The Crusader: J. Frank Hanly and the Election of 1916

Did you know that three Hoosiers appeared on national tickets for president or vice president in 1916?  The Democrats ran Thomas R. Marshall of Columbia City for re-election in 1916 alongside President Woodrow Wilson.  The Republican Party tabbed President Theodore Roosevelt‘s former vice president Charles W. Fairbanks of Indianapolis as the running mate of GOP presidential nominee Charles Evans Hughes.  You may ask, who was the third Hoosier running for president or vice president in 1916?  If you guessed Terre Haute-native Eugene V. Debs, you would be wrong.  After being the  Socialist Party presidential nominee four times from 1900-1912, Debs sat out the 1916 campaign before running again (from prison) in 1920.

The third Hoosier and national party candidate in 1916 was a man who is not well-known today, but was a former governor of Indiana, and an influential leader in the prohibition movement.  As a third-party challenger, J. Frank Hanly ran as the Prohibition Party presidential nominee during the 1916 election. Founded in 1869, the Prohibition Party campaigned for laws to limit or ban the sale and manufacture of intoxicating liquors.  The party nominated candidates for office, but only found real success with local elections.  For Hanly, his candidacy in 1916 served as the culmination of decades of advocacy for making Indiana, and the nation, dry as a desert.

According to a 1904 profile in the Indianapolis News, James Frank Hanly was born on April 4, 1863 in Champaign County, Illinois. His early life exemplified the rough-hewn stereotype that politicians of the era both yearned to have and exploit when useful. As the News wrote, “The world had nothing to offer the cabin boy but poverty. His parents lived on a rented place and sometimes the Hanly’s wondered where the sustenance of coming days was to come from.” Hanly, described as a bookish child, reveled in debate during his schoolhouse days and had “victory perched on his banner very often.” With his mother blinded early in his life and the family thrown into even more intense poverty, Hanly was sent to live with friends of the family in Williamsport, Warren County, Indiana.

He held odd-jobs throughout his early years in Indiana, most notably ditch digging and teaching, before gaining an opportunity from a local judge named Joseph Rabb. Rabb provided Hanly with the tools to take the bar exam. After passing the exam, Hanly began work at Rabb’s office. Nearly two years later in 1890, he founded a law office with partner Ele Stansbury. Equipped with skills of law and oratory, Hanly was a natural fit for the role of public service. He was elected to the U.S. House of Representatives in 1894 and served one term; his reelection was dashed due to redistricting. After some considerations for a seat in the U.S. Senate, Hanly decided to run for governor of Indiana in 1904 and won, defeating Democrat John W. Kern by 84,000 votes, according to the Plymouth Tribune.

Hanly served as Indiana’s Governor from 1905-1909 and his tenure was marked by a controversial fight over Hanly’s central political issue: the sale of alcohol. He committed his tenure to enacting a stronger form of public policy in regards to the liquor traffic. In an op-ed for the Jasper Weekly Courier, Hanly wrote:

Personally, I have seen so much of the evils of the liquor traffic in the last four years, so much of its economic waste, so much of the physical ruin, so much of its mental blight, so much of its tears and heartache, that I have come to regard the business as one that must be held and controlled by strong and effective laws.

The type of “strong and effective laws” that Hanly wanted came in the form of a “county local option bill,” which Hanly foisted upon the Indiana General Assembly via a special session. This law strengthened the intent of the Nicholson Law, which required extended waiting periods for liquor licenses. Hanly saw this as the first step towards state-wide prohibition, but his opposition saw it as an opportunity. Due to his heavy-handed use of executive power during 1908, the Republican gubernatorial candidate James E. Watson was easily defeated by the Democratic challenger, Thomas Marshall.

Hanly was undeterred. He reaffirmed his position against alcohol in a rousing speech at the 1908 Republican National Convention reprinted in the Indianapolis News. Concerning the liquor traffic, Hanly declared:

I hate it as Abraham Lincoln hated slavery. And as he sometimes saw in prophetic vision the end of slavery and the coming of the time when the sun should shine and the rain should fall upon no slave in all the republic, so I sometimes seem to see the end of this unholy traffic; the coming of the time when, if it does not wholly cease to be, it shall find no safe habitation anywhere beneath Old Glory’s stainless stars.

To Hanly, the sale of alcohol equaled slavery in its immorality, and akin to his political hero, viewed his indictment of alcohol as righteous as Lincoln’s position on slavery (at least on the surface).

Over the next eight years, Hanly dedicated himself to his cause with a near-religious fervor. He wrote and published pamphlets calling for stricter laws for state liquor trafficking and for nation-wide prohibition. He also formed an organization called the Flying Squadron Foundation that routinely gave speeches throughout the country in defense of outlawing alcohol.  He also founded a prohibitionist newspaper, the National Enquirer (not to be confused with the supermarket tabloid).

All of his activism proved valuable by the election of 1916. Originally, Hanly received the Progressive Party’s nomination for governor, after he ran unopposed in the March primary. Despite support from the party and the voters, Hanly felt ambivalent about his nomination. As the Indianapolis News reported, Hanly “spent nothing and made no promises when a candidate before the primary for the Progressive nomination as Governor.” The Progressive Party, in some respects, was a poor fit. Even though Hanly alienated himself from mainstream Republican politics due to his strict prohibitionist views, his dedication to fiscal conservatism and limited government did not align with the Progressives. While Hanly internally debated accepting the Progressives’ gubernatorial nomination, another political party began recruiting him for an even higher office.

In June 1916, Hanly abandoned the Progressive Party, and declined the nomination for governor. Later that summer, he received the Prohibition Party nomination for President of the United States. The Indianapolis News and the Indianapolis Star reported that Hanly would gladly accept this charge only after the party decided to abandon a plank in their party platform supporting “initiative, referendum, and recall” elections, which Hanly saw as anathema to his limited government views. The party acquiesced to Hanly’s demands, which later drew criticism from an editorial in the Indianapolis Star and later reprinted in the Jasper Weekly Courier.  On the day of his nomination, Hanly reiterated his resolve to the cause of Prohibition and argued that “legislative enactments, administrative action, judicial decision and constitutional amendment—all shall be used for its [alcohol’s] dethronement.” In eight short years, Hanly went from Republican, to reluctant Progressive, to ardent Prohibitionist.

His disassociation with the Republican Party led to a fairly embarrassing episode reported in the August 15 issue of the Indianapolis News. The paper wrote that, “state officials are wondering how a picture of J. Frank Hanly got on the wall in [Ed] Donnell’s office [at the state printing board’s office]. Mr. Hanly, former Governor of Indiana, is now the nominee for President on the Prohibition national ticket.” A little over a week later, on August 28, the portrait disappeared. When asked how it left, Donnell “referred questioners to [J. Roy] Strickland, who disclaimed all knowledge of any theft, other than to declare that he understood the picture had been confiscated by the Democratic state committee.” The installation and later removal of the painting remains a mystery, but this story exemplified one conclusion that many political observers were making about the Prohibition Party candidate: the major parties were done with him too.

Hanly’s presidential campaign began later that August with an announcement from Hanly and his Vice-Presidential running mate, Dr. Ira Landrith, that they would conduct a “two-months’ tour of the country, will stop at approximately 600 towns.” The slogan for their campaign was “A Million Votes for Prohibition.” As part of the Prohibition Party’s push for a million votes, Hanly heavily criticized the major party candidates, Republican Charles Evans Hughes and incumbent Democratic President Woodrow Wilson. On the issue of prohibition, Hanly said that “President Wilson has not changed his mind on the liquor question, not in the last six years, at least, but we know that during these six years he has changed his mind on every other question which has come before him.” Of Hughes, Hanly remarked that the Republican nominee “stands for nothing.” By supposed contrast, Hanly and Landrith stood for women’s suffrage, an eight-hour work day, environmental protections, and military preparedness in line with the Monroe Doctrine alongside its desire to end the liquor trade.

By November 1916, the Prohibition Party appeared confident in their chances for some electoral success. The Indianapolis News covered their claims of success at a rally in Auburn, Indiana. “Ira Landrith, the vice-presidential candidate,” the News reported, “declared there now are 167 electoral votes in “dry” states; that next year there will be 200, and in 1930 there will be 300.” Their optimism was misplaced, for the election returns told a different story. Hanly and Landrith only captured 221,302 votes, or only 1.19 percent of the popular vote. They neither secured the one million votes they campaigned on, nor picked up a single electoral vote. Wilson won the election with 277 electoral votes and 49.25 percent of the popular vote. The Indianapolis News highlighted that the level of the vote for the Prohibition Party had dropped in Marion County alone by nearly 500 votes, from 1241 to 744, and throughout the State of Indiana, Hanly only garnered 16,680.

Of the returns, Hanly was delighted despite his small showing at the polls.  He stated, “I believe that of all the presidential candidates at the last election, I am the happiest. The returns were no disappointment to me.” Despite the Prohibition Party’s electoral loss, the prohibition movement made great strides after the election. The News wrote“More than one-third of the people of the whole nation now live in territory where prohibition will be effective.” After the election Hanly remained an active prohibition proponent.  He played a key role in lobbying for the state-wide prohibition of alcohol by 1918, two years before the 18th Amendment to the U.S. Constitution mandated prohibition across the United States. Hanly celebrated its implementation by introducing National Dry Federation President William Jennings Bryan at a meeting in Indianapolis.

Hanly’s lifelong efforts advocating for prohibition came to an end with his untimely death on August 1, 1920, at the age of 57. He had been “fatally injured in an automobile accident near Dennison [Ohio],” reported the Indianapolis News. His funeral was held at Meridian Street Methodist Episcopal Church and he was buried in Williamsport, Indiana. In a eulogy by Indianapolis Phalanx publisher Edward Clark, Hanly was hailed as a “a national leader in the greatest moral and political reform of the century.” Clark concluded, “[Hanly] has ended life’s combat and laid down the weapons he wielded so heroically and so valiantly.”

Historian Jan Shipps argued that the choices Hanly made during his political career may have been pure opportunism, the mark of a true believer, or somewhere in the middle. The last argument seems to be the most accurate, because Hanly appeared to be a bit of both, at least in the press. He was an astute, masterful politician who used the workings of power to achieve his own prerogatives. At the same time, he was a deeply religious man whose moral judgement animated him to act as a crusader against alcohol. As Edward Clark’s eulogy intimated, Hanly knew that “to announce himself as a party prohibitionist meant unpopularity, scorn, ridicule, abuse, and political oblivion—but he hesitated not.” While he never saw the effects of Prohibition, both good and bad, in his state or in the country, Hanly’s contributions to the movement should not be neglected in our understanding of the era.

Emmett Forest Branch: Short Term Governor, Long Term Proponent for the People

Emmett Forest Branch may have only completed part of a term as Governor of Indiana, but he worked continuously for the people of the state. He constantly urged them to have faith in the Republican policy of “expansion of the agencies of government necessary to meet the requirements of the population.” By this, he meant improving schools, roads, and care of the state’s wards. As lieutenant governor and governor, Branch advocated specifically for these reforms.

Born in Martinsville to Elliott Branch and Alice Parks in 1874, Branch attended Martinsville High School and graduated from Indiana University in 1896. Branch’s father possessed a unique sense of humor, naming his children Olive, Leafy, Emmett Forest, and Frank Oak, to create his own family “tree.” Branch inherited this humor, inserting jokes into stories he shared. One story in particular went the twentieth-century version of “viral,” and was printed in newspapers across the country. In this story, Branch recalled one of his walks while in cadet school. He came across a man in need of money. Sure that he did not have a cent on him, Branch told the man he could have any money found while turning his pockets inside out. A silver dollar fell out, and Branch returned to his room confused. He later found out that he had worn his roommate’s pants by mistake.

Upon graduating from IU, Branch returned home to Martinsville to practice law. However, when the Spanish-American War began in 1898, he put his career on hold to enlist. After the war, Branch was elected to three terms in the Indiana House of Representatives in 1903, 1905, and 1907. While serving as representative, Branch worked for reform via the shippers’ railway commission bill, opposing big corporations. He is quoted as saying:

The time is past when the people should be taxed to further the rich corporations because the latter are now in a condition to care for themselves.

He also introduced legislation to make automated voting machines mandatory in an attempt to solve the problem of vote-selling and vote-buying, abolishing election frauds and election contests. During his 1907 term, he served as Speaker of the House. As speaker, Branch supported temperance reform, especially the local county option bill, which allowed each county to choose whether they should be a dry county. After his speakership, Branch continued to practice law in Martinsville. Once the United States entered World War I in 1917, Branch again enlisted, serving as colonel in the 151st United States Infantry.

In 1921, Branch was sworn in as lieutenant governor under Governor Warren McCray. His first act as lieutenant governor was to end the practice of “omnibus bills” in the Indiana legislature. This practice was used to vote on several bills at once. Branch is quoted saying “It is what I would call ‘guessing them off.’ Gentlemen, guessing off law that is to be fastened upon the people of Indiana is not right.” He closed with another statement: “We should first take care of the unfortunates in the institutions and then put Indiana where she belongs in the educational world.” Later in 1924 while discussing taxes, Branch asserted that, “You cannot have better roads, better schools, better teachers and better care of the unfortunates unless you pay the price.” These two statements encapsulate the position that Branch took as a Republican lawmaker toward improvements in the state.

Two issues arose in the General Assembly during Branch’s time as lieutenant governor with much debate by the public and the assembly. In 1921 and 1923, a “Memorial Day” bill was introduced that sought to prohibit automobile races, baseball games, and other sports on Memorial Day when admission is charged. This bill would end the Indianapolis 500, an Indianapolis Memorial Day weekend tradition since 1911. The bill was not passed in 1921, but was returned to a vote in 1923, where it then passed. But Governor McCray vetoed the bill, stating that he had “a sacred regard for the traditions and the purpose of Memorial day” and that the bill was “class legislation and therefore unconstitutional.”

The second issue that arose was the repeal of the 1919 anti-German language laws, passed in part because of World War I. Representative Waldemar Eickhoff introduced the bill in an attempt to remove discrimination against the German language. The bill eventually passed, but not without a rider attached to it that prevented “the teaching of any foreign language, including Spanish, Latin, and French.” The discussion of this bill became so intense that Branch broke his gavel on the podium trying to restore order.

Scandal hit the governor’s office in April 1924, when McCray was convicted on charges of “using the mails in furtherance of a scheme to defraud [his creditors],” and resigned from office. Branch became Governor of Indiana on April 30, 1924 as soon as McCray’s resignation became official. He was the first alum of Indiana University to become governor. With the little time that he did have in office, Branch attempted to build upon McCray’s goals. But before he did this, he had to investigate the administration to ensure that McCray had not involved or compromised the government. He ensured that all departments under the control of McCray were investigated before proceeding as governor.

Branch was a firm believer that education was a principal foundation of the government and that Indiana’s education system needed more support from the citizens to improve this system. He believed that better education meant a better citizenry, and that spending more on education would ultimately improve Indiana as a state. Republicans at the time pushed for a “county unit of education,” which would create a county board of education responsible for tasks such as locating schools and appointing teachers. Through this system, supporters hoped that the school system would have a more uniform quality throughout the state and a fair tax rate in the county. True to his Republican ideals, Branch recommended that the county unit of education be implemented via the seventy-fourth general assembly in his speech on January 8, 1925, saying “I think it should be done for I believe it a step for better education and that is one essential we must not lost sight of in building up our government.”

In October 1924, Governor Branch called a statewide safety conference to see what could be done to lessen the number of people being killed at railroad grade crossings. He hoped that in doing so it would save lives. Branch ensured that all delegates at the conference represented all interests in the subject—railroads, automobile clubs, etc. In his message to the Indiana General Assembly in 1925, he reported the solutions found by the conference members. Branch suggested creating a department of safety. The public service commission should be given the “power to require railroad companies to install and operate flash-light signals, signs, or other modern signal devices at railroad crossings over highways in the country.” Other suggestions included enacting a safety zone and a “Stop, Look, Listen” law to be enacted. Along with this, he was actively involved in extending the state highway system, believing, like many Republicans, that improved transportation would improve the economy.

Further advocating for the “unfortunates,” Branch’s first official statement as governor urged people to observe May Day as “Child Health Day” for the improvement of the health and happiness of children. He further supported healthcare for children by dedicating the new Riley Hospital for Children on October 7, 1924, the birthday of James Whitcomb Riley and namesake of the hospital. As lieutenant governor, Branch oversaw a law passed providing for the establishment of the hospital. In a letter to Hugh M. Landon, president of the Riley Memorial Association, Branch wrote, “I earnestly recommend that the citizens observe the week of October 1 to 7 as ‘Riley Hospital Week’ and make such plans to further aid this institution as their voluntary judgement and good faith in childhood may justify.” In January 1925, Branch boasted to the Indiana General Assembly that “the work being done there for the unfortunate little folks is of the highest quality.”

Support of children’s health was not his only concern—he also continued McCray’s efforts for a new state reformatory at Pendleton and relocation of the Indiana School for the Blind. He defended both of these decisions in his speech at the Republican Convention in May 1924. He encapsulated the speech in a pamphlet titled “The Truth About Your State Government,” in which he discussed the purchasing power of the currency and what taxes pay for in the state. He asserted that the Republicans took over the reins of government from “the most incompetent, inefficient and costly” Democrats in Washington and had been working to reverse the problems they caused. While this seems rather blunt, Branch explained how money was being spent and where in terms that non-politicians could understand. He ended his pamphlet on a good note by stating why he has faith in the people and in his party.

Unlike his predecessor, the most scandalous thing that Branch dealt with was the Indiana Bell Telephone Company’s attempt to force higher rates on customers without the approval of the public service commission. Branch “demonstrated his willingness to ‘go to battle’ for the rights of the people,” gaining more support as governor from the citizens of Indiana. During a speech before the Indiana Republican Editorial Association, Branch asserted that “as long as he was Governor the Governor’s office and all other state departments would be found fighting for the interests of the people ‘against this monopoly.’” In 1925, this issue gained the majority of attention in discussing the high points of his term.

A fan of Abraham Lincoln and proud Republican, he often reminded people that the former president once contended “The Republican party is good enough for me” and that “What was good enough for Lincoln is good enough for me.” In an article published upon his death, Branch is described as “austere and dignified, with a Lincolnesque face,” a description he would have loved.

After leaving office, Branch retired with his wife, Katherine Bain Branch, to their home of more than twenty years at 510 E. Washington Street in Martinsville. He practiced law and continued to serve as president of the Branch Grain and Seed Company. Branch died unexpectedly on February 23, 1932 at the age of 57 in Martinsville.

Paul V. McNutt: The Man Who Would Be King

In addition to Wendell Willkie, another ambitious Hoosier almost won the U.S. presidency. Paul V. McNutt, Governor of Indiana from 1933-1937, set his sights on the presidency as early as the 1920s, when he was the state and national commander of the American Legion. His advocacy of human rights, particularly of Jews during his time as Governor and High Commissioner to the Philippines, put his moral arc far beyond some of his peers. In the 1940 presidential election, McNutt was also considered a “Dark Horse” candidate on the Democratic side if Franklin Roosevelt did not run for an unprecedented third term. McNutt’s progressive, internationalist political identity squared well with the New Deal Era and growing American involvement in World War II. Yet, his chance to become President never materialized.

Born on July 19, 1891 in Franklin, Indiana, McNutt was exposed to law and politics at a young age by his father, attorney John C. McNutt. After graduating from Martinsville High School in 1909, he attended Indiana University from 1909-1913, earning a BA in English. Willkie and McNutt both attended IU at the same time and held leadership roles, with McNutt the President of the Student Union and Willkie the President of the Democratic-aligning Jackson Club. Willkie even helped McNutt win his Student Union presidency and biographer I. George Blake notes that they were “very good friends.” After his time at IU, McNutt pursued a career in law, receiving a Bachelor of Laws from Harvard University in 1916.

McNutt joined the Indiana University law school faculty in 1917, but national service disrupted his teaching. The United States formally entered into World War I in April, 1917, and within a few months, McNutt registered for military service. He spent most of the war at bases in Texas, and while he “exuded pride in his contribution,” historian Dean J. Kotlowski noted that the war’s end dashed his chance to fight in Europe. McNutt returned to the IU Law School faculty in 1919, and by 1925, he was elected Dean.  Under his tenure, the Law School streamlined its administration, expanded enrollment, and oversaw the launch of the Indiana Law Journal. He held this position until he became Governor of Indiana.

McNutt’s political ambitions came to a zenith during his tenure as State and National Commander of the American Legion, using its infrastructure to win the governorship. He was elected State Commander in 1926 and, during his tenure, membership dramatically increased from 18,336 to 25,505. He was then elected National Commander on October 11, 1928, where he expanded national membership, organized events, and offered advice on foreign policy and veteran’s affairs. McNutt’s outspoken views even ignited a public feud with President Herbert Hoover. In 1929, the Hoover Administration agreed to scrap two British Naval Ships and McNutt communicated his disagreement with a telegram published in the New York Times. McNutt believed it made America more open to attack if “naval parity with Britain” was lost. McNutt’s internationalist view of foreign policy, which would serve him well during the 1940s, clashed with the isolationist current of the 1920s.

His impressive resume and connections with the Legion ensured his election as Governor in 1932, the same year Franklin Delano Roosevelt first won the presidency. In his inaugural address on January 9, 1933, McNutt advocated for broad political reform, especially relief for those affected by the Great Depression. He called for investments in public education, infrastructure, care for the elderly and infirm, and a reorganization of government functions. The next day, McNutt gave another address to the General Assembly detailing his proposals, which included consolidation of government agencies, a personal income tax, tighter regulation of public utilities, the end of alcohol prohibition, and balancing the state budget.

During his four years as Governor, Paul McNutt achieved many of his policy proposals. According to historian Linda C. Gugin, his signature achievement during his first year of office was the Executive Reorganization Act, passed by the General Assembly on February 3, 1933. It reorganized more than 100 separate divisions of government into eight departments, directly overseen by the Governor. He also advocated fiscal discipline. While bank runs ravaged the country’s financial health, McNutt argued against a bank holiday for the state, despite states like Michigan had already passed one. This move ensured more stability to the banking system in the state. He also kept his promise on Prohibition. According to the New York Times, the General Assembly repealed the state’s prohibition law on February 25, 1933 and Governor McNutt “recommended pardons for those convicted of liquor law violations other than public intoxication and driving while intoxicated.”

Perhaps most notably, Governor McNutt proved to be an early champion of human rights for European Jews during the rule of Adolf Hitler. He gave the keynote speech at a Chicago anti-Hitler meeting on March 27, 1933, showing his opposition to the German leader’s treatment of Jewish people in Germany.  In his address, as recorded by the New York Times, he stressed the need for combatting Germany’s injustice:

“… Are we to join with the traitors of brotherhood, or to enlist in the war of justice? What nation would deny its pioneers and a people who have made such contributions to culture? No government can long endure that fails to guarantee to its people the right to live as human beings. The present government of Germany thus writes its own destruction.”

Furthermore, he advocated for Americans ravaged by the Great Depression. In late 1934, McNutt gave a policy speech defending his state’s old age pension program and a national plan for old age pensions, which paralleled President Roosevelt’s Social Security proposal:

In any future program will be included three great objectives: the security of the home, the security of livelihood and the security of social insurance. Such a program would be a great step toward the goal of human happiness. The first duty of government is to protect the humanity which it serves.

Once the Social Security Act was passed in 1935, McNutt’s administration aligned Indiana’s policies with the national program through the “Unemployment Compensation Act, the Public Welfare Act, and the Child and Maternal Health Act.” Like Roosevelt, McNutt’s progressive policies highlighted his belief in “economic security for Americans at home as well as national security for America abroad.”

After his time as Governor, McNutt served as High Commissioner to the Philippine Islands from 1937-1939, and then again from 1945-47, becoming their first Ambassador the United States after they gained independence in 1946. Much like during his governorship, McNutt’s commitment to the protection of European Jews extended to his role as High Commissioner. McNutt denounced the horrific policy of Kristallnacht (a night in the fall of 1938 where Nazi soldiers attacked Jewish homes and destroyed their belongings) and ensured the escape of “1,200 German and Austrian Jews” to the Philippine Islands in 1938-39. These policies stood as an outlier for American policy during the 1930s; entering the United States was often difficult for Europeans fleeing fascism. Nevertheless, as acts of political conscience, these policies remain one of McNutt’s most enduring legacies.

During his time as Commissioner, McNutt began being touted as a candidate for the Democratic presidential nomination in 1940. Franklin Roosevelt, nearing the end of his second term as President, displayed ambivalence about a third term. This forced many within the Democratic Party to seek out a candidate, and McNutt received serious consideration. During his 1938 visit to the U.S., the Indiana Democratic Editorial Association, a meeting of 300 Democratic leaders in Washington, D.C., endorsed him for President.

Two major publications profiled McNutt’s presidential ambitions. Jack Alexander’s piece in Life magazine highlighted the Indiana Democratic Party’s use of “McNutt for President Clubs,” local organizations that campaigned for the former Governor, as integral to his electoral success. Alva Johnston’s piece in the Saturday Evening Post highlighted his prominence next to Roosevelt and saw his chances of election as fairly strong. If Roosevelt did not seek a third term, McNutt believed he had the political resources to win the Democratic nomination.

However, when Roosevelt decided to run for a third term, McNutt dropped out of the race for the Democratic Nomination in the hopes that he would be considered for the Vice Presidency. When Henry Wallace, Secretary of Agriculture, became Roosevelt’s choice for the Vice Presidency, McNutt conceded again to the wishes of the President. With a nomination for the presidency or vice presidency out of his grasp, McNutt ended his ambitions for the White House and he never held another elected office. Later that year, his friend and political rival Wendell Willkie secured the Republican nomination, but would lose to Roosevelt in November.

After his unsuccessful presidential campaign, McNutt continued public service, serving as the Federal Security Agency Administrator (1939-41), the Director of the Office of Defense Health and Welfare Services (1942), and War Manpower Commission Chairman (1943-1945). In 1947, McNutt moved to New York City and began a law practice. He served his final governmental post, as a member of the China Advisory Committee for the Economic Cooperation Administration, in 1949. After years of failing health, McNutt died on March 24, 1955 in Manhattan.

Even though Paul V. McNutt never resided at 1600 Pennsylvania Avenue, his political life influenced the future of American politics. His commitment to human rights, political and social equality, and an internationalist view of foreign policy became the standard for the Democratic Party even to this day. To many during his time, he was seen as the heir apparent to Franklin Roosevelt. Alas, it never happened; circumstances and personal mistakes dashed his chances. McNutt’s story parallels that of Icarus, whose ambition brought his waxen wings too close to the sun, melting them, and he fell into the sea. Nevertheless, Paul V. McNutt remains one of Indiana’s most successful Governors and statesmen.
