“Yes, it was me! I shot him and I’m damned glad I did! And I’d do it again-,” cried Roxie Hart, the achingly beautiful murderess conjured up by reporter-turned-playwright Maurine Dallas Watkins. Inspired by crimes she covered for the Chicago Tribune in the 1920s, Watkin’s 1926 play “Chicago” became an instant hit and has been continuously reinterpreted, from Bob Fosse’s 1970s production to the Oscar-winning 2002 Miramax film. The Crawfordsville, Indiana native’s take on women murderers, who employed charm and theatrics to convince sympathetic male jurors of their innocence, earned the praise of critics and theater-goers. The Los Angeles Times noted that year “critics claim that the play is without a counterpart in the history of the American stage.” In an era of instant, often fleeting social media-derived celebrity, Watkins’ fame-obsessed murderesses who kept the press enraptured seem more relevant than ever.
Born July 27, 1896 in Louisville, Kentucky, Watkins moved with her family to Indiana and attended Crawfordsville High School. According to a 1928 Indianapolis Star article, she started writing dramas from a young age. At 11-years-old, the Ladies’ Aid Society of the Crawfordsville Christian Church presented her “Hearts of Gold,” which generated $45. The St. Louis Star and Times described Watkins in 1928 as “simply dressed, with big, innocent-looking blue eyes and an exceedingly shy manner.”
After studying at Butler University in Indianapolis and Hamilton College in Lexington, Kentucky, she sought experiences about which she could write and contacted the city editor of the Chicago Tribune. The newspaper, convinced by Watkin’s zeal, hired her to write about the city’s crimes from a “woman’s angle.” Her eight month stint as a “sob sister,” or women journalists who wrote about female criminals and were often sympathetic to their crimes (although not in Watkins’ case), inspired her to write “Chicago.” She described the piece as “‘a composite of many different happenings, while Roxy the heroine, was drawn from one of our leading ‘lady murderesses’-the loveliest thing in the world, who looked like a pre-Raphaelite angel, and who shot her lover because he was leaving her'” (Ind.Star).
This murderess was one Mrs. Beulah Annan of Chicago, who confessed to killing her lover Harry Kalstedt. She was pronounced not guilty by a jury, swayed by her innocent persona and “man-taming eyes.” While Annan served as the inspiration for “Chicago,” the name of the play’s protagonist Roxie Hart was likely borrowed from a 1913 murder in Crawfordsville involving the lover of the deceased Walter Runyan. Like Annan, this lover was also praised for her captivating eyes and delicate features.
The St. Louis Star and Times noted that Watkins enjoyed this work for a period of time “because the psychological reactions interested her.” With literary inspiration in hand, she moved to New York and worked as a movie critic for the American Yearbook. She attended Professor George Pierce Baker’s playwriting class “47” at Yale University, drafting “A Brave Little Woman.” According to The Best Plays of 1926-27, upon completing the play Watkins, “being a thorough feminist,” approached play broker Laura Wilck, who “promptly bought it for herself and announced an intention of producing it. But before she got around to this the men interfered.” Well-known producer Sam Harris soon bought and changed the play’s name to “Chicago.” Best Plays attributed the piece’s success to Watkin’s “freshness of viewpoint,” “natural gift for writing,” and “interview with a lady murderess.” The Roaring Twenties provided the perfect canvas for Watkin’s literary skills and, as the Abilene (Texas) Reporter-News noted in 1927, “No period ever left itself wider open to lampooning than this in which the absurd antics of bootlegging, publicitizing, exploitation, crime and all the rest are commonplaces.”
The play achieved immediate stage success. According to a 1997 Chicago Tribune article, it ran for 172 Broadway performances. Its debut generated widespread anticipation and the Los Angeles Times reported in March 1927 that preparations were being made at the city’s Music Box Theater, “with stage and screen stars, literary prominents, civic officials and society leaders in attendance, the opening promises to develop into a social event.” The showing featured an undiscovered Clark Gable (who later married Hoosier actress Carole Lombard), portraying “Jake the reporter.”
A review published by the Pittsburgh Daily Post noted that “Chicago’s” text was “so packed with knowledge and seasoned irony that any one could picture for himself the kind of toughened old buzzard of a sob-sister who would have knocked about enough to know how to write it.” The Arizona Republic published one of the more colorful and insightful reviews of the play’s impact on the public, noting that Watkins filled her “drama with comedy of terrific realty and, with never a word of preachment . . . and sends the audiences home converted to a skepticism that can hardly fail to have important results when enough people have seen the play.” As the scintillating third act concluded, the “audience staggers home, laughed out, yet somehow sadder and wiser, and realizing with tragic wonder that tomorrow the headlines will brazen forth some new female criminal.”
The Republic suggested that Watkin’s drama could change the public’s perception about these “pretty demons.” It added that her work was a “tremendous denunciation of the sacrilege by which the juryman, who should be the wisest and sanest of our guardians, is easily turned into a blithering come-on.” And, “best of all,” the satire was written by a woman “on the folly of men in their false homage to woman, their silly efforts to protect her while she dupes them.”
The IndianapolisStar reported that the reverend’s daughter still considered Indiana home, despite moving to New York following the success of her play. She recalled upon a return visit “‘I love it out in the country-life’s terribly complicated! You count the rings of the telephone to see if it is your number, and you have to go and meet the postman.'” The woman who wrote about a “flashy negligee of blue Georgette with imitation lace,” kept her hair “unbobbed” due to her father’s dislike of short hair.
Following the success of “Chicago,” Watkins continued to write, but never achieved the same level of literary acclaim. She was commissioned to dramatize Samuel Hopkins Adams’ novel Revelry, about the Harding administration’s Ohio Gang, for which she conducted research at the White House. In April 1927, the newspaper hired her to cover the trial of Ruth Snyder, who murdered her husband. The paper noted that Watkins, a sobless sister, would “deal with facts, without tears, in a notable author’s inimitable way, from her place at the trial table in Queens courtroom.” She reportedly moved to Hollywood, writing screenplays and articles for Cosmopolitan magazine. The author later settled in Florida, where she died of lung cancer in 1969. Watkin’s three act play cemented her legacy among the pantheon of accomplished Hoosier writers such as Pulitzer Prize-winner Booth Tarkington, I Love Lucy‘s Madelyn Pugh Davis, and Crawfordsville colleague Lew Wallace.
During the early nineteenth century, the end of the Napoleonic Wars shaped the direction of the western world. After Napoleon’s defeat in the Cossacks (Russia) in 1814, the western powers reshaped the international order. To this end, the European powers that defeated Napoleon’s imperial ambitions (Russia, Great Britain, Prussia, and Austria) met in 1814-1815 in Vienna to create a new system of alliances that would keep the peace in Europe for the next 100 years. Called the Congress of Vienna, these meetings built a new international order based on the 1713 Treaty of Utrecht, creating a “balance of power” system throughout the region. This framework of negotiations continued to meet annually until 1822, when meetings met more sporadically. The Congress of Vienna was the first attempt by nation states in the modern period to create a system of peace that would be long-lasting, internally strong (which would be problematic due to the exclusion of the Ottoman Empire), and fair.
The “Era of Good Feeling,” embodied by the Presidency of James Monroe (1817-1825), defined the decade. The Democratic-Republicans, a party solidified under President Thomas Jefferson, became the dominant party in the United States. The War of 1812, bitterly fought between the United States and Great Britain, had strained the young republic, especially for a young territory-turned-state like Indiana. As historian Logan Esarey notes, “the first results of the War of 1812 were disastrous. The inroads of the Indians broke up many settlements.” The election of 1820 saw President Monroe reelected to the Presidency with all electoral votes except one. This sweeping mandate reaffirmed the public’s trust in the Democratic-Republicans and Monroe’s vision for the United States.
Yet the era was not without controversy. The hotly debated Missouri Compromise of 1820 created a balance of power between the slave states of the south and the free states of the north. The law called for Missouri’s admittance as a slave state and Maine as a free state, and prohibited slavery from the Louisiana Territory north of the 36° 30´ latitude line. This was a compromise created out of various bills passed by both the House and the Senate who could not agree on whether to admit Missouri as a slave or free state. The law would remain in effect until the Kansas-Nebraska was passed in 1854. The debate about slavery was an instrumental part of Indiana’s own founding, with factions on every side.
State Events & Legislative Responses
Indiana officially became a state on December 11, 1816, but the push for statehood traces back to before the War of 1812. Due to battles between British-leaning Native Americans and the United States, the Indiana Territory did not have the 60,000-residents status until after the conflict. Nevertheless, on April 19, 1816, the United States Congress passed the Enabling Act, which allowed for Indiana to petition for statehood. Delegates met in Corydon in the summer of 1816, and on June 29, they signed the newly-drafted constitution. This new constitution created a General Assembly, comprised of a House of Representatives and a Senate, with members serving one and three years, respectively. The state constitution also authorized the General Assembly to create a primary and secondary public education system, which included Indiana University
During its first ten years, the General Assembly faced many challenges, but the issue that divided its legislators the most was slavery. Admitted to the union in 1816 as a free state, Indiana nonetheless was politically fragmented on the issue. Indiana’s first Governor, Jonathan Jennings, led a wing of fiercely anti-slavery Democratic-Republicans (the only party of consequence in Indiana at the time). On the other side, the James Noble faction was pro slavery and the William Hendricks faction was neutral on the conflict. To settle these divisions, the General Assembly passed a measure in 1816 that outlawed “man-stealing,” which authorized indentured servitude only if the claimant could substantiate his case in court, otherwise it was considered slavery and illegal under the Indiana Constitution. This ensured a compromise that kept all parties happy but allowed some forms of slavery in Indiana well into the 1830s.
Other pressing matters in the first ten years of Indiana’s statehood included funding, construction of infrastructure, and selecting a new state capital. An Ohio Falls Canal, along the Ohio River, was proposed with financial allotments enacted by the General Assembly in 1818. However, by 1825, the canal project collapsed; poor management of its finances and Kentucky’s finished Ohio River Canal destroyed any chances of Ohio Falls Canal’s completion. Yet, these setbacks only served as a catalyst for future internal improvements. In 1820 and 1823, the General Assembly passed roadway legislation that, “provided for twenty-five roads along definite routes through various counties, including five that were to be routed to the site of the new seat of government [Indianapolis].” Costing over $100,000, these new roadway systems began the layout of Indiana’s infrastructure.
While Corydon served the state well as its first capital, northern migration facilitated the need for a more centralized seat of government by 1820. Named “Indianapolis” by state Representative Jeremiah Sullivan, the new state capital was surveyed by Alexander Ralston and Elias P. Fordham. Ralston, a surveyor and city planner who had worked in Washington, D.C., surveyed plats for Indianapolis in a similar design to the nation’s capital. In 1822, the General Assembly approved a law authorizing plat sales to facilitate the transfer of government and the construction of a Marion County Courthouse. In the 9th session of the General Assembly in 1824, Indianapolis was made the legal capital of the State of Indiana and chose Samuel Merrill, the State Treasurer, to oversee the arduous task of moving the government. It took eleven days to trek the 125 miles to the new capital, but Merrill and the Indiana General Assembly had finally arrived at their permanent home.
Thomas Hendricks was a State Representative and State Senator from 1823-1831 and 1831-1834, respectively. He represented Decatur, Henry, Rush, and Shelby Counties. Wearing many hats, Hendricks served as a school superintendent, surveyor for Decatur County, and a Colonel of the Indiana militia in 1822. He was the first in the long and illustrious Hendricks family line to be in Indiana public service. His brother, John Hendricks, also served in the Indiana General Assembly and his nephew Thomas A. Hendricks later became the twenty-first Vice President of the United States.
Isaac Newton Blackford was the first Speaker of the Indiana House of Representatives, serving in the role from 1816-1817. Born in New Jersey and a graduate of Princeton, Blackford began his life in the Hoosier state as the Washington County Recorder. After a stint in the Indiana House of Representatives as its first Speaker, he went on to become an Indiana Supreme Court Justice, a role he filled until 1853. While never elected to higher office, he was appointed the United States Court of Claims in 1853, adjudicating cases until his death in 1859. Blackford is notable for his deep involvement in both the legislative and judicial branches of Indiana government, a role he pioneered and would have many follow in his footsteps.

Jonathan Jennings was born in 1784 in New Jersey, the sixth child of Jacob and Mary Jennings. His father was a physician and minister. The future first governor of the State of Indiana grew up in western Pennsylvania. He moved to the Indiana Territory at age 22, settling first in Jeffersonville, where he began a law practice. In 1807, Jennings moved to Vincennes, capital of the territory. There, he clerked for the land office, the General Assembly of the Indiana Territory, and for Vincennes University. An incident at the the university between Jennings and Territorial Governor William Henry Harrison and his supporters, prompted Jennings to leave Vincennes. In search of a more hospitable residence and career, he returned to Clark County and settled in Charlestown by 1809.
Jennings’ move would prove to be very timely for his political ambitions. Congress separated the Illinois Territory from the Indiana Territory, which lessened Governor Harrison’s political influence. Furthermore, Congress mandated that the Indiana Territory’s delegate to Congress be popularly elected, as opposed to elected by the territorial legislature.
While Jennings was an outsider to Harrison’s clique, he was extremely personable and a great campaigner. His outsider status was also relatable to the population in the eastern counties, who resented the patriarchal political power structures in Vincennes. Indiana historian William Wesley Woollen described Jennings’ appeal, noting he was “a man of polished manners . . . he was always gentle and kind to those about him. He was not an orator, but he could tell what he knew in a pleasing way.”
An oft-repeated story about Jennings illustrates his political populism in contrast to his patrician political opponents. Author John Bartlow Martin described the scene this way:
Jennings’s opponent, a Harrison man, arrived during a logrolling [at a Dearborn County farm], chatted at the farmhouse a short time, then rode away. But Jennings, arriving next day, pitched into the logrolling and when it was done, tossed quoits and threw the maul with the men, taking care to let them beat him. He was a natural politician, the kind the Hoosiers lived, almost the original model of the defender of the people against the interests.
In 1809, only white, property-holding men could vote in the Indiana Territory. At age 25, Jennings ran for Congress and defeated an older and better politically connected candidate. Jennings won re-election in 1811, 1812, and 1814. As a territorial delegate, and not a fully vested member of Congress, Jennings could not vote on legislation. However, his role was very important to Indiana’s road to statehood as he advocated for legislation from Indiana Territory constituents, including petitions for statehood. The first statehood petition was sent to Jennings in 1811, which Congress denied on account of the territory’s population not yet reaching 35,000. The United States had more pressing problems in subsequent years, most notably the War of 1812, which raged until 1814. The war disrupted the business of Congress when the British Army burned the U.S. Capitol and the White House.
A year after the Treaty of Ghent ended the war, Congress was back to lawmaking. On December 28, 1815, Jennings introduced another territorial petition for statehood. This time the U.S. House leadership referred the petition to a committee and named Jennings as chairman. A week later the committee reported a bill, which eventually passed. On April 19, 1816, President James Madison signed it into law. Known as the Enabling Act, the legislation authorized residents of the Indiana Territory to hold a Constitutional Convention. On June 10, 1816, convention delegates convened in Corydon to draft a constitution. Jennings was one of the delegates. He was so esteemed by his peers that he became president of the convention. The resulting document borrowed from previous state constitutions, but reinforced a lot of democratic ideals. Although there was a system of checks and balances, most of the power lay with the elected representatives, which many people viewed as being closer to the people than the governor. The constitution also allowed for universal white, adult male suffrage, gave voters the right to call for a new constitution, recommended a state-supported education system, prohibited establishment of private banks, and prohibited slavery.
Indiana held its first state elections in August 1816, and Jennings won the gubernatorial election over Territorial Governor Thomas Posey. Jennings was then only thirty-two years old. For the next six years he would serve as Indiana’s first executive. Keep in mind, under the 1816 Constitution, a governor’s powers were limited, and he could not set legislative agendas. He could make appointments, including judges, and could also sign or veto legislation.
According to Carl E. Kramer’s profile of Jennings in The Governors of Indiana, the state’s first governor faced the daunting challenge of “placing Indiana on a sound financial footing, implementing a court system, and developing rudimentary educational and internal improvements systems, while also attempting to prevent government from becoming so burdensome that it obstructed personal advancement and enterprise.” Kramer noted that as governor, Jennings concentrated on “organizing an educational system that reached from the common schools to a state university; creating a state banking system; preventing illegal efforts to capture and enslave blacks entitled to their freedom; organizing a state library; and developing a plan of internal improvements.” His limited success in accomplishing these, was “as much a reflection of the governor’s limited powers and the state’s impoverished financial condition as it is upon his political skills and knowledge of the issues.”
His most far-reaching action during the time he served as governor actually occurred when he was not acting in that capacity. In 1818, Jennings served as a treaty negotiator on the Treaty of St. Mary’s which obtained title to a large part of land from the Miami Indians. As an aside, while Jennings was absent from Corydon during these negotiations, Lieutenant Governor Christopher Harrison tried unsuccessfully to take power and remove Jennings from office.
The low-light of Jennings time as governor came in 1820 as the State Bank teetered and eventually collapsed. As historian Dorothy Riker noted, “Jennings was severely criticized for his failure to supervise the Bank and his refusal to instigate and investigation earlier.”
In 1822, with only months left to serve in his second term, Jennings resigned as governor so that he could return to Congress, where he served from 1822-1831. Internal improvements like roads and canals were hallmark pieces of legislation at this time in American history, especially under President John Quincy Adams (1825-1829) and his proto-Whig Party (Adams/Anti-Jackson) adherents like Jennings. For Jennings, internal improvements were a way for Indiana to advance, economically by allowing for Indiana’s agricultural goods to make it more easily to markets, and for finished goods to make their way into the state. Good roads and canals would also encourage immigration into the state, especially along the National Road, and would facilitate communication with other parts of the nation. Because of Jennings advocacy of better transportation networks, it is fitting that the Indiana Department of Transportation designated this section of I-65 as the “Governor Jonathan Jennings Memorial Highway.”
According to Woollen, Jennings lost his congressional seat in 1830 due, in part, to his drinking problem. He retired to his Charlestown farm, where he died on July 26, 1834. Historians have conflicting views on Jennings legacy. He was not an activist executive, which present-day observers have come to expect when rating their leaders. However, he was an incredibly popular politician. He played important leadership roles in Indiana reaching statehood, including at the Constitutional Convention. As for his role as governor, it is important to think about his service in the context of the time. Hoosiers at the time did not want an aristocratic leader like William Henry Harrison. Rather, Jennings set a precedence as the first governor which sought to honor the autonomy and democratic values of pioneer Hoosiers.
At times described as cantankerous, paranoid, and bitter, Kenneth Rexroth, the trail-blazing Hoosier poet, cajoled and harangued some of the best poets of the Beat Generation. At the same time, he worked tirelessly to promote their work. Rexroth’s own radical poetry both preceded and inspired the Beats, though at times he refused to be associated with the movement that he thought had lost its meaning by the late 1950s, and especially that “hipster” Jack Kerouac.
As important as Rexroth’s poetry is to American literature, his life story is perhaps even more fascinating. And while much has been written about his years in San Francisco laying the groundwork for a literary renaissance in that city that grew into the larger Beat movement, little has been written about his time in Indiana, Illinois, and Ohio – a period when the budding poet rubbed elbows with anarchists, burlesque dancers, criminals, and the artistic and literary elite of the Midwest and the world.
Kenneth Rexroth was born on December 22, 1905 in South Bend, Indiana. Young Rexroth’s first residence was a house at 828 Park Avenue in South Bend which still stands and will soon be the site of an Indiana State Historical Marker commemorating his life and career. In Kenneth Rexroth:An Autobiographical Novel, he described the house as “substantial and comfortable,” near to the Oliver Hotel and Mr. Eliel’s drug store. According to a 1905 article in the Elkhart Daily Review, Rexroth’s father was working as a traveling pharmaceutical salesman.
In 1908, the Rexroth family moved to a home on East Beardsley Avenue in Elkhart, Indiana, a relocation that made the local newspaper.
Rexroth wrote a description of the Elkhart home as well:
This was a quiet residential street above the river where all the best homes in the town were in those days, where the patent-medicine people, the musical-instrument people, the buggy-works people, the corset people, and all the other leading citizens of the town lived in their wooden, sometimes Palladian or Romanesque mansions, and we had our own little Palladian house.
While Rexroth was born into a comfortable life, his family’s circumstances soon deteriorated. His parents, Charles Marion and Delia Rexroth, had difficulties with alcohol, chronic illness, and each other. Rexroth wrote that his mother was drinking champagne when she went into labor and bluntly called his father a “drunk” and a “constant gambler.” When he was five, circa 1910, they left the lovely house on East Beardsley due to his father’s diminishing finances. The family moved more often then, mostly renting, but Rexroth remembers living in a “run-down Victorian house” on Second Street that he believed they owned. Despite setbacks, he remembered his childhood in Elkhart fondly. His mother taught him to read early and immersed him in classical literature. He spent time at the library, learned French, explored the neighborhood, and fell in love with Helen, “the little girl next door,” when they were just six or seven. His parents were able to afford a family tour of Europe, which made quite an impression on young Rexroth.
However, his mother continued to succumb to a chronic illness that multiple doctors were unable to diagnose, and his father intensified his drinking and gambling. Sometime around 1914, when Rexroth was nine, the family moved briefly to Battle Creek, Michigan, and then to Chicago the following year, where they lived with relatives. Rexroth’s father’s alcoholism put him near death on at least one occasion and he left the family, likely for some sort of sanitarium. Rexroth moved with his mother into a small apartment and they rarely saw his father. After a painful period fighting what was likely tuberculosis, Delia Rexroth died in 1916. Eleven-year-old Rexroth went to live with his father and grandmother in Toledo, Ohio. Here, Rexroth began to seek and find trouble.
Rexroth had little supervision in Toledo. He began running around town with a gang of boys who would rob cash registers and, despite his young age, he ran various money-making hustles that involved running errands for “brothels, cardrooms, and burlesque shows.” He also witnessed the Willys-Overland labor strike that turned riotous. Rexroth wrote that this was a significant moment in his youth and he “started off in the labor movement.” In 1919, at this uncertain juncture in Rexroth’s early adolescence, his father also died.
Rexroth’s aunt, Minnie Monaham, retrieved the thirteen-year-old trouble maker and brought him back to Chicago to live with the rest of the Monahams. The 1920 U.S. Census shows that the nine person household was located on Indiana Avenue, but they soon moved to an apartment on South Michigan Avenue in the Englewood neighborhood on the South Side of Chicago. Rexroth enrolled in the nearby Englewood High School. School administrators quickly expelled him for his poor attitude and attendance. It was outside of the Chicago public school system, however, that Rexroth pursued a more profound education.
Perhaps in the same manner he was able to gain access to the burlesque theaters of Toledo, Rexroth found access to the clubs of the poets and writers gathered in this Midwest city during the second wave of the Chicago Literary Renaissance. Among these were important local poets such as Carl Sandburg and Harriet Monroe, writers and intellectuals such as Hoosier-born Theodore Dreiser, and political thinkers such as famous Hoosier socialist, Eugene Debs, as well as the “big names” of the international art and literature worlds. This intellectual elite met at formal and informal clubs and locations around the city.
Rexroth also explored the radical political movements of the period at venues such as the Washington Park Bug Club, also known as Bughouse Square, which met in a “a shallow grassy amphitheater beside a lagoon off in the middle of the park,” according to Rexroth. Bughouse Square was, for a time, “the most celebrated outdoor free-speech center in the nation and a popular Chicago tourist attraction,” according to the Chicago Historical Society. Here, people with a host of different ideas would get on their soapboxes (sometimes literally) and orate to the crowds that would gather. Rexroth wrote that “here, every night until midnight could be heard passionate exponents of every variety of human lunacy” such as:
“Anarchist-Single-Taxers, British-Israelites [or Anglo-Israelite], sell-anointed archbishops of the American Catholic Church, Druids, Anthroposophists, mad geologists who had proven the world was flat or that the surface of the earth was the inside of a hollow sphere, and people who were in communication with the inhabitants of Mars, Atlantis, and Tibet, severally and sometimes simultaneously. Besides, struggling for a hearing was the whole body of orthodox heterodoxy — Socialists, communists (still with a small “c”), IWWs [International Workers of the World], De Leonites, Anarchists, Single Taxers (separately, not in contradictory combination), Catholic Guild Socialists, Schopenhauerians, Nietzscheans — of whom there were quite a few — Stirnerites, and what later were to be called Fascists.”
Another inspiring haunt for Rexroth was the Dill Pickle Club, not far from Bughouse Square, where artists and writers along with socialists and anarchists gathered for social and artistic experimentation. Rexroth wrote that there were independent theater productions Wednesdays, Thursdays and Fridays. On Sunday night, there were lectures on various topics. On Saturday nights “the chairs were cleared away and the Chicago jazzmen of the early Twenties played for a dance which lasted all night.” Rexroth remembered the actors and sets as being awful but somehow they produced plays that were “the very best.” Lectures were given by “every important scholar who came through the town, and all those who were attached to the universities.”
Most significantly, however, Rexroth gained entrée to the salon at the home of Jake Loeb, where he encountered the leaders of the local literary movement, international visitors such as D. H. Lawrence, and access to books of artists and writers who would greatly influence him, such as Gertrude Stein. In his autobiography, Rexroth referred to Loeb’s home as “a more important Middle Western cultural institution in 1923 than the University of Chicago, the Art Institute, the Symphony, and the Chicago Tribune put together.” He wrote that he met “everybody who was anybody in the Chicago of the Twenties and everybody who was anybody who was passing through town.” He continued:
“Besides the famous transients, many of whom stayed in the place, the house was full every night of the cream of Chicago’s intellectuals in the brief postwar period of Chicago’s second renaissance. It seems rather pointless even to list them — any of them — because they were all there. . . It is not that I met famous people — it is that I learned by listening to impassioned discussion among mature people, all of whom were out in the world putting their ideas into effect.”
Rexroth was also starting to put his ideas into effect. Although he had shown little academic or literary promise thus far, Rexroth became “a prolific painter and poet by age seventeen,” according to the Poetry Foundation. By this point he was running from one cultural hot-spot to another, performing the poetry to which he was being exposed. He wrote in his autobiography that if he hustled he could make over fifty dollars in a weekend. He continued, “Thus began my career as a boy soapboxer, bringing poetry to the masses.”
He began working a number of odd jobs, and in his free time, experimenting with oil paints and piano. One such job was at the Green Mask on Grand Avenue and State Street. Rexroth referred to the Green Mask as a “tearoom,” but it was probably more accurately a cabaret, and it was located in the basement of a brothel. Rexroth wrote, “The place was a hangout for bona-fide artists, writers, musicians, and people from show business.” He continued, “In the Mask there gradually formed a small, permanent family of oddities who were there every night and never paid for their coffee.” Here Rexroth was able to see and perform poetry with some of the era’s best poets and musicians, both black and white, local and national. These included the “seclusive and asocial” poet Edgar Lee Masters, local African American poet Fenton Johnson, nationally-acclaimed black poet and playwright Langston Hughes, the local jazz drummer Dave Tough (who Rexroth called Dick Rough in his autobiography), and an assortment of dancers, singers, and drag queens. This group held weekly poetry readings and lectures and jazz performances. Rexroth and others began combining jazz and poetry, a technique he would become known for by the time he headed out west and one that would greatly influence the Beat Generation. He wrote that here, at the Green Mask, “happened the first reading of poetry to jazz that I know of.” About this early Chicago jazz scene, he wrote:
“I’m afraid that I can’t provide any inside information about the formative years of jazz, for the simple reason that none of us knew that this was what was happening. We didn’t know we were making history and we didn’t think we were important. . . Jazz was pretty hot and made a lot of noise. People talked loud to be heard above it, got thirsty and drank too much and made trouble, so we tried to keep the jazz small and cool . . . I remember many nights going over to the piano and saying, ‘For Christ’s sake, cool it or you’ll get us all busted!'”
As he predicted, the Green Mask did get busted. In 1923, the Chicago Tribunereported that thirty-five “Bohemians” were arrested in a raid at the Green Mask. The Tribune article stated: “The police entered the place after standing outside for some time listening to what they say was the reading of indecent poetry by George Lexington.” The owner was booked as “keeper of a disorderly house.” Rexroth was also arrested because he was considered part owner for investing some small amount of money into the place. He was sentenced to a year in jail.
He described the conditions on his arrival to the Chicago House of Corrections, or the “Bandhouse” as it was called:
This was quite a place. It had been built back in the Seventies or Eighties, with long, narrow windows like the archers’ slots in medieval castles, and a warped and muddy stone floor where the water oozed up in winter between the paving blocks. This was the only running water in the place. Each cell was given a one-gallon pail of water once a day and provided with a battered old bucket for a privy. It was a cage-type cell house. The cells were all in the center about thirty feet away from the walls, so the only view was through the heavy iron grilles and door which looked out on brick walls and filthy windows through which it was impossible to see anything. The inner cells looked out on the tier opposite. The whole thing was built of iron, and any movement in it resounded as though it had happened inside a bell; any cough or groan or cry was magnified as if by an immense megaphone. In each cell there were four iron-slatted bunks that folded up against the wall. There were no mattresses, and each fish [inmate] was provided, along with his slops, with a filthy khaki Army blanket full of holes.
Rexroth spent the winter in these circumstances and explained that he “got a little closer to the underworld.” When he got out of the Bandhouse, he spent most of his time pursuing various young women, two of whom lived in the same building, and writing them poetry. He became more involved in local theater productions and continued pursuing radical social theories and chasing down works of avant-garde literature. He began reading more spiritual works and even spent a few months in a monastery. He also began a period of traveling and recording his observations of nature in his poetry – something else he would become known as a master of in later life.
In late December 1926, Rexroth met the artist Andrée Schafer through friends, just briefly outside their door. When his friends asked him what he thought about her, Rexroth replied, “I intend to marry her.” They began working on paintings together, both of them working on the same canvas, “like one person,” according to Rexroth. They married a few weeks later in January 1927 and left for a new life on the West Coast that spring. In San Francisco, instead of experiencing a cultural Renaissance, Rexroth would create one.

Eddie Anderson had been at the asylum for a mere fifteen days, and it already looked like he would be leaving. On September 15, 1882, a man known as Dr. Harvey brought the ten-year-old boy from Hendricks County to the Indianapolis Orphans Asylum, the city’s first and oldest orphanage. Now a Mrs. Skillman, who had traveled over seventy miles from her home in Peru, Indiana, took Eddie from the orphanage. On September 30, 1882, the president of the Board of Directors, Hannah Hadley, and Mrs. Skillman signed an indenture for Eddie Anderson, essentially agreeing that Eddie would work for Mrs. Skillman in exchange for room and board. Mrs. Skillman agreed to “carefully keep and rear” the ten-year-old boy until he reached the age of twenty-one and give him $100 at that age. After signing the contract, Mrs. Skillman left as Eddie’s new guardian.
More than twenty years later, in December 1903, Eddie wrote to the Indianapolis Orphans Asylum from Sharpe, Kansas. He received no answer. After waiting several months, he wrote again.

Superintendent of the Orphants [sic] Home
I wrote to you in Dec. 1903 and as yet I have not heard from you and fearing my letter or yours was misplaced I now write again, as I am interested to find out about my record and in what condition I was taken out of the Orphants [sic] home by mrs [sic] Skillman some 20 years ago.
Eddie begins his letter in a somewhat neutral tone but quickly becomes distressed as he recounts his experience with Mrs. Skillman.
My name… I know was Edd Anderson but they changed it to Elmer Anderson and did me other meaness [sic]. I am totally ignorant of myself. they used to pretend as though I was adopted and was to get part of their estate… [when] I was of age then they turned me off without clothes hardly good enough to wear and not a cent to go on; now please do what you can for me if you have any knowledge as where my folks are please let me know and all that is of interest to me as I have been informed that my name, age, and record you will have in your ledger. some of mrs Skillmans relatives say she had papers that I should of got concerning me and my relatives but they distroyed [sic] them so please now help me all you can…
Eddie’s letter does not reveal the story of a child who was “carefully kept and reared” and given $100 dollars when he turned twenty-one. Rather, it reveals the story of an individual searching for his past and his identity. Unfortunately, Eddie’s letter to the Indianapolis Orphans Asylum (IOA) is an exception—few children left behind written records of their indenture experiences. Nevertheless, the indenture documents contain vital information—such as demographic information and expectations for both the adults and children—that allows the historian to piece together a lost story (like Eddie’s) and refocus the narrative on the ones who were affected most by 19th-century orphanages—the children.
During the 19th century, indenturing children was a relatively common method to care for dependent children. At the IOA, an indenture was signed between the institution and an adult—the child, arguably the one affected most by the indenture, was not involved in that process. The Indiana Historical Society contains 152 indenture contracts (including Eddie’s) from the years 1875 to 1885 in their collections. An examination of these records reveals insight into 19th-century childcare practices in Indiana.
IOA indenture contracts began by identifying “the parties”—the institution and the adult guardian. An IOA indenture from the 1870s states “This indenture . . . witnesseth that the said parties of the first part [the IOA], in consideration of the covenants and agreements of the said party of the second part [the individual receiving the child] . . . do put and bind . . . an orphan child . . . unto the said party of the second part.” At the very outset of the contract, it is stipulated that the child is “put and bound” to the individual and that the individual receives the child’s “service and custody during said period, which by the laws of the State a master has over an indentured apprentice.” The indenture contracts used by the IOA clearly show that children in the care of the institution were placed in homes in exchange for their labor.
While the indenture contracts clearly state that a child’s service is given to an adult guardian, they also identify the responsibilities of the new guardian. At least one-third of the contract stipulated requirements for the adult. The asylum required the new guardian to “covenant and agree” to “carefully keep and rear” the child; “provide for [him/her] in sickness and health”; and “supply [him/her] with suitable food and clothing.” In addition to these vital necessities, the indentured child’s new guardian was also required to “teach [him/her] to read and write the English language, and to know and practice the general rules of arithmetic, including ‘to the double rule of three inclusive.’” Thus, in addition to providing for the child’s physical needs, adult guardians had to educate an indentured child as well. In an ideal setting, the child would also learn “some useful trade or occupation,” but only if the guardian “deemed [it] best.” The IOA clearly stated its expectations of adult guardians.
In addition to providing information about the expectations regarding 19th-century indentures, the contracts reveal insight notions of gender during the era. Of the 152 IOA indentures, 91 of the children (sixty percent) were female, and 61 of the children (forty percent) were male. This number is not representative of the ratio of girls to boys at the IOA, because, during the same time frame, there were significantly more boys than girls at the asylum. Throughout the 1870s, there were on average sixteen more boys than girls per month at the IOA. In 1878, the average number of girls per month at the asylum was less than half of the number of boys.
Intriguingly, the number of boys and girls indentured does not reflect the number of boys and girls at the asylum—if anything, it is the opposite.
In 1878 for example, fifteen children were indentured with the number of boys indentured drastically lower than the number of girls. In 1878—a year when there was an average of twenty-eight more boys than girls per month (see figure 1)—four of the fifteen children indentured (twenty-seven percent) were boys. The remaining eleven children (seventy-three percent) were girls. Despite the much higher percentage of boys at the asylum, a higher number of girls were indentured.
The higher number of girls indentured could be because adult guardians had to give boys more money when they completed their indentures. With the IOA indentures, boys almost always received $100 to $150 upon completion of their indentures, while girls received $5, $10, $25, $50, or simply a bed, bedding, and two suits of clothing. Lizzie Young Conversa was one year old when she was indentured on April 12, 1876. The IOA agreed to indenture her for the next seventeen years, with only the promise of five dollars and “a good bed and bedding and two suits of suitable clothing” at the end of her indenture. According to the contracts, boys were indentured until the age of twenty-one while girls were indentured until the age of eighteen (or until they got married). This could be another reason why adult guardians preferred girls over boys—they did not have to commit to caring for a girl as long as they had to commit to caring for a boy.
The preference for indentured girls over boys indicates that notions of gender and masculinity limited the tasks a boy could perform. According to Birk, “While boys helped as physical laborers, farmers and their wives wanted girls who could assist with housework. Placed-out girls often performed jobs identical to those of the women of the house.” These jobs included “making breakfast before moving on to tasks such as laundry, ironing, mending, cooking, and farm chores such as milking, caring for chickens, gardening, or aiding in field work.” So, while boys only helped with farm work, girls helped with housework and farm work. Because of notions of gender responsibilities and masculinity, it is extremely unlikely that a boy would have helped with laundry, cooking, or cleaning. However, a girl could help with gardening, field work, milking, and caring for animals in addition to laundry, cooking, and cleaning. It comes as no surprise then that adult guardians preferred indentured girls over indentured boys, since they did not have to provide for girls as long; they did not have to pay girls as much (if anything); and they could use girls to work in both the house and on the farm.
Overall, the IOA indenture records tell only a small portion of a child’s story. Of the 152 children, how many fulfilled their indentures in a home-like environment? How many were treated as free labor and shown no love? How many ended up like Eddie, searching for their family, their past, and their very identity? Although these indenture contracts do not contain the answers, they do provide a means for putting children back into the story of nineteenth-century orphanage policies.
When I started researching him, William Hayden English seemed like a pretty typical figure for the 19th century: Congressman, businessman, Vice-Presidential candidate. However, I soon realized how complicated his life and his politics really were.
English played a key role in the unrest in Kansas during the antebellum period, yet supported the Union during the Civil War (but was still antagonistic towards Lincoln’s presidency). A deal broker, English often chose the middle of the road. He was a conciliator, a compromiser, and a tactical politician who was a Pro-Union Democrat who held misgivings about both slave-sympathizers in the South and radical Republicans in the North. In more ways than one, he was truly a man apart.
William Hayden English was born on August 27, 1822. Early in his life, English received some formal education. According to a letter by E. D. McMaster from 1839, English received education in the “Preparatory and Scientific departments” of Hanover College. Additionally, he received accreditation to teach multiple subjects at common schools by examiners Samuel Rankin and John Addison. He would eventually leave school and pursue law, where he passed the bar in 1840.
His major break in politics came with his selection as the principal Secretary of the Indiana Constitutional Convention of 1850. During his time as Secretary, he earned the reputation as being a thoughtful and balanced tactician, someone who was willing to work with others and make things happen.
In his election speech, he stated his praise for the new Constitution and called for a full new legal code to be established. He additionally called for a “spirit of concession and compromise” and for his colleagues to “zealously apply himself to the completion of the great work intrusted [sic] to us by a generous constituency.” In effect, the Indiana House of Representatives under Speaker English had consolidated state government and extended its purview to neglected regions of the state.
After his time in state government, English was called for national service. He won his first election to the United States House of Representatives in 1852, and was reelected in 1854, 1856, and 1858. During his tenure in Congress, English would be remembered for his “wise and patriotic course in Congress,” notably his important role in crafting a controversial bill that gave Kansas the choice of whether to come into the Union as a free or slave state.
English’s time in Congress, much like the rest of his political career, can be seen as pragmatic. While he morally abhorred slavery, he condemned abolitionists and believed in the notion of “popular sovereignty,” which argued that the people of a state or territory should choose for themselves whether to have slavery. He stated his view in a speech in 1854:
Sir, I am a native of a free State [sic], and have no love for the institution of slavery. Aside from the moral question involved, I regard it as an injury to the State where it exists….But sir, I never can forget that we are a confederacy of States, possessing equal rights, under our glorious Constitution. That if the people of Kentucky believe the institution of slavery would be conducive to their happiness, they have the same right to establish and maintain that we of Indiana have to reject it; and this doctrine is just as applicable to States hereafter to be admitted as to those already in the Union.
During this session, Congress was debating a bill named the Kansas-Nebraska Act, which would repeal the Missouri Compromise (also known as the Compromise of 1820) and allow for states and their citizens to decide whether they wanted to be admitted as a slave state or free state. English voted for the bill and it was later signed into law by President Franklin Pierce on May 30, 1854. Almost immediately, violence erupted between pro-slavery and anti-slavery advocates in the state, who could not agree on the direction of the state constitution.
After his reelection in 1856, English, along with congressional colleague Alexander Stephens, went to work on a compromise bill that would potentially quell the violence and political unrest. This compromise, known as the English Bill, allowed the citizens of Kansas to either accept or reject the pro-slavery Lecompton Constitution. However, if the citizens of Kansas chose to be a slave state by referendum, they had to additionally let go of federal land grants within the territory.
The bill passed and the voters of Kansas did not reject the land grants, thus rejecting the Lecompton Constitution. Upon the Bill’s passage, English declared that, “The measure just passed ought to secure peace, and restore harmony among the different sections of the confederacy.” The Kansas issue would be not resolved until its admission to the Union as a free state in 1861. As he did in the Indiana House, English struck a compromise that hoped to quell the violence, using federal land grants as a way to take heat off the slavery issue.
While the English Bill attempted to stave off conflict within Kansas, the harmony among the nation was short lived. The growing tensions among pro-slavery and anti-slavery factions of the country were mounting, and English lamented this development in one of his final speeches to Congress. He chastised both the abolitionists and radical Republicans, who he believed had appealed to the “passions and prejudices of the northern people, for the sake of getting into office and accomplishing mere party ends.” To English, the cause of all this strife was the agitation of the slavery question and the solution would be to elect a Democrat President and ensure that the national discussion be reverted back to other issues of state. This did not happen; in the fall of 1860, voters chose Republican Abraham Lincoln and the first seven southern states seceded from the union.
By 1861, right as English was leaving Congress, the United States became engulfed in Civil War. While many within the national Democratic Party either defected to the Confederacy or took a tenuous position of support in the north, English was unequivocally for the Union. In an August 16, 1864 article in the Indiana Daily State Sentinel, the Committee of the Second Congressional District, under the chairmanship of English, wrote a platform that supported the Union and decried the act of secession. However, it did reserve criticism for President Lincoln, particularly with regards to supposed violations of freedom of speech. English’s pragmatic, even-handed political gesture fell in line with many of his past political actions.
After his time in Congress, he was the President of the First National Bank of Indianapolis for 14 years. He established the bank in 1863, taking advantage of the reestablished national banking system during the Civil War. According to historian Emma Lou Thornbrough, the First National Bank of Indianapolis became “the largest bank of Indianapolis, and one of the largest in the Middle West.” He is also listed as a “banker” in the 1870 Census and as a “capitalist” in the 1880 Census. By the time of his death in 1896, English had become one of the wealthiest men in Indiana.
English served as the President of the Indiana Historical Society, from 1886 until in his death ten years later. During his tenure, English wrote a two-volume history of the Northwest Territory and the life of George Rogers Clark. It was published in 1896, shortly after his death. An 1889 article in the Indianapolis Journal noted his compiling of sources and his emerging methodology; a two-volume general history that would be divided at the 1851 revised State Constitution. By 1895, the project materialized into the history mentioned above, with English using documents from leaders involved, such as Thomas Jefferson and Clark himself. He also conducted interviews with other key figures of the revised Indiana Constitution. English’s historical research became the standard account of the Northwest Territory for those within the Historical Society and the general public for many years.
His legacy in Indiana is lesser known, but he does have some monuments. A sculpture in the Indiana Statehouse commemorates his place in history. The town of English, Indiana is also named after the late politician. According to historian H. H. Pleasant and the Crawford County Democrat, the unincorporated town was originally named Hartford. It was changed to English in 1886 after the town was officially incorporated, in honor of election to Congress from the area. He also has an IHB marker at his former home in Lexington, Scott County, Indiana.
To many who enter the Statehouse and see his statue on the fourth floor, he might be just another leader of Indiana’s past. However, English’s political career attempted to stave off Civil War (at least temporarily) and reinforced Indiana’s political tradition of measured, temperate leaders who sought a middle ground on most issues. In that regard, English might be one of Indiana’s most emblematic statesmen.
Elvis Presley, known around the world as the King of Rock ‘n’ Roll, thrilled audiences for decades with his legendary swagger, good looks, and unique vocal stylings. Among his many concerts over the years, the one that garners much historical attention is the final one, at Indianapolis’s Market Square Arena on June 26, 1977. His final performance, to a crowd of nearly 18,000 people, inspired copious press attention.
An article in the Indianapolis News on June 25 listed it as a requisite event for music fans. The Indianapolis Star noted playfully “If you admire Elvis Presley’s back you still can buy $15 seats behind the stage for his concert at the Market Square Arena tomorrow night.” While $15 doesn’t sound like much, that’s the equivalent of nearly $60 today.
He reportedly told the audience “We’ll meet you again, God bless, adios” as he left the stage. Based on filmed footage, the crowd appeared enthusiastic about the performance; the local press, however, was a bit skeptical.
The Indianapolis press seemed divided on the quality of his performance. Rita Rose’s piece in the Indianapolis Star provided a sympathetic take of the show, even as it criticized his appearance. Rose wrote comically:
The big question was, of course, had he lost weight? His last concert here, nearly 2 years ago, found Elvis overweight, sick and prone to give a lethargic performance. As the lights in the Arena was turned down after intermission, you could feel a silent plea rippling through the audience: Please, Elvis, don’t be fat.
She assuaged readers, writing “At 42, Elvis is still carrying around some excess baggage on his midsection, but it doesn’t stop him from giving a performance in true Presley style.” She noted glowingly how well he sang some songs, including “It’s Now or Never,” and “This Time You Gave Me a Mountain.” Rose’s piece emphasized the better elements of the concert and the excitement of the crowd.
Conversely, critic Zach Dunkin’s piece in the Indianapolis Newswas the consummate bad review:
“Elvis Presley led another crowd of screamers in bananaland last night during his concert at Market Square Area and the question is why,” wrote Dunkin at the start of his piece. He added, “He obviously doesn’t need the money. He apparently doesn’t care about the way his concerts are packaged either.”
Dunkin went on to call Elvis’s mix of opening acts and his performance a “sideshow,” writing:
“It’s like waiting through the sword-swallower and the fire-eater before seeing the REAL attraction in the back room.” He also heavily criticized the “hawking” of souvenirs by vendors, who he said “came on the P.A. three times and urged the crowd to visit the souvenir stand. He even listed the prices.”
However, Dunkin’s strongest criticism was of the King himself, who he said could “sing when he tries.” His best numbers, in Dunkin’s view, were his renditions of “Hurt” and “Bridge over Troubled Water,” even though Elvis “for some reason had to read the lyrics from a sheet.” Dunkin’s lackluster impression of the King ended with this final take: “It’s time ardent Presley fans quit protecting their idol and start demanding more. They know ‘the King’ can do better.”
Sadly, Presley never got the chance to do better, for his show in Indianapolis was his last. After the concert at Market Square Arena, Elvis took a break from touring and returned home to Graceland. Nearly six weeks after his Indianapolis concert, Elvis died in his home on August 16, 1977 from heart failure, likely caused by years of prescription drug abuse.
For months afterward, Dunkin received scores of angry letters from fans of Elvis for his unfavorable review. In an interview with John Krull, Dunkin talked about the hate mail he received, particularly attacks against his personality and his supposed “envy” of Elvis. Yet, other letters (in his estimation about “20 percent”) were sympathetic, with one letter saying the King “should’ve stayed home.” Dunkin’s review still receives attention from fans of Elvis and students of music history.
Elvis Presley’s mark on American music and culture is permanently etched into stone, but his controversial final concert showed the complications and problems associated with his final years. Regardless of the quality of the concert, it will be remembered forever as the place where the King took his final bow.
For many people, the first thing that comes to mind when thinking of the early Pure Food movement is Upton Sinclair’s 1906 book The Jungle. However, Hoosier Harvey Wiley’s work in the field was already at its apex when Sinclair’s exposé was released. When Dr. Wiley started his career in the mid- to late-19th century, the production of processed foods in the US was on the rise due to the increasing number of urban dwellers unable to produce their own fresh food. With little to no federal regulation in this manufacturing, food adulteration was rampant. Dr. Wiley made it his mission prove the importance of food regulation. With the help of a group of men known as the Poison Squad, he did just that.
Harvey Washington Wiley was born on a small farmstead near Kent, Indiana on October 18, 1844. He attended Hanover College from 1863-1867, with the exception of a few months in 1864 when he served in Company I of 137th Indiana Volunteers during the Civil War. After graduating in 1867, Wiley moved to Indianapolis and began teaching at Butler University while earning his Ph.D. from the Medical College of Indiana. It was in 1874 that Dr. Wiley began his work as a chemist at Purdue University, where he developed an interest in adulterated food. Wiley argued that mass-produced food, as opposed to food produced locally in small quantities, contained harmful additives and preservatives and misled consumers about what they were actually eating. In the coming decades, Wiley would prove that this theory was correct and serve as one of the public faces of the pure food movement. As a 1917 advertisement in The (New York) Sun put it:
“Dr. Wiley it was who, at Washington, first roused the country to an appreciation of purity and wholesomeness in foods. He has been the one conspicuous figure in food betterment and food conservation in the present generation.”
In 1883, Wiley was appointed Chief Chemist of the Bureau of Chemistry, a division of the United States Department of Agriculture. While serving in this capacity, Wiley made the establishment of federal standards of food, beverages, and medication his priority. To this end, governmental testing of food, beverages, and ingredients began in 1902. The most famous of these tests were the “hygienic table trials,” better known by the name given to them by the media: “The Poison Squad.”
During these trials, “twelve young clerks, vigorous and voracious” were fed and boarded in the basement of the Agricultural Department building in Washington D.C. Before each meal the men would strip and be weighed, any alteration in their condition being noted. At any one time, six of the group would be fed wholesome, unadulterated food. The other six were fed food laced with commonly used additives such as borax and formaldehyde. Every two weeks, the two groups would be switched. While the position of poison squad member may sound like it would be a hard one to fill, volunteers were lining up to participate in the tests, even writing letters such as the following to Dr. Wiley:
The experiments commenced in November of 1902 and by Christmas, spirits among the Squad members were low. According to a Washington Post article from December 26,
“The borax diet is beginning to show its effect on Dr. Wiley’s government-fed boarders at the Bureau of Chemistry, and last night when the official weights were taken just before the Christmas dinner the six guests who are taking the chemical course showed a slight decrease in avoirdupois . . . To have lost flesh on Christmas Day, when probably everybody else in Washington gained more or less from feasting, was regarded by the boarders themselves as doubly significant.”
A look at the “unprinted and unofficial menu” from the Christmas meal, also printed in the Post, sheds some light on what may have given the boarders pause in their Christmas feasting.
Much of the information reported by the press during this time came from the members of the squad themselves, until “Old Borax” as Wiley came to be known, issued a gag-order in order to preserve the sanctity of the scientific studies happening. Despite the order, public interest had been peaked and tongues and pens wagged around the country. As one Columbia University scholar put it, “Supreme County justices could be heard jesting about the Squad in public, and even minstrel shows got in on the act.” There were even poems and songs written about the trials.
If ever you should visit the Smithsonian Institute, Look out that Professor Wiley doesn’t make you a recruit. He’s got a lot of fellows there that tell him how they feel, They take a batch of poison every time they eat a meal. For breakfast they get cyanide of liver, coffin shaped, For dinner, undertaker’s pie, all trimmed with crepe; For supper, arsenic fritters, fried in appetizing shade, And late at night they get a prussic acid lemonade.
They may get over it, but they’ll never look the same. That kind of a bill of fare would drive most men insane. Next week he’ll give them moth balls, a LA Newburgh, or else plain. They may get over it, but they’ll never look the same.

At the close of the Borax trials in 1903, Wiley began cultivating relationships with some journalists, perhaps in hopes of turning the reports from jovial, and sometimes untrue, conjectures to something more closely resembling the serious work being done.
Along with borax and formaldehyde, the effects of salicylic acid, saccharin, sodium benzoate and copper salts were all studied during the Hygienic Table Trials. The reports generated during the Hygienic Table Trials and the media coverage that followed set the stage for the passage of the Pure Food and Drug Act of 1906, the same year in which the trials were concluded. According to the FDA, the Pure Food and Drug Act of 1906, also known as The Wiley Act, serves the purpose of “preventing the manufacture, sale, or transportation of adulterated or misbranded or poisonous or deleterious foods, drugs, medicines, and liquors, and for regulating traffic therein.”
By requiring companies to clearly indicate what their products contained and setting standards for the labeling and packaging of food and drugs, the Act helped consumers make informed decisions about products that could affect their health. While controversies over additives and government regulations continue to this day, Dr. Harvey Wiley and his Poison Squad played a major role in making the food on our tables safe to eat.

The presidency of the United States is seen by many as the ultimate prize in American politics. It has been held by lawyers, philanthropists, and even actors. The State of Indiana has been at the center of presidential history, claiming Hoosier Presidents Benjamin Harrison and his grandfather, William Henry Harrison. However, one year sticks out more for what didn’t happen than what did: 1940.
That year, Hoosier natives Wendell Willkie and Paul V. McNutt, came very close to winning the presidency but ultimately lost, in their own ways, to Franklin Delano Roosevelt (FDR). This is the first of two blogs dedicated to the Indiana men who ran for the highest office in America.
Wendell Willkie, the 1940 Republican Candidate for President, was born in 1892 in Elwood, Indiana. Willkie attended Indiana University, where he became friends with another budding young student, Paul V. McNutt. When McNutt was the President of the Student Union, Willkie was the President of the Jackson Club, a Democratic leaning political group. Their paths continued to cross throughout the rest of their lives. Willkie received his law degree from Indiana University in 1916. In 1929, after practicing law in Akron, Ohio for the Firestone Tire Co, he provided legal counsel for The Commonwealth & Southern Corporation, a large public utilities company, of which he later became president.
After gaining the attention of Republican politicians with his outspoken belief in free enterprise, Willkie was nominated as the Republican presidential candidate to run against FDR in 1940 in what was described by the Indianapolis News as “one of the most dramatic events in American political history.” Despite never holding political office, much like modern Republican presidential candidate Donald Trump, Willkie was nominated after the sixth ballot was taken at the Republican National Convention. He defeated well-known political figures such as Governor Thomas E. Dewey and Senator Robert A. Taft. It was here that he earned the campaign moniker of “Dark Horse,” since his candidacy was such a political upset. Republicans sought a fresh candidate to represent the party as World War II intensified abroad and Americans became more determined than ever to avoid war at home.
Around this same time, his IU colleague and friend Paul McNutt, dropped out of consideration for the Democratic nomination, giving in to Roosevelt’s desire for an unprecedented third term. Had McNutt been nominated, both major party candidates for President would have been from the State of Indiana.
Despite a well-fought campaign, Willkie lost the election to Roosevelt in alandslide, earning only 82 electoral votes to Roosevelt’s 449. He also lost the popular vote by nearly five million. Many commentators thought that his progressive position on civil rights and support of liberal internationalism alienated him from his party. Voters also struggled to identify his position on major causes because he covered a wide range of issues briefly.
Even though he lost the presidential election in 1940, Willkie and FDR became friends and political allies, as they held similar views on foreign policy and civil rights. In particular, Willkie, both during and after the campaign, went against many in his party with his support of FDR’s policy to dispatch war aid to Britain in 1940, as opposed to fighting abroad or remaining isolated from the war. Historian Justin H. Libby describes Willkie’s support of war aid as the “forerunner of the bipartisan policy.”
Willkie’s support for aid eventually gained favor among the general public, allowing FDR to pass the Lend-Lease Bill in 1941, which postponed U.S. involvement in the war. He also served the President by traveling the globe as a U.S. emissary to observe the war abroad and meet with foreign leaders, reporting on his experiences. As an internationalist, Willkie worked for “world peace,” presenting a bipartisan resolution to the Republican National Committee in 1942 that was eventually passed.
On the home front, Willkie avidly defended the rights of African Americans and publicly advocated for the improved housing, education and health of black citizens. He was widely concerned with the treatment of African Americans in the Armed Forces, arguing in various articles that they should be afforded the same freedom at home that they fought for abroad.
In his 1944 article “Citizens of Negro Blood” for Collier’s Magazine, Willkie stated that World War II “has made us conscious of the contradictions between our treatment of our Negro minority and the ideals for which we are fighting. The equitable treatment of racial minorities in America is basic to our chance for a just and lasting peace.” He appealed to political figures to strengthen anti-lynching measures and to eliminate state poll taxes that often prevented African Americans from voting. Willkie ultimately brought attention to the struggles of all minority citizens, arguing in the New York Times that they were “rich assets of democracy.”
Willkie sought the Republican presidential nomination in 1944, but dropped out of the race in April after a poor showing in the Wisconsin primaries. Constant comparisons to FDR, his liberal stance on civic and international issues, and general independence from other Republican members resulted in the loss of party support.
Willkie died October 8, 1944 and was buried in East Hill Cemetery in Rushville, Indiana. President Roosevelt issued a statement honoring Willkie as “one of the great men of our time.” In addition to the memorial erected at his gravesite, memorials to Willkie were dedicated in Elwood and in the State House Rotunda in Indianapolis. The Willkie Memorial Building, created to serve as a center for the Freedom House and other causes he supported, was dedicated in New York on the first anniversary of his death. Willkie, with the support of Eleanor Roosevelt, helped established Freedom House in 1941 as an organization that could “strengthen human rights and civil liberties in the United States.” As of 2016, the Freedom House still advocates for human rights.
Wendell Willkie’s ambitions for the White House never materialized, but his influence on American politics can still be felt, especially in his stances on international relations, civil rights, business, and foreign policy. His friendship and support of Franklin Roosevelt, even after losing to him, benefited the country during wartime. Willkie was a results man; he believed deeply in the power of institutions and people to get the job done right, whether in politics or in business. His bipartisanship and amiable demeanor earned him respect from leaders all across the country. In the end, the “Dark Horse” became a statesman on par with almost any President.

The United States faces an abundance of national security concerns in 2016, ranging from North Korean nuclear testing to Islamic State nuclear ambitions. Russia was notably absent from the 2016 Nuclear Summit, which was “aimed at locking down fissile material worldwide that could be used for doomsday weapons,” while maintaining the largest stockpile of nuclear weapons in the world. These concerns prompt a question that originated in the early Cold War period: how can a nation prevent nuclear attack?
During WWII, the U.S. detonated the first nuclear bomb over Hiroshima, Japan on August 1945, catastrophically damaging the city. The postwar 1949 explosion of a Soviet atomic bomb ignited fears of the American public about what Anne Wilson Marks dubbed in an article for the Bulletin of the Atomic Scientists, a “new Pearl Harbor.”
When most think of early Cold War civil defense they recall bomb shelters and “duck and cover” drills. However, President Dwight D. Eisenhower implored Americans in a 1953 advertisement to “Wake Up! Sign Up! Look Up!” to Soviet airplanes potentially escorting an atomic bomb over the U.S. He encouraged them to do so through a collaborative program with the U.S. Air Force called the Ground Observer Corps, established in 1949.
In the GOC, civilian volunteers were encouraged to build watchtowers in backyards and community centers, and to survey skies from existing commercial structures. Utilizing a telephone, binoculars, observation manual, and log of duties, civilians searched the skies for airplanes flying lower than 6,000 feet, which could evade radar detection. At the sight of a suspicious, possibly nuclear-bomb-toting plane, civilians were to telephone their local filter center, staffed with Air Force personnel, who could then direct the plane to be intercepted or shot down.
This collaborative civil defense program involved approximately 350,000 observers, made up of families, prisoners and guards, the youth and elderly, the blind and handicapped, and naval and USAF personnel. In 1952, the Ground Observer Corps operated 24-hours each day and became known as Operation Skywatch.
Scientists estimated that Soviet aircraft would emerge over the North Pole, raising questions about Indiana’s vulnerability. Governor Henry F. Schricker warned in The Indiana Civil Defense Sentinel that “Hoosiers should be alert to protect vital Indiana war industries if hostilities should break out.” Indiana officials worried that Lake County, part of Chicago’s urban industrial area, could be a site of an enemy attack. Concerned Indiana citizen Thomas H. Roberts wrote to Gov. Schricker that his family lived in “the highly industrialized Calumet area. I am sure you are aware that this area is a likely target for enemy attack.”
According to articles and letters sent to Schricker in 1950 from other governors, GOC planning advanced more quickly and decidedly in Indiana than other participating states. Unsure as to how to proceed after a Washington planning conference, Illinois Governor and future presidential candidate Adlai Stevenson appealed to Schricker for advice. Schricker detailed Indiana’s planning process for Stevenson, stating that he would first contact every mayor, town board president and all “peace officers on every level throughout the state.” Days after the meeting, the Department of Civil Defense for Indiana compiled a list of observer posts for each county.
On March 16, 1950, a mock air attack over Indiana illustrated the shortcomings of radar, as B-26 bombers flown by members of the Air National Guard of Indiana, Missouri and Illinois proceeded “completely undetected” by radar at Fort Harrison, the state’s only warning facility. Following the alarming mock air attack, municipal and county officials named Civil Defense Directors in 51 Indiana counties, who established observer posts in the northern two-thirds of Indiana. By late 1950, as the Korean conflict grew, the Air Force had partially constructed a filter center in South Bend, Indiana.
Historian Jenny Barker-Devine wrote in 2006 that rural residents were likely not targets of atomic explosions, but that federal civil defense agencies sought their help because “rural families also served as custodians of democracy and could prevent any type of socialism or communism from taking hold in local, state, and national governments.”
Diligent rural citizens, such as Larry O’Connor of Cairo, Indiana, organized movements to establish local GOC towers. O’Connor, a World War II Navy veteran and owner of Cairo’s only store (attached to his house), designated it the small community’s initial observation site.
In an interview with the author, Cairo resident James Haan shared that the post was necessary because Cairo was located along a line of beacon lights that could guide the enemy to industrial centers in Chicago. In 1952, building began on the Cairo observation tower and the local Rural Electric Membership Cooperative (REMC) donated and set the tower poles. Local merchants from Lafayette and the town of Battle Ground donated materials, and residents in surrounding areas furnished labor. Between 90 and 120 volunteers from surrounding areas volunteered at the Cairo tower. Haan states that volunteers worked in two-hour shifts and that he and other farmers worked all day in the fields, while female family members manned the towers, and the men volunteered throughout the night.
The Lafayette Journal and Courier claimed that Cairo’s tower was one of the first freestanding towers constructed over the ground. According to O’Connor, it was “the first G.O. Post officially commissioned by the U.S.A.F. in the U.S.A.” Commanding Officer of the South Bend GOC detachment, Lieutenant Colonel Forest R. Shafer, mentioned in a letter “I can verify that the tower constructed at Cairo, Indiana was the first of its kind within my jurisdiction but cannot confirm that it was the first in the United States. However, I am certain it was among the very first, at least.”
More research should be done to verify these claims, but it is clear that the recognition of USAF personnel and public officials gave residents a sense of pride in their contributions. Haan recalled “We had some representatives down here and felt pretty good about it.” He felt that the GOC tower made “a pretty important place out of it [Cairo]. There was a lot of business up there, a lot of people coming and going and working on the tower. And there was for days and days and days a lot of people up there.”
Under O’Connor’s direction, local residents held a dedication for the tower in 1976, commissioned a moment featuring limestone volunteers, and got the tower listed on the National Register of Historic Places. The site was later commemorated with a historical marker.
The GOC is now long forgotten, as demonstrated by the Cairo tower, once so revered by the community for decades, but now in decay. As with many civil defense programs of the 1950s, the GOC has been deemed a quirky, superfluous program, constructed by an overly-paranoid people. However, the GOC established a model of national defense that solicited the participation of the general public. It served as an opportunity for families, neighbors, and community members to spend quality time together through the shared objective of improving national security.
On January 31, 1959, the Secretary of the Air Force announced the termination of the program due to the improvement of detection radar and inability of civilians to detect increasingly technical Soviet missile system. The Indiana Civil Defender almost wistfully noted that the U.S. “is geared to the substitution of machines for manpower . . . and we accept this theory of progress.” The bulletin lamented the conclusion of the program, but congratulated its participants for successfully deterring attack, going so far as to claim the GOC may have been “the one final deterrent to an attack on the country by a calculating enemy.”
As national attention returns to security concerns, the question remains: how does a country stop the detonation of a nuclear bomb? An NPR correspondent recently contacted the author about the potential for a piece about these Cold War watchtowers.
