business and residential districts across the city. A journalist wrote “Eyes and lungs are filled and as for wearing clean linen any length of time, that is one of the impossibilities.” The journalist noted that the smoke damaged goods in downtown shops and observed “every article in them to be thickly dotted with soot.”
Despite these issues, fighting smoke pollution in Indiana would be hard. Coal is one of Indiana’s natural resources and became a mainstay of the Hoosier economy during the early 20th century. It was discovered along the Wabash River in 1736. Organized coal production began in the 1830s and after World War I, production exceeded 30 million tons. Furthermore, coal and the smoke it produced became a symbol for economic prosperity nationwide. Often, postcards and promotional imagery for cities featured pictures of smokestacks emitting billowing, black clouds of smoke across the urban landscape. A writer for the Indianapolis News in defense of coal wrote in 1906, “But if the coal smokes, let it smoke . . . Wherever there is smoke there is fire, and the flames that make coal smoke brighten the world of industry and bring comfort to the untold hundreds of thousands of toilers. Let it smoke. The clouds of smoke that ascend to heaven are the pennants of prosperity.”
Indiana produces bituminous coal, a soft coal that often creates a lot of smoke when burned. Many cities had begun to abate smoke pollution simply by requiring residents and industry to burn anthracite coal, a harder coal that burned cleaner. Since bituminous coal was a major source of wealth for Indiana, many Indianapolis residents and businessmen did not want to take this course of action, even though they did support cleaner air for the city.
One method to abate smoke, but still burn Indiana bituminous coal was to install automatic stoking devices in factories and homes. These devices distributed the coal in furnaces more evenly so it produced less smoke. In 1904, the American Brewing Company on Ohio Street downtown installed one of these devices. According to the Indianapolis News, this device allowed the company to burn just as much bituminous Indiana coal as it had last year, but produce far less smoke: the journalist described the company’s smokestacks as “practically smokeless.”
However, few businesses followed in the American Brewing Company’s footsteps. In 1910, Indianapolis women formed the Smoke Abatement Association operating under the slogan “Better and Cleaner Indianapolis” to try to get housewives and manufacturers to stop burning bituminous coal. These women became part of a nationwide movement of middle and upper class housewives practicing “Civic Motherhood” or “Municipal Housekeeping” that drew on women’s traditional roles as protectors of the home. These women reformers argued they could use their skills as household managers to improve the health of the communities their families lived in and thus began to participate in political discussions surrounding health, pollution, and sanitation, like air pollution.
The group first asked women to reduce smoke produced in their homes by installing smoke control devices. The group offered demonstrations for proper coal firing and issued reports on local residences and factories that issued a lot of smoke. In 1913, the group succeeded in getting a city ordinance passed which banned burning bituminous coal in a downtown district bordered by Maryland Street, East Street, New York Street, and Capitol Avenue. To honor Indiana’s coal production industry, bituminous coal could be burned if a smoke prevention device was installed. It was hoped this ordinance would create a clean, smoke free section of the city to improve health and help merchants preserve goods otherwise ruined by the sooty air.
Though the Smoke Abatement Association remained active throughout the 1910s, US entry into World War I reverted smoke pollution’s image. Black and gray smoke churning out of smokestacks once again became symbolic of progress, this time in support of the war effort. Throughout the 1920s until the 1950s, air pollution remained regulated at the local level; state and federal governments largely remained aloof of the issue.
However, a more complex air pollution emerged in the 1940s that became a struggle for locals to solve on their own. In the summer of 1940, a thick eye-stinging, tear-producing, throat-irritating haze never before experienced enveloped Los Angeles. Though it eventually cleared, episodes continued as America entered World War II: the effects on health were so irritating, some Los Angelinos speculated it was a chemical attack from the Japanese. The problem persisted into 1943: various industries were suspected of causing the issue, but when they were shut down, the harmful air remained. By the late 1950s and early 1960s, this phenomenon, known increasingly as “smog,” afflicted almost every major urban area in the United States.
This was a complex type of pollution: growth in industry during World War II and the postwar era increased the amounts of emissions released into the air from factories as they burned oil and coal to create goods for the war effort, and later refrigerators, household appliances, and other consumer goods. During this time, the development of new chemicals, drugs, pesticides, food additives, and plastics also proliferated the consumer market. When manufactured, these products released a number of synthetic chemicals into the atmosphere that decomposed much more slowly than those emitted by older industries and remained hazardous longer. Lastly, the rise in population and expansion of the suburbs increased the use of automobiles. Cars blew out gasoline vapor that became a major ingredient in smog formation. All these combined emissions created a much more complex air pollution that was much harder to get rid of that would require cooperation from consumers, industry, and government regulation at all levels.
This type of pollution first appeared in Indianapolis in the mid-1940s, but did not become much of a chronic problem until the late 1960s. The pollution became so bad that it stained and eroded the limestone on the Soldiers and Sailors Monument downtown, as well as the façade of the Statehouse. It also became tied to increased rates of emphysema, lung cancer, and other serious diseases. Again, Hoosier women stepped up to try to improve the air in their neighborhoods, communities, and the state at large. They became part of a larger movement of women concerned with air pollution across the country and helped make it a national issue during the 1970s.
Many women fought air pollution through the League of Women Voters. League members traditionally conducted extensive research on political issues, conducted educational campaigns, and lobbied local, state and federal governments to make sure appropriate regulation was enacted. League of Women Voters members in Indianapolis, Richmond, and Seymour branches attended and testified at local air quality hearings, wrote to representatives urging more stringent air quality regulations, and sponsored programs and produced literature to teach the public about air pollution, current regulations, and what they could do to improve the solution. For example, these methods encouraged people to stop open burning of waste and carpool, bike, or walk to reduce automobile emissions.
Other women’s groups in the state took similar action. Housewives Effort for Local Progress, or HELP, a women’s group in Terre Haute dedicated to improving the city, took on air pollution as one of its major agendas. They lobbied local commissioners and educated the public on air pollution. The Richmond Women’s Club organized funds to purchase educational materials on air pollution to distribute to local students. Other women joined ecology groups, such as the Environmental Coalition of Metropolitan Indianapolis and fought for the passage of many regulations to control harmful gasses emitted by industry, such as Sulphur oxides. Chairwoman Elaine Fisher summarized the important role of the public in abating pollution: “Industry is pressuring . . . on one side. The only hope is for the public to give equal pressure on the other side.”
These women’s groups, and others across the nation, raised awareness of air pollution and made it a national issue. Most groups encouraged the federal government to get involved with air pollution. Since air pollution spreads across local and state boundaries, it made sense for increased federal oversight to control the issue. It is not a surprise that women’s fight against air pollution coincided with the passage of key federal environmental legislation, such as the Clean Air Act amendments of 1970, which gave federal officials authority over reducing air pollution throughout the nation and the power to set federal emissions states have to comply with. The Clean Air Act has produced purer air for all Americans: since 1970 its regulations reduced the levels of common pollutants, and thus prevented deaths from disease and cancer and decreased damage to plants, crops, and forests previously caused by air pollution. Thank you, Hoosier women.
One day in rural Monroe County, Indiana during the 1870s, 10-year-old Walter Rader witnessed an astonishing natural phenomenon: passenger pigeons had gathered at his family farm “by the millions.” As the birds descended on the farm, they blocked out “almost the entire visible area of sky.” He remembered that so many pigeons roosted in the trees surrounding the farm at night “that their weight would often break large limbs from the trees.” The crash rang so loudly he could hear it clearly inside his house.
Children in the 1870s became the last generation to witness such unbelievable flights of passenger pigeons. When the Indianapolis Star shared Rader’s memories in 1934, the passenger pigeon had been extinct already for twenty years, though it had reigned as North America’s most abundant bird since the 16th century. Passenger pigeons, once so numerous that they could disrupt natural landscapes, impact the nation’s economy, and shape American social life and cuisine, became a rarity by 1900. At their disappearance, some theorized that all the pigeons had drowned in the Gulf of Mexico, flew across the Pacific to Asia, or succumbed to some mysterious disease. What happened? How could a bird so populous that it darkened the sky be reduced to none in mere decades?
The passenger pigeon had a long history of striking awe in mere humans. Its large flocks astonished early European settlers and visitors. Ralphe Humor described the wild pigeons he saw in Virginia in 1615 as
beyond number or imagination, my selfe have seene three or four hours together flockes in the aire, so thicke that even they have shadowed the skie from us.
Even early ornithologists could not believe the amounts of passenger pigeons they witnessed. John James Audubon, one of the most prominent early North American naturalists, encountered such a large flight of passenger pigeons along the Ohio River in Kentucky that he was “struck with amazement.” He recalled the “air was literally filled with Pigeons; the light of noon-day was obscured as by an eclipse, the dung fell in spots, not unlike melting flakes of snow.” Despite the excrement, he decided to try to count all the pigeons that flew overhead, as any dedicated ornithologist would. He pulled out a pencil and paper and made a dot on the page for every flock that passed by. Audubon gave up after about twenty minutes, as the sky overhead was still inundated with pigeons. He counted 163 dots on the page. He later calculated that he saw well over one billion pigeons that day.
According to historian Joel Greenberg, “Nothing in the human record suggests that there was ever another bird like the passenger pigeon.” Estimations indicate three to five billion passenger pigeons inhabited North America from the 1500s through the early 1800s, constituting 25-40% of the continent’s total bird population. The passenger pigeon often traveled in huge flocks and left undeniable marks on the landscapes they inhabited. They formed roosts (resting sites) and nests for breeding in trees spread across miles. Their collective weight broke branches and sometimes toppled trees. When the pigeons finally left, it sometimes looked like tornado had swept across the land.
The bird only lived in North America, generally east of the Rocky Mountains, between the Hudson Bay and the Gulf of Mexico. Passenger Pigeons, always on the move in their search for enough food to feed their massive flocks, generally flew north in the spring and south in the fall. Indiana falls smack dab in the middle of the passenger pigeon’s range and migration path. William Hebert wrote one of the earliest extant records of the pigeon in Indiana. In 1823, while he visited Harmony, he saw “astonishing flights of pigeons” and millions congregated in the nearby woods. Since pigeons upon pigeons inhabited each tree, no guns were even necessary to hunt them. Parties of people went into the forest at night, armed with poles, and simply knocked armloads of pigeons off the trees.
During the 18th and 19th century, Americans put their lives on hold when pigeons came to town. The bewildering sight of pigeons upon pigeons as far as the eye could see attracted amazed onlookers. The influx of pigeons became a free, relatively easy source of food that required little skill to capture or kill. Since pigeons often traveled and nested in such high concentrations, it was almost impossible to miss shooting a bird (or two) with a rifle or capture huge numbers with a net. Naturalist Bénédict Henry Révoil witnessed pigeon fever strike Hartford, Kentucky in 1847. He attested that for three days “the population never laid aside their weapons. All—men and children—had a double barreled gun or rifle in their hands,” waiting for the right moment to shoot through the thick cloud of pigeons flying above them. “In the evening the conversation of everybody turned upon pigeons . . . For three days nothing was eaten but boiled, or broiled, or stewed, or baked pigeons.”
Indiana newspapers often updated Hoosiers on the comings and goings of passenger pigeons in the state. In 1850, an enormous pigeon roost formed near Lafayette, Indiana. According to newspaper reports, four men went to the roost to hunt and returned to town with 598 pigeons. The Indiana State Sentinel encouraged others to head to the roost because “the pigeons are unusually fat and most excellent eating.” In 1854, another roost ten miles long by five miles wide near Brookville, Indiana attracted persons “coming many miles to enjoy the sport.” An Indiana Herald journalist reported that:
the roar of their wings on arriving and departing from the roost is tremendous and the flocks, during the flight, darken the heavens. The ground is covered to the depth of several inches with their manure. Thousands [of pigeons] are killed by casualties from breaking limbs of trees.
Yet, the Indiana American assured readers to come to the roost as “There are pigeons enough for all.”
Pigeon flocks that blocked the sun and toppled trees supported many Americans’ belief that their nation supplied an endless bounty of natural resources. No matter man’s actions, there would always be an inexhaustible amount of pigeons. Though the concept sounds a bit irrational today, historian Jennifer Price notes in her book Flight Maps that 18th- and early 19th-century Americans would probably have to stretch their own imaginations to envision our landscape as it now exists, crisscrossed with highways, dotted with skyscrapers, and cleared for agriculture. Most European settlers came from nations that had been over-hunted for centuries, so the incredible amounts of game they encountered in America seemed impossible for humans to eradicate. Additionally, Price explains that the freedom to hunt (like shooting a pigeon) became a social, political, and ecological act unique to America. In many European nations, only the upper class who controlled most of the lands where game remained could hunt. She observes “To hunt meant so much more than mere utilitarian gain. To go hunting was to tap into the continent’s bounty, to supplement the table, to exercise your skill with a shotgun, perhaps to band together with neighbors after plowing.”
This strong hunting tradition Price describes still plays out in present day Hoosier culture. For example, during the 2016 election Hoosiers voted to include an amendment that protects the right to fish and hunt, subject to state wildlife regulations, in the state constitution. Joel Schumm, a clinical law professor at Indiana University, told the Indianapolis Star this protection reflects the fact that “hunting and fishing is deeply ingrained in our culture and our state.”
During the latter half of the 19th century, revolutionary transportation advancements put the purportedly inexhaustible pigeon population to the test. Roads, canals, and railroads connected the far corners of the country and created a national market. As the railroad expanded into rich game areas in the west, market hunters could capture or kill millions of pigeons at vast nesting sites in the North and ship them east for huge profits, instead of just selling a few at local markets.
High class restaurants and trap shooters supplied much of the demand for all these pigeons. In the 1830s, the first fine dining establishments, as opposed to the more common tavern or eating house, appeared. Passenger pigeons became a delicacy wealthy Americans ate in rich sauces or alongside truffles, instead of baking them at home in pies. Trapshooting arrived in the United States from England in the 1830s and became a popular sport in the 1870s. Contestants shot at targets, namely live passenger pigeons, launched into the air from traps. Sportsmen’s associations across the country hosted events that required thousands of birds for contestants to shoot at.
As trains began to ship thousands of pigeons across the nation daily to supply demand, Révoil predicted that the passenger pigeon was “threatened with destruction . . . if the world endure a century longer, I will wager that the amateur of ornithology will find no pigeons except in select Museums of Natural History” in 1847. The last large flocks of pigeons appeared in the 1870s. Throughout the 1880s, ornithologists and sportsmen reported smaller and smaller flocks, until they began to worry none were left.
At the turn of the 20th century, ornithologists and naturalists called for increased wild game protection. Many sportsmen began advocating for conservation, or wise use, of natural resources and tried to overturn the widespread assumption that America’s natural resources were unlimited. Sportsmen worried that without intervention, hunting as a leisure activity would disappear because no game would be left. In 1900, Congress signed the Lacey Act into law. Championed by sportsmen and naturalists alike, the law protected the preservation of wild birds by making it a federal crime to hunt game with the intent of selling it in another state.
However, it was too late for the passenger pigeon. During the 1910s, some ornithologists offered cash rewards to the individual that could bring them to a flock or nest of passenger pigeons, as a last ditch effort to save the species. All rewards went unfulfilled, since no passenger pigeons could be found. Historian Joel Greenberg recently found new evidence, further examined in his book A Feathered River Across the Sky, that the last verified passenger pigeon in the wild was shot here in Indiana, near Laurel on April 3, 1902. A young boy shot the bird and brought it to local taxidermist Charles K. Muchmore, who recognized it at once, and preserved it until ornithologist Amos Butler verified it was indeed a passenger pigeon. Unfortunately, a leaky roof destroyed the specimen around 1915. No more substantial evidence appeared in front of Butler, or any other ornithologist for that matter, of the passenger pigeon’s existence. Butler concluded in 1912 “The Passenger Pigeon is probably now extinct,” in the wild. The last captive passenger pigeon, Martha, died in the Cincinnati Zoo on September 1, 1914, marking the official extinction of the species.
According to Iowa Representative John F. Lacey, creator of the Lacey Act, the extinction of the passenger pigeon spurred necessary support from the public, often from hunters and sportsmen, for broader wildlife protection. Though the passenger pigeon could not be saved, other animals in danger of a similar fate, like the American bison, the egret, and the trumpeter swan, survive to this day.
On April 3, 2017, 115 years after the last verified wild passenger pigeon was shot in Indiana, the Indiana Historical Bureau will unveil a state historic marker dedicated to passenger pigeon extinction. It will be located in Metamora, Indiana, five miles from where the last passenger pigeon was shot.

For many people, the first thing that comes to mind when thinking of the early Pure Food movement is Upton Sinclair’s 1906 book The Jungle. However, Hoosier Harvey Wiley’s work in the field was already at its apex when Sinclair’s exposé was released. When Dr. Wiley started his career in the mid- to late-19th century, the production of processed foods in the US was on the rise due to the increasing number of urban dwellers unable to produce their own fresh food. With little to no federal regulation in this manufacturing, food adulteration was rampant. Dr. Wiley made it his mission prove the importance of food regulation. With the help of a group of men known as the Poison Squad, he did just that.
Harvey Washington Wiley was born on a small farmstead near Kent, Indiana on October 18, 1844. He attended Hanover College from 1863-1867, with the exception of a few months in 1864 when he served in Company I of 137th Indiana Volunteers during the Civil War. After graduating in 1867, Wiley moved to Indianapolis and began teaching at Butler University while earning his Ph.D. from the Medical College of Indiana. It was in 1874 that Dr. Wiley began his work as a chemist at Purdue University, where he developed an interest in adulterated food. Wiley argued that mass-produced food, as opposed to food produced locally in small quantities, contained harmful additives and preservatives and misled consumers about what they were actually eating. In the coming decades, Wiley would prove that this theory was correct and serve as one of the public faces of the pure food movement. As a 1917 advertisement in The (New York) Sun put it:
“Dr. Wiley it was who, at Washington, first roused the country to an appreciation of purity and wholesomeness in foods. He has been the one conspicuous figure in food betterment and food conservation in the present generation.”
In 1883, Wiley was appointed Chief Chemist of the Bureau of Chemistry, a division of the United States Department of Agriculture. While serving in this capacity, Wiley made the establishment of federal standards of food, beverages, and medication his priority. To this end, governmental testing of food, beverages, and ingredients began in 1902. The most famous of these tests were the “hygienic table trials,” better known by the name given to them by the media: “The Poison Squad.”
During these trials, “twelve young clerks, vigorous and voracious” were fed and boarded in the basement of the Agricultural Department building in Washington D.C. Before each meal the men would strip and be weighed, any alteration in their condition being noted. At any one time, six of the group would be fed wholesome, unadulterated food. The other six were fed food laced with commonly used additives such as borax and formaldehyde. Every two weeks, the two groups would be switched. While the position of poison squad member may sound like it would be a hard one to fill, volunteers were lining up to participate in the tests, even writing letters such as the following to Dr. Wiley:
The experiments commenced in November of 1902 and by Christmas, spirits among the Squad members were low. According to a Washington Post article from December 26,
“The borax diet is beginning to show its effect on Dr. Wiley’s government-fed boarders at the Bureau of Chemistry, and last night when the official weights were taken just before the Christmas dinner the six guests who are taking the chemical course showed a slight decrease in avoirdupois . . . To have lost flesh on Christmas Day, when probably everybody else in Washington gained more or less from feasting, was regarded by the boarders themselves as doubly significant.”
A look at the “unprinted and unofficial menu” from the Christmas meal, also printed in the Post, sheds some light on what may have given the boarders pause in their Christmas feasting.
Much of the information reported by the press during this time came from the members of the squad themselves, until “Old Borax” as Wiley came to be known, issued a gag-order in order to preserve the sanctity of the scientific studies happening. Despite the order, public interest had been peaked and tongues and pens wagged around the country. As one Columbia University scholar put it, “Supreme County justices could be heard jesting about the Squad in public, and even minstrel shows got in on the act.” There were even poems and songs written about the trials.
If ever you should visit the Smithsonian Institute, Look out that Professor Wiley doesn’t make you a recruit. He’s got a lot of fellows there that tell him how they feel, They take a batch of poison every time they eat a meal. For breakfast they get cyanide of liver, coffin shaped, For dinner, undertaker’s pie, all trimmed with crepe; For supper, arsenic fritters, fried in appetizing shade, And late at night they get a prussic acid lemonade.

At the close of the Borax trials in 1903, Wiley began cultivating relationships with some journalists, perhaps in hopes of turning the reports from jovial, and sometimes untrue, conjectures to something more closely resembling the serious work being done.
Along with borax and formaldehyde, the effects of salicylic acid, saccharin, sodium benzoate and copper salts were all studied during the Hygienic Table Trials. The reports generated during the Hygienic Table Trials and the media coverage that followed set the stage for the passage of the Pure Food and Drug Act of 1906, the same year in which the trials were concluded. According to the FDA, the Pure Food and Drug Act of 1906, also known as The Wiley Act, serves the purpose of “preventing the manufacture, sale, or transportation of adulterated or misbranded or poisonous or deleterious foods, drugs, medicines, and liquors, and for regulating traffic therein.”
By requiring companies to clearly indicate what their products contained and setting standards for the labeling and packaging of food and drugs, the Act helped consumers make informed decisions about products that could affect their health. While controversies over additives and government regulations continue to this day, Dr. Harvey Wiley and his Poison Squad played a major role in making the food on our tables safe to eat.
In addition to Wendell Willkie, another ambitious Hoosier almost won the U.S. presidency. Paul V. McNutt, Governor of Indiana from 1933-1937, set his sights on the presidency as early as the 1920s, when he was the state and national commander of the American Legion. His advocacy of human rights, particularly of Jews during his time as Governor and High Commissioner to the Philippines, put his moral arc far beyond some of his peers. In the 1940 presidential election, McNutt was also considered a “Dark Horse” candidate on the Democratic side if Franklin Roosevelt did not run for an unprecedented third term. McNutt’s progressive, internationalist political identity squared well with the New Deal Era and growing American involvement in World War II. Yet, his chance to become President never materialized.
Born on July 19, 1891 in Franklin, Indiana, McNutt was exposed to law and politics at a young age by his father, attorney John C. McNutt. After graduating from Martinsville High School in 1909, he attended Indiana University from 1909-1913, earning a BA in English. Willkie and McNutt both attended IU at the same time and held leadership roles, with McNutt the President of the Student Union and Willkie the President of the Democratic-aligning Jackson Club. Willkie even helped McNutt win his Student Union presidency and biographer I. George Blake notes that they were “very good friends.” After his time at IU, McNutt pursued a career in law, receiving a Bachelor of Laws from Harvard University in 1916.
McNutt joined the Indiana University law school faculty in 1917, but national service disrupted his teaching. The United States formally entered into World War I in April, 1917, and within a few months, McNutt registered for military service. He spent most of the war at bases in Texas, and while he “exuded pride in his contribution,” historian Dean J. Kotlowski noted that the war’s end dashed his chance to fight in Europe. McNutt returned to the IU Law School faculty in 1919, and by 1925, he was elected Dean. Under his tenure, the Law School streamlined its administration, expanded enrollment, and oversaw the launch of the Indiana Law Journal. He held this position until he became Governor of Indiana.
During his four years as Governor, Paul McNutt achieved many of his policy proposals. According to historian Linda C. Gugin, his signature achievement during his first year of office was the Executive Reorganization Act, passed by the General Assembly on February 3, 1933. It reorganized more than 100 separate divisions of government into eight departments, directly overseen by the Governor. He also advocated fiscal discipline. While bank runs ravaged the country’s financial health, McNutt argued against a bank holiday for the state, despite states like Michigan had already passed one. This move ensured more stability to the banking system in the state. He also kept his promise on Prohibition. According to the New York Times, the General Assembly repealed the state’s prohibition law on February 25, 1933 and Governor McNutt “recommended pardons for those convicted of liquor law violations other than public intoxication and driving while intoxicated.”
Perhaps most notably, Governor McNutt proved to be an early champion of human rights for European Jews during the rule of Adolf Hitler. He gave the keynote speech at a Chicago anti-Hitler meeting on March 27, 1933, showing his opposition to the German leader’s treatment of Jewish people in Germany. In his address, as recorded by the New York Times, he stressed the need for combatting Germany’s injustice:
“… Are we to join with the traitors of brotherhood, or to enlist in the war of justice? What nation would deny its pioneers and a people who have made such contributions to culture? No government can long endure that fails to guarantee to its people the right to live as human beings. The present government of Germany thus writes its own destruction.”
Furthermore, he advocated for Americans ravaged by the Great Depression. In late 1934, McNutt gave a policy speech defending his state’s old age pension program and a national plan for old age pensions, which paralleled President Roosevelt’s Social Security proposal:
In any future program will be included three great objectives: the security of the home, the security of livelihood and the security of social insurance. Such a program would be a great step toward the goal of human happiness. The first duty of government is to protect the humanity which it serves.
After his time as Governor, McNutt served as High Commissioner to the Philippine Islands from 1937-1939, and then again from 1945-47, becoming their first Ambassador the United States after they gained independence in 1946. Much like during his governorship, McNutt’s commitment to the protection of European Jews extended to his role as High Commissioner. McNutt denounced the horrific policy of Kristallnacht (a night in the fall of 1938 where Nazi soldiers attacked Jewish homes and destroyed their belongings) and ensured the escape of “1,200 German and Austrian Jews” to the Philippine Islands in 1938-39. These policies stood as an outlier for American policy during the 1930s; entering the United States was often difficult for Europeans fleeing fascism. Nevertheless, as acts of political conscience, these policies remain one of McNutt’s most enduring legacies.
During his time as Commissioner, McNutt began being touted as a candidate for the Democratic presidential nomination in 1940. Franklin Roosevelt, nearing the end of his second term as President, displayed ambivalence about a third term. This forced many within the Democratic Party to seek out a candidate, and McNutt received serious consideration. During his 1938 visit to the U.S., the Indiana Democratic Editorial Association, a meeting of 300 Democratic leaders in Washington, D.C., endorsed him for President.
Two major publications profiled McNutt’s presidential ambitions. Jack Alexander’s piece in Life magazine highlighted the Indiana Democratic Party’s use of “McNutt for President Clubs,” local organizations that campaigned for the former Governor, as integral to his electoral success. Alva Johnston’s piece in the Saturday Evening Post highlighted his prominence next to Roosevelt and saw his chances of election as fairly strong. If Roosevelt did not seek a third term, McNutt believed he had the political resources to win the Democratic nomination.
However, when Roosevelt decided to run for a third term, McNutt dropped out of the race for the Democratic Nomination in the hopes that he would be considered for the Vice Presidency. When Henry Wallace, Secretary of Agriculture, became Roosevelt’s choice for the Vice Presidency, McNutt conceded again to the wishes of the President. With a nomination for the presidency or vice presidency out of his grasp, McNutt ended his ambitions for the White House and he never held another elected office. Later that year, his friend and political rival Wendell Willkie secured the Republican nomination, but would lose to Roosevelt in November.
Even though Paul V. McNutt never resided at 1600 Pennsylvania Avenue, his political life influenced the future of American politics. His commitment to human rights, political and social equality, and an internationalist view of foreign policy became the standard for the Democratic Party even to this day. To many during his time, he was seen as the heir apparent to Franklin Roosevelt. Alas, it never happened; circumstances and personal mistakes dashed his chances. McNutt’s story parallels that of Icarus, whose ambition brought his waxen wings too close to the sun, melting them, and he fell into the sea. Nevertheless, Paul V. McNutt remains one of Indiana’s most successful Governors and statesmen.
